General Investigations Unit (GIU) Major Felony Unit (MFU) The Major Felony Unit is tasked with the follow-up investigation of all major felonies. These types of crimes are normally referred to as crimes against person and are complex in nature. These are serious type crimes consisting of serious aggravated assaults, major forgeries, robberies, serious domestic violence, sex crimes, arson of occupied structure or where serious injury or death and homicides. Because of their complexity, major felonies require an extensive amount of investigation and scene processing. Because of their serious nature, most of these crimes have high liability and must be meticulously investigated. At this time, the Major Felony Unit is staffed by one sergeant and four detectives.

The investigation was focused on Halliburton subsidiary Kellogg Brown and Root Inc., the U.S. military's biggest contractor in Iraq, which has become a lightning rod for Democratic criticism during this presidential election year. "The Defense Criminal Investigative Service, the criminal investigative arm of the Inspector General's office, is investigating allegations on the part of KBR of fraud, including the potential overpricing of fuel delivered to Baghdad by a KBR subcontractor," a Pentagon spokeswoman said. Halliburton spokeswoman Wendy Hall said the company had not received any notification of the alleged fraud probe, adding it was important to understand the "difference between fact and allegation."

This division is overseen by the Inspector General and performs investigations of wrongdoing within any area of TDCJ. Mission
The Investigations Division is the primary investigative arm of the Texas Department of Criminal Justice, and, as such, has investigative responsibility for providing objective inquiries into allegations of misconduct on the part of any agency employee and criminal violations on TDCJ property or authorized interest. The Investigations Division reviews the process of reporting use of force incidents, and, as a priority, investigates allegations of excessive and/or unnecessary use of force, as well as harassment and retaliation against inmates for pursuing legal activities. Philosophy Statement
The Investigations Division will be responsive to the needs of the Texas Department of Criminal Justice, the Texas Board of Criminal Justice, governmental agencies, and the people of Texas, by demonstrating a willingness and ability to impartially investigate administrative and criminal complaints, while protecting the rights of all concerned. The Investigations Division will be honest, ethical, and accountable at all times while emphasizing effective communications, timeliness, planning, coordination and teamwork.

Director MISSION
The mission of the Office of Inspector General (OIG) is to ensure coordination between the Texas Department of Criminal Justice (TDCJ) investigations and audit functions as well as monitor and report overall compliance with the regulations and policies of the TDCJ and the laws of the State of Texas to the Texas Board of Criminal Justice.
RESPONSIBILITIES
Reporting directly to the Board, the OIG oversees the agency’s Internal Audit Division, Investigations Division, and the OIG Programs and Grants Section.
The OIG investigates to ensure enforcement of various laws and regulations, as well as, monitors compliance with established laws, agency policies, investigative and audit techniques, and regulations in order to make recommendations of appropriate action to the Texas Board of Criminal Justice. Additionally, the OIG oversees five investigators assigned to violent crime/fugitive task forces located in Texas’ largest metropolitan cities. These task forces are comprised of investigators from local, state and federal agencies who locate and apprehend violent parole violators, as well as, assist in the investigation of TDCJ escapees. The OIG also supervises a six-investigator task force dedicated to conduct organized crime investigations of prison gangs throughout the state, in conjunction with federal law enforcement located in Texas’ metropolitan areas.

The main responsibilities are:-
To advice all formation commanders in relation to investigation pertaining to major criminal cases.
Submission of investigation papers to the Attorney General's Chambers which require sanction to prosecute and cases which will be transferred to the Chambers for further action.
Preparation and formulation of annual strategic plan for suppression and prevention of crime.
Collection and collation of information pertaining to criminal activities. These information will be passed to Police Districts.

Special Investigation Unit
This unit is presently headed by a Superintendent. Since its formation in August 1993, the unit has handled 32 cases including murder, suspicious death, armed robbery and arson, 14 of which were successfully dealt with. Whilst the remaining cases are still under investigation and pending trial.
In 1997 itself the unit managed to solve 5 murder cases, 4 cases of which were reported in 997 and 1case in 1996.

Workers from the Department of Environmental Services' Mobile Response Unit were digging behind the hotel after the state's Attorney General's office executed a sealed-search warrant for the premises, according to senior assistant attorney general Geoff Ransom. Ransom said the digging started on Tuesday and that it would last for at least a couple of days. He added that the digging was part of a criminal investigation. Because the investigation is ongoing, neither Ransom nor Stephen Cullinane, an air pollution control engineer from the DES' Air Resources Division, would reveal any details of the nature of the warrant, specifically, what DES was digging for.

Investigative Division T he Investigation Division is subdivided into four units:

Major Crimes Unit While the other units within the Investigation Division are specialized, the Major Crimes Unit's work is quite varied. The unit has merged the particular expertise of the Crime Scene Unit and the diverse capabilities of the Special Investigations Unit. This merger enables BCI to be more responsive to requests for investigative support after the crime scene has been processed and it enables the requests traditionally handled by the Special Investigations Unit to more easily tap into the expertise of the Crime Scene Unit. The Major Crimes Unit provides agents to the Attorney General's Rapid Response Team, which responds to specific instances of child sexual abuse. The bureau participation in, the Federal Bureau of lnvestigation's ViCAP (Violent Criminal Apprehension Program), and the LINK (Linking Individuals Not Known) program are coordinated by the division.

Bureau of Criminal Investigation Division (BCI) has full law enforcement and arrest authority throughout the state. The division assists local, state, and federal law enforcement agencies in the investigation of crimes within North Dakota; maintains the state's criminal history records system; issues concealed weapons permits; maintains offender registration information; and coordinates training and licensing for North Dakota law enforcement officers. Staff of the BCI frequently conduct presentations for civic groups, professional associations, students, and parents related to the signs and dangers of drug abuse. In addition, each year the division receives a grant that is used to provide officer training and materials necessary to implement CounterAct, a drug and alcohol education program aimed at elementary-age children.
