Consideration includes all aspects of criminal investigation, as a system of thought and action. Discussion is centered on methods applied in detecting, examining and interpreting factual and legal dimensions of criminal cases. The course also examines concepts and methods of investigation of specific forms of crime (homicide, rape, robbery, etc). COURSE OBJECTIVES Upon completion of this course, the student should be able to:
  • Understand the historical evolution of the criminal investigative process and the development of forensic science, and to discuss the importance of legal influences on the development of criminal investigation.

Section Commander This section consists of deputies whose primary responsibility is the follow up investigation of crimes reported to the Patrol Section. This section consists of various units dealing with homicide, robbery/assault, burglary, theft, documents, and investigations. Specialists in truth verification and evidence processing are also assigned to this section. Deputies assigned as investigators have specialized training in crime scene processing, interview techniques, composite drawing, fingerprint lifting and analysis, photography, crime analysis and surveillance skills. This section works in close conjunction with the local, state and federal forensic laboratories and maintains a constant working relationship with allied investigative agencies. Mitretek has developed working models for information sharing between public and private sector entities, integrated vulnerability assessments, and field exercises to test vulnerabilities and response plans. We prepared the first comprehensive proposal for a cross-sector information sharing and analysis center shortly after PDD-64. We are partnering with the several government and private sector organizations on a prototype information-sharing resources that will enhance access to vital information on threats, capabilities, and response to catastrophic terrorism threats. Constructive Analysis Models for Threat Assessment
Over time, the model can be built up to a great degree of detail. A production process can be broken down into individual components, all the way down to the level of the starting materials, the kind of equipment being used, and the characteristics of the equipment that might be detectable by some means. Once it has been built, the model can be queried or “mined” to address specific questions or to generate broad reports; it can also be probed to verify the evidence about an activity, a person, or an institution. The model can serve as a collaborative tool, so that different participants can each contribute in their own best way to synthesis. It can serve as corporate memory, to preserve efforts of an individual that rotates to a new assignment.

New York was the first state to sign a Memorandum of Agreement with the Federal Bureau of Investigation's National Center for the Analysis of Violent Crime - Violent Criminal Apprehension Program (VICAP). This was done to establish a framework in which to coordinate the collection, analysis and dissemination of information relating to violent crimes within New York State. NYS VICAP and VICAP share the common goal of identifying patterns and/or similarities among violent crimes reported to the programs. Since the creation of VICAP, several other states have entered into similar agreements with the FBI. The FBI is actively seeking participation by all states. According to Vaughn L. McKoy, Director, Division of Criminal Justice, Peter DiGiovanni, 44, Hoover Road, Neptune, Monmouth County, was charged via a criminal complaint with attempted endangering the welfare of a child - creation of child pornography (2nd degree), attempted endangering the welfare of a child - distribution of child pornography (2nd degree), attempted endangering the welfare of a child (3rd degree) and attempted criminal sexual contact (4th degree). Upon conviction, DiGiovanni faces up to 25 years in state prison and a fine of up to $325,000. DiGiovanni appeared before Monmouth County Superior Court Judge Michael D. Farren earlier today for arraignment. DiGiovanni remains in custody in the Monmouth County Jail in lieu of $25,000 cash bail. The criminal complaint alleges that an undercover state investigator communicating on-line as a 14 year-old male entered an Internet chat room devoted to sexually explicit conversations. Within a short period of time, the undercover state investigator was contacted by an individual, subsequently identified as DiGiovanni, who engaged the purported juvenile in sexually explicit conversations. In addition to engaging the purported juvenile (undercover state investigator) in sexually explicit conversations on various dates throughout April, it is alleged that the defendant performed acts of masturbation, transmitting the images via a "live" web camera to the undercover state investigator.
