GENERAL BACKGROUND
Poland, the Czech Republic, the Slovak Republic (commonly referred to as Slovakia), and Hungary are members of the Visegrad Group , created in February 1991 at the northern Hungarian town of Visegrad. After World War II until 1989-1990, these countries were Communist states, as well as members of the Warsaw Pact. (On January 1, 1993, the Czech and Slovak Republics, previously Czechoslovakia, split to form two separate states). During the last decade, the Visegrad group has made the transition to democracy and to market-based economies. They also have reached the final stage of attaining membership in the European Union (EU). The EU Athens Summit on April 16, 2003 ended with the signing of an accession treaty. Poland, the Czech Republic, the Slovak Republic and Hungary can now attend EU meetings with observer status and will become full members on May 1, 2004, assuming the treaty is ratified in each country. In 1999, Hungary, Poland, and the Czech Republic became the first former-Warsaw Pact countries to join the North Atlantic Treaty Organization (NATO) . Slovakia is a member of NATO's Euro-Atlantic Partnership Council. The Czech Republic became a member of the

Flag of Czech Republic Background:
After World War II, Czechoslovakia fell within the Soviet sphere of influence. In 1968, an invasion by Warsaw Pact troops ended the efforts of the country's leaders to liberalize party rule and create "socialism with a human face." Anti-Soviet demonstrations the following year ushered in a period of harsh repression. With the collapse of Soviet authority in 1989, Czechoslovakia regained its freedom through a peaceful "Velvet Revolution."
On 1 January 1993, the country underwent a "velvet divorce" into its two national components, the Czech Republic and Slovakia. Now a member of NATO, the Czech Republic has moved toward integration in world markets, a development that poses both opportunities and risks.

    CZECH REPUBLIC Human Rights Developments Although the Czech government maintained a generally acceptable level of human rights protectionfor most ethnic Czechs during 1997, human rights abuses persisted for members of the sizable Roma (Gypsy) minority. Despite some positive steps, the state did not do enough to combat the serious problem of racially motivated violence against Roma. Many Roma who claimed the Czech Republic as their country, and were nationals of Czechoslovakia prior to its breakup in 1993, could not acquire Czech citizenship because of a discriminatory citizenship law enacted that year. Denied rights in their own country, many Roma fled abroad, encouraged by some local government officials to do so. A television program broadcast in August on the private station TV Nova showed Romani families from the Czech Republic living well in Canada with Canadian government support. The program sparked an exodus of hundreds of Roma from the Czech Republic to Canada, forcing Canada to reimpose a visa requirement for Czech citizens. A similar exodus occurred two months later to England. The mayor in Ostrava, a town with a large Roma population, offered to pay Romani families two-thirds of their travel costs. (Prime Minister Vaclav Klaus condemned her statement.) Embarrassed by the negative world attention, the government began to address the problems that the Roma community, human rights groups, and certain organizations, like UNHCR and the OSCE, had been complaining about since 1993. In August, a report from the government's Council on Nationalities said that the government had failed to bridge the ever-growing gap between Roma and ethnic Czechs. Prime Minister Klaus initially rejected the report but, on October 29, the government approved a resolution "On the Situation of the Roma Community in the Czech Republic," which proposed concrete ways to address discrimination in housing, education, employment, and the work of the police.

    HUMAN RIGHTS DEVELOPMENTS
    De facto discrimination against ethnic Roma in the country remained the most disturbing human rights problem in 2001, affecting access to justice, education, housing, employment, and public services. Little progress was made in implementing the Czech government's long-term strategy to improve the situation of the Romani minority, adopted in June 2000. Racist attacks on Roma continued, but police and prosecutors frequently failed to adequately investigate and prosecute Roma complaints. The July stabbing death of a thirty-year-old Romani man, Ota Absolon, by a skinheadracist gang-memberin Svitany, eastern Bohemia, renewed public attention to the failure of state and local authorities to protect minorities victimized by racially motivated violence and abuse. In the Absolon case, the accused was a repeat offender, having received a suspended sentence in 1997 for seriously injuring a Romani man by stabbing him in the stomach. In another incident, forty-five skinheads reportedly attacked a group of twenty Romani men with baseball bats in the town of Novy Bor on April 24, leaving eight Roma injured. According to local Romani representatives, approximately ten Roma and ten skinheads were charged in connection with the incident. The arrested Roma men claimed that they were being punished unjustly for acting out of self-defense. They also criticized the police for failing to pursue Polish and German skinheads who participated in the attack.
