STATEMENT BY THE GOVERNMENT OF THE REPUBLIC OF CUBA
The Government of the Republic of Cuba has received with both pain and sadness the news on the violent and surprise attacks, carried out today in the morning against civilian and official facilities in New York and Washington cities, resulting in numerous victims. Cuba's stand against any terrorist action is known. It is not possible to forget that our country has been the target of such actions orchestrated from the very US territory for over 40 years. Both due to historical reasons and ethical principles, the government of our country strongly rejects and condemns the attacks against these facilities, and expresses its heartfelt condolences to the US people for the painful and unjustifiable loss of human lives, resulting from such attacks. At this bitter time, our people express its solidarity with the US people and its full willingness to cooperate, according to its humble possibilities, with the health or any other medical or humanitarian institution from the United States in assisting, providing care for or rehabilitating the victims of these events, which took place today in the morning. Late the night before, the CIA had produced detailed photo intelligence identifying Soviet nuclear missile installations under construction on the island of Cuba, some ninety miles off the Florida coast; now the president and his men confronted the dangerous decision of how the United States should respond. Thankfully, the Kennedy administration never had to answer that extraordinary question. Ultimately, President Kennedy chose to initiate a naval blockade against Soviet ships carrying missile equipment. His strategy proved successful; the Soviets withdrew the missiles end nuclear war was averted.

In this story: HAVANA (CNN) News that the United States would loosen some of its restrictions on Cuba received a warm welcome on the streets of Havana but was greeted skeptically by Cuba's government. In a country where most people have friends or relatives living in the United States, the idea of more charter flights and quicker mail service was embraced enthusiastically. "We have a very hard time sending letters," said one man. "Sometimes it takes two months and they don't arrive. Or we have to pay someone to mail them, and even then they don't arrive." In addition to establishing direct mail service between the United States and Cuba, U.S. President Bill Clinton announced Tuesday the United States would allow more Americans to send money to Cubans, expand direct charter flights, allow the sale of food to nongovernmental organizations and possibly open the way for baseball games between a professional U.S. club and a Cuban team.
