Attorney General to Conduct Criminal Investigation
Into Activities of Atlantic County Funeral Director
This week, Jewell came under intense scrutiny by the Atlantic City Police Department and the Atlantic County Prosecutors Office after decomposing human remains were found at her funeral home. Consumer Affairs, which oversees the Board of Mortuary Science, has been closely monitoring the local and county investigations. "State law requires funeral directors who take possession of human remains to dispose of those remains in accordance with State law and the instructions of the person who arranged for the burial or cremation of the decedent," Erdos said. "Obviously, failing to tend to decomposing human remains does not comport with State law." The Office of the Attorney General will also look at the complaints relating to Jewell's handling of pre-need accounts. "Today, it is not unusual for people to plan their own funerals or that of loved ones prior to their -more- deaths," Erdos said. "These plans are referred to as pre-need funeral arrangements which allow people to pay for their funerals in advance." Under New Jersey law, pre-need funds may be placed in either a trust account or a funeral insurance policy, either of which must be in the consumer's name and established within 30 days of receipt.

The Office of Inspector General requires a highly trained and diverse workforce to carry out its mission. The Office recruits professional auditors, criminal investigators, inspectors, program analysts, and administrative support personnel. Auditor Positions
Candidates must have 24 semester hours of accounting. All Federal auditors also have an 80-hour biannual continuing education requirement. Auditors conduct systematic examinations and appraisals of financial records, reports, management controls, policies and practices affecting or reflecting the financial condition of the Department's organizations and activities, contractors and grantees, including state and local governments, laboratories, universities and private industry and business operations. In addition, information technology auditors review information systems operations and acquisitions, and test the vulnerability of automated systems to unauthorized intrusions. Auditors may be recent college graduates or experienced auditors or accountants from other agencies and/or private industry. Most have degrees in accounting but may have degrees in other areas, such as business management, finance, or other related fields. In addition to having fundamental accounting skills, Auditors must be able to analyze problems and effectively communicate solutions. The character traits that the OIG looks for in an Auditor include initiative, ingenuity, resourcefulness, and sound judgment. These traits are important in order to collect, assemble, and develop facts and other pertinent data. Oral and written communication skills are also important to prepare clear, concise, and complete audit reports and to conduct fact-finding interviews and briefings on audit findings.

The CID is responsible for investigating criminal cases, which are usually generated by the patrol division. The division hierarchy includes one lieutenant, two sergeants, six investigators, and two secretaries. Those assigned to CID are trained in conducting follow-up investigations and interviews, preservation of evidence and filing cases with the district attorney's office. Though all CID personnel are trained in general investigation, some specialize in certain types of cases: fraud, burglary, crimes against persons, family violence, juvenile, pawn shop detail, and evidence preservation. This specialization is necessary because of the increasingly complicated laws enforced by police, and also enhances productivity by ensuring a more complete and comprehensive case investigation.

A Persistent Emotional Issue
CIA's Support to the Nazi War Criminal Investigations
Kevin C. Ruffner
The story of escaped Nazis after the collapse of the Third Reich in 1945 has long gripped novelists and Hollywood screenwriters and provided the grist for such box office hits as The Boys From Brazil and The ODESSA File . Since the 1970s, the topic has also provided steady fare for historians and journalists anxious to explore supposed cabals between American intelligence agencies and such personalities as Josef Mengele, the "Angel of Death" at Auschwitz, and former Austrian President Kurt Waldheim, a German intelligence officer in the Balkans during World War II.
Continuing Suspicions
Despite these efforts, doubts persist in some circles as to whether the United States Government has been fully honest about this emotion-charged issue. For example, Christopher Simpson, in his 1988 book, Blowback: America's Recruitment of Nazis and Its Effects on the Cold War , asserts that "US intelligence agencies did knowor had good reason to suspectthat many contract agents they hired during the Cold War had committed crimes against humanity on behalf of the Nazis. The CIA, the State Department, and US Army intelligence," Simpson states, "each created special programs for the specific purpose of bringing former selected Nazis and collaborators to the United States. Other projects protected such people by placing them on US payrolls overseas." The fact that most US intelligence records from this time period are still classified only lends greater mystery to the issue.
