Weekly Organ of the Communist Party of India (Marxist) Vol. XXVII No. 04 January 26, 2003 Cuba To Have 100% Electricity For The Population Lilliam Riera ACCORDING to Alfredo Curbelo from the Ministry of Science, Technology and the Environment (CITMA) the Cuban government is proposed to bring electricity to 100 per cent of island homes, of which 80-100,000, or 6 per cent, have no power source. Curbelo, head of CITMA’s prioritized program, stated that while two billion persons in the world lack access to electricity services, in Cuba 86-87 per cent of the population receive it via the national grid and close to 10 per cent via diesel plants, mini-hydroelectric stations and combined generation in sugarcane complexes. Solar panels are used for powering small economic and social installations in remote areas, which would be very costly to connect to the national supply. To date, more than 2,000 rural schools, some 400 doctors’ surgeries, 200 video rooms and 8-12 hospitals have solar-generated electric power. Curbelo highlighted some of the works undertaken, particularly in the installation of tourist services, where solar panels have been combined with Aeolian systems due to the favorable cost-benefit ratio. He also explained that studies of the energy potential in various areas of the country are being undertaken to guarantee the optimum solution for an electricity service is employed in the various locations.

CAPTION - In Cuban army jeeps, journalists representing all the Cuban newspapers and magazines, set off for the heart of the Sierra Maestra. Under regular army protection, the Cuban press was able to note the difference between national troops and the bands of desperadoes led by the declares pro-communist Fidel Castro. The Cuban press enjoys complete freedom, and if Cuban newspapermen don't meet up with Fidel Castro, it is because they fear the way the groups of bandits he leads may act, living as they do outside any law, human or divine.
The eyes of Cuba have been focused on the Sierra Maestra for the past 14 months. But the Sierra region is still relatively unknown to the majority of Cubans who know of its topography only from what little they remember of Cuban geography.
The zone in which the band of Fidel Castro is playing hide-and-seek is some 30 kilometers from north to south and some 80 kilometers from east to west. Deep ravines, high ridges, impenetrable jungle, caves every-where, sudden and torrential rains and a humid cold at night mud and mosquitos. This is the small zone of operations. Not even the Mambis found refuge there during the three wars of liberation.

      Economy - overview:
      The government continues to balance the need for economic loosening against a desire for firm political control. It has undertaken limited reforms in recent years to increase enterprise efficiency and alleviate serious shortages of food, consumer goods, and services but is unlikely to implement extensive changes. A major feature of the economy is the dichotomy between relatively efficient export enclaves and inefficient domestic sectors. The average Cuban's standard of living remains at a lower level than before the severe economic depression of the early 1990s, which was caused by the loss of Soviet aid and domestic inefficiencies. High oil import prices, recessions in key export markets, damage from Hurricanes Isidore and Lili, and the tourist slump after 11 September 2001 hampered growth in 2002.

    THE SOUTHERN COASTLANDS
      T he southern margins of the United States can be divided into two approximately equal sections. One half, the Southwest Border Area, shares a long land boundary with Mexico and includes an extensive inland area that has experienced many influences from that country. The other half, which we discuss here, traces the coastline eastward from the mouth of the Rio Grande River in Texas to North Carolina and includes the Florida peninsula ( Map 8 : 23K). Both stretches are southerly in latitude, and they share a small area of overlap in southern Texas, but the Southern Coastlands is as distinct from the Southwest Border Area as are any other two adjacent regions in America. The Southern Coastlands is distinctive for two primary reasons. First, it has a humid, subtropical environment. The warm waters of the Gulf of Mexico also contribute a strong maritime influence to the coastlands' climate. The region has a clear appeal to visitors and potential residents, and its agriculture is distinctive because of this environment.
