As the state of Iowa celebrates 150 years of statehood in 1996, the Iowa Division of Criminal Investigation will celebrate 75 years of existence. Authorized by legislative action in 1921, special agents were employed by the governor of the state of Iowa as early as 1906. Efforts to organize a state investigative unit began in the late 1800s, and were intensified by the efforts of Attorney General H.W. Byars in 1907 and 1908. In 1910, Attorney General George Cosson employed a few special agents who assisted in the investigation of a "sensational" case. However, the amount of agents employed proved to be inadequate, and in 1915, the Legislature approved the Special Agents Act. This act additionally provided the governor with special agents assigned specifically to his office. By the end of 1916, 400 bootleggers, 100 gamblers and 25 other persons had been arrested and sent to prison by the efforts of these agents. Additional legislation in 1917 continued their efforts, and a $25,000 budget was approved for the special agent staff. The Iowa Bankers Association served as advocates in pressuring the Legislature to create the Bureau of Criminal Investigation because they were experiencing a rash of robberies and the investigations needed coordinating.

RSS Feeds OUR AFFILIATES Thursday, March 4, 2004 U.S. opens criminal investigation into mad cow case By PHUONG CAT LE SEATTLE POST-INTELLIGENCER REPORTER The federal government has opened a criminal investigation in the nation's first case of mad cow disease to determine whether officials falsified records about the state of the infected animal before it was killed, the Agriculture Department's inspector general said yesterday. The investigation will focus on whether the diseased Holstein was "a downer," or unable to stand or walk, when it was slaughtered Dec. 9 in Moses Lake, Phyllis Fong told a U.S. House of Representatives subcommittee. Three witnesses the worker who said he killed the animal, the hauler who transported it and the slaughterhouse owner have denied USDA claims that the infected animal was a downer, a condition that flags it for testing under the nation's mad cow surveillance program. If the animal wasn't a downer, it likely wouldn't have been flagged for testing under government policy at the time, and critics say it calls into question the adequacy of the surveillance program and the USDA's credibility. Critics say it was luck that the cow was tested.

The state Supreme Court’s Professional Conduct Committee temporarily suspended Douglas C. Gray, who has a law office at 456 Central Ave., in Dover this month. One case which stems from the recent suspension is in Strafford Superior Court where a Rollinsford woman alleges Gray embezzled more than $400,000 from a trust belonging to her son. Senior Assistant Attorney General Simon Brown declined to comment on the investigation when contacted Monday.

Overview The term voluntary compliance means that each of us is responsible for filing a tax return when required, and for determining and paying the correct amount of tax. Fortunately, the vast majority of Americans recognize their legal responsibility, and properly report and pay over their tax obligations. The efforts of Internal Revenue Service Criminal Investigation (CI) are directed at the portion of American taxpayers who willfully and intentionally violate their known legal duty of voluntarily filing income tax returns and/or paying the correct amount of income, employment, or excise taxes. FORMATION OF INITIAL DETECTIVE SQUAD
During the re-organisation of the Police Force in 1862 the activities of the detective section came under review and it was finally approved by the Inspector-General, and his advisory planners, that a Detective Force be officially established. The section became effective from the 1st March, 1862, and comprised one Sub-Inspector, six first class Detectives and six second class Detectives. Personal officially appointed to the branch were notified in the March issue of the Police Gazette of that year. EARLY ACTIVITIES
Prior to 1862 a small number of detectives were engaged in police activities within the Colony and some mention of a detective can be found in historical records as early as 1828. However their early activities are veiled in obscurity, possibly due to the fact that the detectives of that era were mostly 'undercover men' and answerable only to the Governor of the day.

The General Investigations Section has four detectives that are assigned to specific geographic areas and investigate a wide variety of cases. How do investigations start?
The Office of Inspector General (OIG) receives information, that may be characterized as a complaint, allegation, or referral. National Labor Relations Board (NLRB) employees are the greatest single source of this information. NLRB management also may provide information to the OIG. Is the identity of an individual who provides information protected? Is an investigation always initiated? The Inspector General reviews the information and makes an initial determination of what action is required. Many times, the Inspector General will make an initial inquiry and conclude that investigative action is not warranted. A primary consideration is whether the information may be referred to NLRB management or other government agencies for action. The OIG usually conducts an investigation if the information is not referred for action, is a potential criminal violation, and/or involves senior management. Most investigations concern alleged fraudulent activity involving travel, time and attendance, workers' compensation, or ethics violations. OIG also investigates non-NLRB employees in matters involving fraud against the Government; primarily cases of contract fraud. Will management officials be advised that an employee is a subject of an investigation?

The High Technology and Support Services Unit (HTSSU) conducts investigations of computer and Internet crimes. The HTSSU provides electronic technical assistance to the Division of Criminal Investigation (DCI) and local law enforcement agencies when requested.
