Deputy United States Representative to the U N Statement in the General Assembly in Explanation of Vote on the Economic, Commercial and Financial Embargo Against Cuba / November 27, 2001

The United States cannot support this resolution. Our trade embargo against the Government of Cuba is a matter of bilateral trade policy and not an issue that the General Assembly should consider. We do not forbid other nations from trading with Cuba - that is their decision. We choose, because of the repressive policies and actions of the Cuban Government, not to trade with the Cuban government. We have every right to do so. Our bilateral economic trade embargo represents one element of our policy aimed at promoting democracy in Cuba. While maintaining the bilateral trade embargo, the U.S. has moved over the past few years to dramatically support the Cuban people. U.S. food sales are now legal to Cuba and the Cuban government is, as we speak, negotiating with U .S. companies the purchases of millions of dollars worth of food. The Cuban government reversed its policy of refusing to buy our food after turning down our post-Hurricane Michelle offer of disaster assistance. The U.S. has been extremely generous in providing humanitarian assistance to Cuba. Last year over $800 million in direct cash remittances and $350 million in humanitarian donations were passed from Americans to Cubans; this is a significant figure in a country with an estimated yearly GDP of $12 billion. The goal of our policy is to foster a transition to a democratic form of government, to protect human rights, to help develop a civil society and to provide for the economic prosperity that the Cuban government's retrograde economic policies are denying the Cuban people.

30 Cubans dead. Havana blames Washington
The latest in a series of incidents in the Strait of Florida was described by the Cuban government as “serious and painful” and declares that the Cuban Adjustment Law is “a murderous law”.
Under this law of 1996, preferential treatment is given to Cubans who wish to emigrate to the United States, once they have arrived on US territory. Fidel Castro has argued since then that by enticing Cubans to leave the island, the United States is morally responsible for what happens to them. Many use makeshift rafts to cross the Strait, which break up in the currents and many lives are lost.
The Cuban government considers these incentives as dangerous attempts to foment illegal migration. The group of 30 Cuban emigrants, 12 of whom were children, left western Cuba last Friday and were supposed to arrive in Florida on Saturday. They never arrived and the US coast guard gave up the search on the morning of November 22nd
The Cuban government classifies the Cuban Adjustment Law as the “siren’s song of capitalism”, cynically taking advantage of the precarious economic situation the US-imposed embargo places on the island.

Cuban Government: The whole world supports the USA, but we cannot let war occur
Some leaders being guided by the feeling of hatred and arrogance decided to restore old methods and doctrines that were the grounds for terrorism and very serious tension in the modern world. This was basically caused by the shock from the terrible events in the United States on September 11. During a time when the only reasonable thing to do is to search for a final solution to the problem of terroism, we can hear brutal phrases from the politicians of the USA. Their expressions are filled with rage and anger; such statements have not been made since the time leading upt to World War II.
Any honest person has a right to question himself whether or not the United States really wants to establish justice or if it is just using the horrible tragedy to impose their methods, prerogatives, and authority, which would lead to the tyranny of the most powerful state in the world and without any limitations or restrictions, tyranny over all nations of the world.
The whole world expressed its universal support and most sincere condolences to the noble people of America, but this was not for developing doctrines that have the objective to establish chaos and spill blood all over the planet. This is a criminal issue: the state proclaims its right to kill according to its own desire in any part of the world, deviating from the judicial norms of courts, even without proof. By its nature, this is also like terrorism. Such a policy is barbaric and uncivilized, denying all the legal norms and grounds on which co-exist peacefully in this world.

Cuban government postpones SIU mission trip until spring Rhonda Sciarra Daily Egyptian SIU's educational mission to the Republic of Cuba has been placed on hold by the Cuban government, causing SIU to plan the delegation's travel for spring. According to a statement from the Cuban government, which wants the mission to be moved within the next 10 to 14 days, the trip has been postponed because of "unplanned and unforeseen situations." John Haller, SIU vice president for Academic Services and member of the delegation, said since efforts to reschedule the trip did not work, the mission will be placed on hold until spring.

May 10, 2004 4:00 PM The brutal and cruel measures that the U.S. government has just adopted against Cuba, on top of the strict blockade that has lasted 45 years, are directly aimed at strangling our development and reducing to an absolute minimum the hard currency required to ensure food, medical and educational services and other essential needs of our population. The Revolution, guided by its long experience, its equanimity and the solid unity and high political culture of its people, will respond immediately to these measures:
  • Until further notice all stores will suspend sales of products in hard currency, with the exception of food and articles of personal hygiene. Our first guarantee will of the goods and services that are distributed to the entire population without privilege of any nature.

The International Federation of Library Associations and Institutions (IFLA) and its Committee on Freedom of Access to Information and Freedom of Expression (IFLA/FAIFE) expressed their deepest concerns today about the arrest, trial and long prison sentences given to Cuban political dissidents in recent weeks. According to Human Rights Watch reports, approximately 80 people have been arrested and detained, "including prominent dissidents, human rights activists, independent journalists, independent unionists and directors of independent libraries". In a press release issued on 14 April, Amnesty International states, "...Cuba has reversed significant human rights progress made over a period of years". These reports have been corroborated from other sources, including announcements by Cuban authorities.

Miami, May 12, 1997.
After serving a 15-month jail sentence, due to an alleged crime of contempt, the Cuban regime set free, on Friday, May 9th, attorney Leonel Morejon Almagro, National Delegate to the Concilio Cubano.
Leonel Morejon Almagro had been detained by Fidel Castro's political police on February 15, 1996, in the midst of a repressive wave which led to the arrests of hundreds of activists, all members of the forum Concilio Cubano, a civic project composed by more than 150 organizations which had scheduled their first Assembly for February 24th of the same year.
Amnesty International classified him as a prisoner of conscience, asking for his freedom and several American Congressmen forwarded his candidacy to the Nobel Peace Prize, but the Cuban government kept him in Ariza prison, located in the distant province of Cienfuegos, for the 15 months duration of his sentence.
In a brief statement issued from Havana by activist Nery Gorotiza Campoalegre, it is advised that the leader of Concilio Cubano will take a one week rest period along with his family and, starting Thursday, May 15th, he will issue statements to the press.

    Bad Trade: The Cuban Embargo and the Future of the World Trade Organization
    Brad DeLong March 25, 1997; draft 3.0 We all know why trade with China is vital. Trade with China gives executives and entrepreneurs contact with the liberal democratic civilization of the industrial west. It shows them that things do not have to be as they are in Chinawith all power in the bloody hands of a narrow oligarchy and a broader party of boot-lickers. Although China's human rights record has been abysmal, the best way to change this is to "engage" China so that its government has a stake in the good opinion of the rest of the world. We also all know why no trade with Cuba is vital. Trade would give Fidel Castro and his lieutenants a powerful boost. Prosperity from trade would strengthen the regime, and delay democratization. The best way to nurture civil society and dissent in Cuba is by embargo. Castro and his high party officials are not personally impoverished, but that is the point: only by making the material economic failure of the Cuban regime crystal-clear can the U.S. "help" Cuba. So far this is bipartisan Washington hypocricy. Congress is eager to vote for sanctions on Cuba, and reluctant to vote for sanctions on China. The President is eager for "engagement" with China, and happy to sign the Helms-Burton Act punishing Cuba. But today's inconsistency is no worse than under George Bush, Ronald Reagan, or before. The legacy of the Cold War, the hatred of Castro by immigrants from Cuba, provocations like the shoot-down of "Brothers to the Rescue" planes over international waters (along with Castro's belief that he is strengthened mightily by confrontation with the United States) have brought us here, where American politicians are comfortable with one set of principles for the Caribbean and another for the Pacific. The embargo has been tough luck for twelve million Cubans who cannot buy or sell in the U.S. But so far it has made little difference otherwise.

    The undersigned comprise the executive committee of TACL, an organization of professional retail travel agents, some of whom operated their agencies in Cuba prior to 1959. We have taken upon ourselves the task of enrolling as many of our industry colleagues as possible, as well as the American public in general, in this petition to the President of the United States and to the members of Congress, requesting that they support the law of this land by maintaining the ban on travel to Cuba. We believe that congressional slight-of-hand to undermine the law by rendering it un-enforceable is lacking in principle and does not uphold the honor of these United States. Early in the revolution, our travel businesses in Cuba, along with so many others, were confiscated without compensation -stolen is a better word- and after 44 years of despotic revolutionary government there are still no travel agents in Cuba. This is the will of one man, Fidel Castro, and his terrorist regime that some, even in our own industry, are willing to patronize, shamefully turning their backs on solidarity within our class. If we are ready to prop-up with our travel dollars the most vicious violators of human rights in this hemisphere, what would we get for the Cuban people in exchange? Not even reciprocity, as Cubans must obtain approval for a simple move within the Island, and travel abroad is forbidden to the extent that those trying to escape are severely punished. Remember the three young men who Castro recently executed for trying to escape his island-prison? And what about the 20 to 30 year jail sentences and atrocious prison conditions for merely expressing a thought critical of the government or distributing the Universal Declaration of Human Rights?
