We analyse the relative advantages and disadvantages of each system, primarily from a New Zealand perspective. However, much of the discussion is relevant to all countries. The Forum does not recommend a particular alternative system in this discussion paper - beyond rejecting total prohibition, which we regard as unworkable and counterproductive. Based on the submissions we receive concerning this discussion paper and on our broader consultative process the Forum will recommend a specific alternative system of cannabis control for New Zealand early in 1998. Submissions should be sent to Drug Policy Forum Trust, PO Box 12199, Wellington, and must be received no later than 15 October 1997.

Bush Administration Budget Shortchanges Latin America budget for fiscal year 2005, presented to Congress in the first week of February, contains some discouraging news for Latin America. The major programs for humanitarian assistance, providing aid to address poverty and fund development, have taken a hit. Child Survival programs for Latin America, which provide child and maternal health and family planning services, were cut almost 12% ($17.2 million), to $130.3 million. Development assistance programs, which support agricultural assistance, microenterprise, and other programs, were cut almost 10% ($26.1 million), to $241.7 million. The Inter-American Foundation, which provides funding for small-scale projects, was cut by 6% ($1 million) to $15.18 million. New InitiativesLess than Meet the Eye Military Aid, and Aid to Colombia, Steady For 2005, the Bush Administration once again requests a whopping $731 million for the Andean Counternarcotics Initiative, of which $463 million is devoted to Colombia, substantial sums to Peru, Bolivia, and Ecuador, and smaller quantities to Brazil and Venezuela. While this package includes funding for alternative development programs that help small farmers switch away from drug crops to legal crops, as well as for judicial reform, over 65% of the total is for military and police aid.

So what? Except where it is an unwanted weed, what is the harm? How does it harm organic crops? Ie what harm is there in those crops containing GM canola (besides irrational techophobic fears)? The article say *little* about why this "spread" might be a problem! Farmers have genetically modified crops for eons. *None* of our crop plants are similar to the wild types they come from. The only difference with current methods is that they are faster, more efficient and more directly targeted. "We now see the first signs of territorial boundaries-which may have arisen from land hunger-in the shape of long earthen banks with upright stones in them at intervals. Such banks would have been useless as defence works, so were in all probability boundary marks between different families, clans or tribes. Examples can be seen near Hob-on-the-Hill close to the track from Guisborough to Commondale. In the earliest perambulation of the boundaries of the Guisborough estates, this line of stones is referred to as 'The Bridestones', a name which has been long lost".

"At the head of the North Ings valley we have one of the most remarkable defence works on the moors, one, moreover, which no one seems to have previously noticed. It begins at an altitude of 925 feet on the edge of a steep bluff above Whitley beck, the small stream that flows down the North Ings valley, and it runs almost due north for a third of a mile, to an altitude of 1,000 feet, where its termination is lost in boggy ground at the very head of the Boosbeck valley on the northern side of the watershed. For the greater part of its length it consists of a broad low rampart of earth and stones, with the remains of a fosse on the west side. On the top of this rampart but towards its eastern edge, there runs a line of at least 35 upright stones, 3-5 feet high, of varied shaped and sizes, unhewn, intensely weatherworn, and in places fixed side by side.

No Plans to Stop Afghan Crops Posted by ajones September 24, 2002 Reprinted from BBC News, by BBC Kabul Correspondent Kylie Morris The governor of one of Afghanistan's leading opium producing regions says the government must still convince poppy farmers to grow alternative crops. With two weeks to go until annual cultivation is due to begin again in the eastern Nangarhar province, Governor Haji Din Mohammad says he will only stop farmers if the central government orders him to. Despite a ban on opium production by President Hamid Karzai's government, it is estimated that Afghanistan's poppy crops will yield nearly 3,000 tonnes this year.

Get Milk! Less than 3 years ago, researchers in South America discovered a new alternative to controlling powdery mildew. Wagner Bettiol, a scientist from Brazil, found that weekly sprays of milk controlled powdery mildew in zucchini just as effectively as synthetic fungicides such as fenarimol or benomyl. Not only was milk found to be effective at controlling the disease, it also acted as a foliar fertilizer, boosting the plant's immune system. In his experiments with zucchini plants, Bettiol found that a weekly spray of milk at a concentration of at least 10% (1 part milk to 9 parts water) significantly reduced the severity of powdery mildew infection on the plants by 90%. While some gardeners may be tempted to increase the concentration of milk for more control, Bettiol found that once concentrations rose above 30%, an innocuous fungus began to grow on the plants. UN Stresses Alternate Crops for Afghans Posted by ajones February 4, 2003 From Radio Free Europe. As Afghanistan's reconstruction efforts advance shakily, its opium economy remains robust, in defiance of a year-old government ban and the anti-trafficking efforts of neighbors. A 220-page report released yesterday by the United Nations Office on Drugs and Crime calls for a concerted effort by the international community to combat the roots of the problem. It says a poor rural population has become chained to this illicit economy which thrived in 20 years of civil war by a network of domestic warlords and international crime groups. They operate primarily in about five provinces in the south, north, and east of the country. The director of the UN Office on Drugs and Crime, Antonio Maria Costa, told a news conference that the labor-intensive cultivation of opium poppies often relies on women and children. One way to disrupt the trade, he said, is to engage those laborers in other duties. "If you want to break the neck, if you want to break into the opium economy, you have to offer alternative economic means, including those who are absorbed, women and children, keeping the women in other activities and children in school," Costa said.
