Most parents are happy when their elementary school age children manifest an interest in little league baseball, after-school soccer, or beginning track-and-field. Parents feel that athletics can teach their youngsters how to compete with others and also how to function as part of a team. There is, however, another activity which can help young children learn to be part of a team but which places less emphasis on competition and which is, in addition, less gender specific than athletics. That activity is debate. According to one educator (Lybbert, 1985), the debate discipline has three goals: (1) the enhancement of critical thinking and reasoning abilities; (2) academic advancement or development; and (3) the promotion of communication skills. For young children, the focus can be on the development of oral communication skills. And beginning a debate program with young children in elementary school can go a long way toward removing the somewhat elitist aura that surrounds debate in high school and college. KIDSPEAK Littlefield and Littlefield (1989) describe an innovative after-school program for grades three through six which was specifically designed to teach oral communication skills to children. The program is called KIDSPEAK and was initiated in 1987. Debate represents only one of the units contained in the program, along with such topics as oral reading, listening, creative expression, storytelling, communication etiquette, etc. Teachers who were interested in the debate activity were given a short training session and access to additional help if they felt they needed it.

A member of the Cross Examination Debate Association and a subscriber to the National Debate Tournament, UMKC was the first school in history to win both the CEDA and NDT National Points Championships in the same year, 1997. DEBATE-Kansas City, a partnership with the Kansas City urban school districts, provides community-service opportunities to Debate Forum members. It also provides internship opportunities to qualified UMKC students as mentors for high-school students in debate activities. 24. The Outsiders Debate Project

The Outsiders Debate Project Time Required The amount of time for each aspect of the learning experience: Planning, Implementation, and Assessment Time The initial planning was the most time consuming part of Setting up and typing the debate positions, the accompanying rubrics, and the student work schedule took a number of hours to complete. Prior to implementing the debate project, The Outsiders , had to be read. Although The Outsiders is not a long book, this took about two weeks. Daily homework assignments of reading followed up by assessment activities, many of them alternative, in class each day were necessary to make sure students had a good understanding of the book before they could debate. Actual implementation of the debate project required about six days. My classes are 41 minutes long. The general plan for the activity included collaboration, research, writing, debating, assessment, and reflection. I had no bilingual students. One way to accommodate this range of abilitieswas to have all predebate activities supported using cooperative groups.

The Outsiders Debate Project Instructional/Environmental Modifications The procedures used to accommodate the range of abilities in the classroom, including students with disabilities, limited English proficiency, or bilingual students: Instructional And/Or Physical Modifications Of The Classroom Setting My classes are made up of students with a wide range of academic and social abilities. All were native speakers, though. I had no bilingual students. One way to accommodate this range of abilities was to have all pre-debate activities supported using cooperative groups. All students had previously been placed in cooperative base groups, so it was not unusual for students to work together here. Discussions and activities were almost always preceded by groups meeting to discuss questions, possible answers, and strategies for successfully completing the activity. Additionally, I and the Special Education Teacher and the Reading Specialist
  • reviewed all students IEPs or 504 plans so that we were aware of any special learning conditions or programs we might be unaware of or not implementing.

5 March 2003 GM PUBLIC DEBATE The GM public debate steering board was grateful for the update on the FSA's plans to promote GM debate given by Clare Baynton and Julie Sheppard at the board's last meeting. We spoke after the meeting and you said that you planned to write to me to set out the FSA's response to the points made in Doug Parr's e-mail of 19 February about the FSA's role in the wider GM debate. I enclose an extract from the unconfirmed minutes of the steering board meeting recording points made by steering board members. Yours sincerely

Members agreed that the Chair would write on behalf of the steering board, outlining the concerns and advocating a joined-up approach that ought to be of benefit to all concerned. The Chair reported that he had received a communication from an NGO concerning the FSA debate which he would arrange for this to be forwarded to Sir John Krebs for consideration by the FSA board.

Letter from Malcolm Grant to Margaret Beckett Dear Secretary of State 18 March 2003 GM PUBLIC DEBATE AND EC APPROVALS PROCESS The GM public debate steering board received a very informative background briefing at its last meeting about the restarting under EC/2001/18 of the case-by-case approvals process for import or cultivation of specific GM varieties. The substance of the briefing was also brought to the attention of the Agriculture and Environment Biotechnology Commission (AEBC) at its meeting on 27 February. I have also seen your letter in yesterday's Guardian. Restarting the approvals process means that Government in coming months and possibly within the period of the GM public debate may be required to give opinions on individual applications, even if, as has been reported, the Regulatory Committee does not meet before the autumn to make decisions on individual cases. I am copying this letter to Ross Finnie (Scottish Executive), Mike German (Welsh Assembly Government) and Angela Smith (Northern Ireland Office).

Increased Public Debate (IPD)
(September 2001 to September 2004) IPD aims to foster (1) increased democratic participation in political processes, both election and post-election governance processes, and (2) increased participation in public debate on development issues through membership organizations. It is based on Pact’s initial work in Zambia that focused on building the institutional skills of Zambian NGOs to improve their representation of Zambian grassroots communities’ concerns and their access to decision-makers and participation in the public policy decision-making processes. Some of the key accomplishments in that initial endeavor laid the ground for the IPD project to support activities that promote public debate, with the longer-term objective of increased pluralistic dialogue and citizen influence on public policy in Zambia. Pact's approach Pact’s approach combines a subgrant mechanism with capacity building and timely technical assistance to support the activities of local organizations in promoting public debate in Zambia. Organizations targeted for assistance include the media, membership organizations (unions and church-based NGOs), professional associations, and possibly government departments. Skills enhancement will focus on subgrantee capacity to conduct policy research, poll their members, analyze policy issues of concern to their constituencies, develop positions, lead or conduct media campaigns, conduct sensitive public debates, and organize and run seminars.

Concordia College speech and debate competitors consistently achieve impressive rankings at the highest levels of national competition. Concordia has qualified 20 debate teams for the National Debate Tournament over the last 18 years and several of those teams have qualified for elimination rounds at the NDT, most recently in 2001. Many students have qualified for the American Forensic Association national speech tournament (NIET). Concordia speakers have finished among the top 20 school sweepstakes winners at the A.F.A. nationals 13 times in the last 18 years. Individual speakers have often been final-round participants, including a national champion in After Dinner Speaking in 2001.
