Welcome to the home page of the European Sourcebook of Crime and Criminal Justice Statistics What is the European Sourcebook?
The first European Sourcebook project started in 1996. In that year the Council of Europe established a committee to prepare a compendium of crime and criminal justice data for its member states. Information was collected from 36 European countries covering the period 1990 to 1996. It included both statistical data and information on the statistical rules and the definitions behind these figures. This resulted in the publication by the Council of Europe of the Sourcebook in 1999, now also available on-line.
Also a 'Key Findings' bulletin was published in 2000 and an issue of the European Journal on Criminal Policy and Research was mainly devoted on some results of the Sourcebook data. The second edition:
A second European Sourcebook project sponsored by the Switzerland, United Kingdom and the Netherlands governments has been completed and the findings have been published in december 2003. The publication reports on criminal justice data for 40 European countries covering the period 1995 - 2000. Within the next few weeks, the pdf files and also the tables in Excel format will be available on this website. In the meantime, the publication is available in pdf format at the website of the WODC (the research department of the Dutch Ministry of Justice). Also, a flyer with key-findings and ordering information can be found there.

juvenile justice: an overview
Juvenile justice is the area of criminal law applicable to persons not old enough to be held responsible for criminal acts. In most states, the age for criminal culpability is set at 18 years. Juvenile law is mainly governed by state law and most states have enacted a juvenile code. The main goal of the juvenile justice system is rehabilitation rather than punishment. Juveniles can be transferred into adult court if the juvenile court waives or relinquishes its jurisdiction. State statutes creating juvenile courts and providing methods for dealing with juvenile delinquencey have generally been upheld by courts as an acceptable extension of state police power to ensure the safety and welfare of children. The doctrine of parens patriae authorizes the state to legislate for the protection, care, custody, and maintenance of children within its jurisdiction. The federal role in the field has largely been that of funder and standard setter. Congress passed the Juvenile Delinquency Prevention and Control Act in 1968. This was later revised in 1972, and renamed the Juvenile Delinquency Prevention Act. The stated purpose of the act is to assist states and local communities in providing community based preventative services to youths in danger of becoming delinquent, to help train individuals in occupations providing such services, and to provide technical assistance in the field.

Mental Illness and the Criminal Justice System
Today, some 283,800 inmates are identified as having a mental illness. This represents 16% of the inmate populations of state and local jails. Jails have effectively become America’s new mental institutions; they house a larger volume of mentally ill people than all other programs combined. However, these inmates rarely receive the treatment that they need and have a right to. The criminal justice system is overpopulated and under equipped to deal with those with psychotic disorders requiring mental health care services.

Background
The shift in residency of the mentally ill from hospitals to the criminal justice system is the result of deinstitutionalization, which occurred in the early 1990’s. The impetus began in the 1970’s to eliminate the infamous mental institutions. These “warehouses” of the past where known for their sparse living conditions, brutal treatment of patients, and harsh medical procedures and treatments such as electroshock therapy. Concern for the civil rights of mentally ill persons, a desire to cut costs, and a hope that new medications could replace supervised care spurred the movement to close the institutions.
A majority of the deinstitutionalized mentally ill had anosognosia, a condition that made them unable or unwilling to recognize their illness. In the civil rights conscious state of the era, they were allowed to make their own decisions regarding their need for treatment. Not surprisingly, many went off of their medication and lost touch with mental health care centers.

On March 15, 2001 Copperhouse Publishing Company (“CPC”) and Atomic Dog Publishing, Inc. (“ADP”) consummated a Distribution Agreement that gave ADP complete management responsibilities for CPC titles, including sales and returns processing for bookstores and student accounts.
On November 15, 2003, ADP and CPC ended the Distribution Agreement and replaced it with a Services Agreement that restricted the scope of ADP’s support activities while obligating CPC to resume all management decisions and financial obligations. Under the terms of the Services Agreement, ADP has provided order fulfillment, returns processing, and customer support all in an effort to provide a smooth transition for CPC customers back to complete CPC responsibility.
