    On January 1, 1999, eleven of the countries in the European Economic and Monetary Union (EMU) decided to give up their own currencies and adopt the new Euro (EUR) currency: Austria, Belgium, Finland, France, Germany, Ireland, Italy, Luxembourg, the Netherlands, Portugal, and Spain. Greece followed suit on January 1, 2001. The Vatican City also participated in the changeover. This changeover is now complete. It is worth noting that any place that previously used one or more of the currencies listed below has now also adopted the Euro. This applies to the Principality of Andorra, the Principality of Monaco, and the Republic of San Marino. This of course applies automatically to any territories, departments, possessions, or collectivities of Euro-zone countries, such as the Azores, Balearic Islands, the Canary Islands, Europa Island, French Guiana, Guadeloupe, Juan de Nova, the Madeira Islands, Martinique, Mayotte, Reunion, Saint-Martin, Saint Pierre and Miquelon, to name just a few. Euro bank notes and coins began circulating in the above countries on January 1, 2002. At that time, all transactions in those countries were valued in Euro, and the "old" notes and coins of these countries were gradually withdrawn from circulation. The precise dates that each "old" currency ceased being legal tender are noted in the table below.

Markets began trading in euros in January 1999
The process of bringing the economies of the EU member states into line, with the ultimate aim of introducing a single currency, is known as economic and monetary union. Roy Jenkins launched the first step towards this goal when, as Commission President in 1979 he launched the European Monetary System. This consisted of the Ecu - an artificial currency unit - and the Exchange Rate Mechanism, which tied European exchange rates together. EMU proper was initiated by the Delors Report, which became the basis for the Maastricht Treaty. This laid out three stages towards building a single European currency: Stage 1 July 1990 - Dec 1993:
  • Free movement of capital
  • Narrowing of ERM band
  • Closer co-operation between central banks
  • Closer co-ordination of economic policies
Stage 2 Jan 1994 - Dec 1998:
  • Convergence of member states' economic and monetary policies
  • Establishment of European Central Bank
  • Independence of national banks
  • Participating countries fix their exchange rates
Stage 3 Jan 1999 onwards
  • Introduction of single currency as an electronic currency
  • Launch of euro notes and coins
In many countries, the Maastricht Treaty faced strong opposition and in the end Denmark and the UK won opt-outs from stage 3 of EMU.

What are the arguments for and against joining the Euro? The Euro is a single currency arrangement that came into theoretical operation between 11 members of the European Union in January 1999. On January 1st 2002 EU members got rid of their own currencies and introduced the Euro as their sole currency. If Britain joins the Euro, it will likely be in 2003. The government has offered the British public a referendum on Britain's entry into it though some ministers have clouded the issue as to whether Britain's entry (or not) will be a political or an economic decision. Jack Straw, Home Secretary, has stated that a decision will almost certainly be a political one whereas the Chancellor, Gordon Brown, has stated that the 'Five Tests' will determine whether we join the Euro - i.e., any decision will be an economic one. The Euro’s record since its introduction has been poor as measured by its value against the pound and US Dollar, and the relative performance of the European and UK/USA economies. It has only been in the summer of 2002, that its value against the dollar has picked up. However, unemployment in Germany, once the economic power-base of Europe, is high. In July 2002, Germany had a symbolic 'no-shop day' by Germans to protest about the tendency of firms, shop keepers etc to push up prices of commodities as against their price pre-Euro. A single currency means that there are no longer separate national monetary policies, and instead a new central bank has been set up – The European Central Bank – that conducts a Europe wide monetary policy, in particular the setting of interest rates. That means a loss of separate national monetary policies – interest rates and exchange rates. Should Germany want to introduce an economic policy to fight back against unemployment, it cannot do so as this can only come from the European Central Bank.

Preface
The introduction of the euro as the single European currency will have a profound impact on the way enterprises operate; it will most likely be the most important change in the economic landscape in Europe over the next few years. The transition to the euro also has a number of practical consequences for the day-to-day operations of enterprises, such as the need for information systems to be prepared for the use of the euro. To fulfill this need, careful planning is essential. However, recent surveys have shown that few enterprises, except perhaps for large banks and insurance companies, are actually preparing themselves for the introduction of the euro. The impact of the euro is far-ranging, and not limited solely to European companies. Anyone with the need to conduct a financial transaction with a European customer or supplier will find it necessary to modify their information systems to support the euro. Many of these companies will not be located in Europe, for in today's global economy, the distinction of geographical location becomes increasingly blurred over time.
