Summerfield, Florida USA Although at time it can be difficult, latent prints can be developed on
US currency. US currency is not paper, but rather composed of fibers so that
it is closer to a fabric. That is why the currency usually holds up well after being immersed in liquids. The currency (bills) is first immersed in Ninhydrin, allowed to dry and then let set for 24 hours. (Ninhydrin reacts with the amino acids present in the perspiration.) After 24 hours the currency is examined for latent prints and if any are developed they must be photographed (cannot be "lifted.") Subsequent to that, the currency is processed with live steam by slowly passing over the bills with an ordinary steam iron, set to "steam." This will in many instances darken those latent prints that are visible and at times develop additional latent prints that were not visible. As before, these

  • Early colonists used trinkets, gunpowder, and household items to barter with Native Americans. The colonial treasury of Massachusetts issued the first paper currency in 1690. After the issuance of the first paper currency, colonial leaders began pushing for a national banking system to keep pace with the expanding economy. That discussion was put on hold, however, by the Revolutionary War. Continental currency entered the mainstream; however, old issues of Continental currency were not recalled, which caused the currency's value to drop drastically. As a result, the phrase "not worth a Continental" came into being. Back to top

Snapshot for October 30, 2003 (special edition) China's currency manipulation and U.S. trade In recent years China's booming economy, fueled by large inflows of foreign direct investment (FDI) and rapid export growth, has emerged as a significant force in the global economy. This year, China surpassed the United States as the world's largest recipient of FDI, and its bilateral trade surplus with the United States reached $117 billion in the 12 months up through August 2003. Both inward investment and export growth create strong demand for China's currency, the yuan. All things being equal, such demand pressures should cause the yuan to appreciate relative to the U.S. dollar and cause China's external position to return to balance. But all things are not equal: China pegs the yuan to the dollar at a fixed rate and strictly regulates imports and the allocation of foreign exchange. In order to maintain the yuan's fixed value, China must create a residual supply of yuan to counter growing demand for its currency; China achieves this by buying dollars in foreign exchange markets. Between December 2000 and July 2003, China more than doubled its foreign reserve holdings from $168 billion (16% of its GDP) to $361 billion (31% of its GDP).

Ladies and Gentlemen, I would like to begin by thanking the Spanish Minister of Economic Affairs, His Excellency Rodrigo Rato Figueredo, for inviting me in my capacity as the OPEC Secretary General to participate in this timely seminar on The International Role of the Euro.  Since 1999 the euro has become a reality and starting this year it has become legal tender in the 12 countries of the Euro-zone. Now more than 300 million people use the single currency, which signals a positive step for European economic integration.  With this in mind, I would like to speak today on The Choice of Currency for the Denomination of the Oil Bill.  I would also like to wish Spain every success for its remaining time in holding the Presidency of the European Union. Having said that, it is worthwhile to note that in the long run the euro is not at such a disadvantage versus the dollar when one compares the relative sizes of the economies involved, especially given the EU enlargement plans.  Moreover, the Euro-zone has a bigger share of global trade than the US and while the US has a huge current account deficit, the euro area has a more, or balanced, external accounts position.  One of the more compelling arguments for keeping oil pricing and payments in dollars has been that the US remains a large importer of oil, despite being a substantial crude producer itself.  However, looking at the statistics of crude oil exports, one notes that the Euro-zone is an even larger importer of oil and petroleum products than the US.

But the exact mechanisms by which American hegemony has been established and maintained are perhaps less well understood than they might be. One tool used to great effect has been the dollar, but its efficacy has recently been under threat since Europe introduced the euro. The dollar is the de facto world reserve currency: the US currency accounts for approximately two thirds of all official exchange reserves. More than four-fifths of all foreign exchange transactions and half of all world exports are denominated in dollars. In addition, all IMF loans are denominated in dollars. But the more dollars there are circulating outside the US, or invested by foreign owners in American assets, the more the rest of the world has had to provide the US with goods and services in exchange for these dollars. The dollars cost the US next to nothing to produce, so the fact that the world uses the currency in this way means that the US is importing vast quantities of goods and services virtually for free. Since so many foreign-owned dollars are not spent on American goods and services, the US is able to run a huge trade deficit year after year without apparently any major economic consequences. The most recently published figures, for example, show that in November of last year US imports were worth 48% more than US exports
