Overview The people of the Czech and Slovak Republics share a region once located between two great empires: the German in the West and the Byzantine in the East. For most of their histories, they have followed separate paths. At the start of the 20th century, both are part of the Austro-Hungarian Empire, with the Czechs in the North under Austria's control, and the Slovaks in the South under Hungary's. In June 1914, the assassination of the heir to the Austrian throne leads to world war. Few Czechs or Slovaks want to join their rulers in a war against fellow Slavs in Russia. Many leave the country or defect on the Russian front, some to form the Czechoslovak Legion to work for an independent state. At the war's end, the Austro-Hungarian Empire collapses, and the Czechoslovak Republic is formed. The Paris Peace Conference sets borders for the new nation. The multiethnic Republic comprises Bohemia, Moravia, Silesia, Slovakia, and Ruthenia. It inherits some 80 percent of the Austro-Hungarian Empire's industry, making it one of the world's 10 most industrialized states. Most of the industry, though, is in Czechoslovakia and Moravia, in the North; Slovakia relies on agriculture and forestry. The 1920 constitution establishes a parliamentary democracy, held together largely by the presidencies of revered leaders T.G. Masaryk and Eduard Benes. The state's centralized structure makes it difficult to unify groups of national minorities. Also challenging is the economic split between the industrialized North and the agrarian South, where a reform program gradually redistributes land.

The Parties to the North Atlantic Treaty, signed at Washington on April 4, 1949, Being satisfied that the security of the North Atlantic area will be enhanced by the accession of the Czech Republic to that Treaty, Agree as follows : Les Parties au Traité de l'Atlantique Nord, signé le 4 avril 1949 à Washington, Assurées que l'accession de la République Tchèque au Traité de l'Atlantique Nord permettra d'augmenter la sécurité de la région de l'Atlantique Nord, Conviennent ce qui suit:
Article I
Upon the entry into force of this Protocol, the Secretary General of the North Atlantic Treaty Organization shall, on behalf of all the Parties, communicate to the Government of the Czech Republic an invitation to accede to the North Atlantic Treaty. In accordance with article 10 of the Treaty, the Czech Republic shall become a Party on the date when it deposits its instrument of accession with the Government of the United States of America.
Article II
The present Protocol shall enter into force when each of the Parties to the North Atlantic Treaty has notified the Government of the United States of America of its acceptance thereof. The Government of the United States of America shall inform all the Parties to the North Atlantic Treaty of the date of receipt of each such notification and of the date of the entry into force of the present Protocol.

    The logo of the Czech Security Information Service (BIS) consists of the large version of the national coat of arms, situated on the breast of an eagle and partly covered by the eagle´s wing. The upper part is inscribed with the words "AUDI, VIDE, TACE", the lower part with the acronym "BIS". The eagle symbolizes astuteness, vigilance, tenacity, swiftness and respect - such as this species enjoys among birds. These qualities related to humankind are underlined by the Latin motto "Audi, vide, tace", meaning that an intelligence service member has to be a good listener, keen observer, and must keep silent about his or her work - in other words, must observe the essential principles of intelligence work.
Mission The Security Information Service, whose existence is in the interest of the Czech Republic and its citizens, was set up as a secret service because only as such it can effectively fulfil the tasks defined for it by law. Even though it mostly has to work covertly, it should be remembered that it is funded by the state, that means with money collected from taxpayers who therefore have the right to know how it works and what it does. It pursues a policy of maximum possible openness in relation to the public which, however, is connected also with the declaration of the government policy as an open one, and clearly proves that BIS is an institution of a democratic state.

    History: Czechoslovakia’s independence was established in 1918. Previously, Moravia and Bohemia had been under Austrian rule, while Slovakia came under the aegis of Hungary. During World War II, Bohemia and Moravia together became a German protectorate. After the war, a reconstituted Czechoslovakia was established under the supervision of the occupying Red Army. By 1948, as planned, the Communists had become the dominant political force in the country and took effective control, following elections that year. Soviet-style political and economic systems were put in place and Czechoslovakia became a firm Soviet ally, joining the Warsaw Pact and COMECON. The Government adhered closely to Soviet policy in all respects, until the emergence of a new leadership group under Alexander Dubcek in the late 1960s. In what became known as the ‘Prague Spring’, the Dubcek governments introduced a series of liberalising reforms. After several months, the Soviets decided that the reforms had gone too far and, after failing to persuade the Czechoslovaks to desist from their chosen course, sent the tanks in. Dubcek and his allies were deposed in favour of a hard-line leadership led by Gustav Husak. For the next two decades, Czechoslovakia barely deviated from the Soviet line. That was until the appointment of Mikhail Gorbachev as Soviet leader and his promotion of

    The Czech Republic was instituted on 1 January 1993 after the dissolution of Czechoslovakia. It is a Parliamentary Republic divided into 14 regions, including the city-region of Prague. The bicameral Parliament is endowed with legislative powers and is made up of a Lower House of 200 elected members (universal suffrage). Elections (majority voting system) take place every 4 years. The Senate is made up of 81 members whose term of office is 6 years (every two years, there is an election involving one third of the Senate). After the June 2002 election, the Czech Republic's government was made up of a centre-left coalition of social democrats (CSSD), the People's Party (KDU-CSL) and the Freedom Union-Democratic Union (US?DEU). This coalition controls 101 of the 200 Lower House seats. A joint Parliamentary session (February 2003) chose Vaclav Klaus as Vaclav Havel's successor as President. The President's five-year mandate may only be renewed once.
