Investigative Programs
Critical Incident Response Group NATIONAL CENTER FOR THE ANALYSIS OF VIOLENT CRIME The mission of the National Center for the Analysis of Violent Crime (NCAVC) is to combine investigative and operational support functions, research, and training in order to provide assistance, without charge, to federal, state, local, and foreign law enforcement agencies investigating unusual or repetitive violent crimes. The NCAVC also provides support through expertise and consultation in non-violent matters such as national security, corruption, and white-collar crime investigations. The experienced FBI Special Agents and other professionals who comprise the NCAVC staff provide advice and support in a variety of investigative matters and other law enforcement related functions. Typical cases for which NCAVC services are requested include child abduction or mysterious disappearance of children, serial murders, single homicides, serial rapes, extortions, threats, kidnappings, product tampering, arsons and bombings, weapons of mass destruction, public corruption, and domestic and international terrorism. The operational services of the NCAVC are supported by research and training programs. Requests for NCAVC services are typically facilitated through NCAVC coordinators assigned to each FBI field office. To accomplish its mission, the NCAVC is organized into three components:

    Introduction
    For as long as man has had the ability to communicate, secrecy has been sought. Over the centuries various methods of secret writing, or cryptography, have been developed for numerous purposes. The two major categories of cryptographic systems are ciphers and codes, both of which are used extensively by criminals to conceal clandestine records, conversations, and writings.
    Cryptology is the scientific study of cryptography and includes cryptanalytics, which deals with methods of solving cryptographic systems. This article is an introduction to the variety of secret writing encountered in law enforcement and describes the role of FBI cryptanalysts in examining and deciphering these criminal codes and ciphers.

    Cipher Systems
    Ciphers involve the replacement of true letters or numbers (plain text) with different characters (cipher text) or the systematic rearrangement of the true letters without changing their identities to form an enciphered message. Cipher systems have been common since ancient times and vary in degree of complexity and sophistication. The Enigma Cipher Machine used by the Germans during World War II, for example, was thought to be unbreakable. Only after the fighting had concluded did it become known that the Allies had broken the cipher and had been reading secret German communications throughout the war.

    Investigative Services Bureau Field Detective Division The Field Detective Division is composed of detectives assigned to posts who provide p rimary and support investigative services. The Criminal Intelligence Unit is also within this division. The mission of this unit is to collect, analyze and disseminate criminal intelligence to identify crime trends, which will assist with the strategic and tactical deployment of public safety assets. The coordination of the Forensic Artist Program is also a responsibility of the Intelligence Unit Forensic Science Division The Forensic Science Division is comprised of seven laboratories and ten additional locations which provide polygraph testing services. State-of-the-art forensic laboratory services, including crime scene and 'post-blast' investigations, drug analysis, document examination, polygraph testing, latent print examination, latent print examination, AFIS, DNA analysis, toxicology analysis, blood/alcohol analysis, firearms and toolmark examination, arson evidence analysis, and serology and trace evidence analysis are provided to division clientele.

    One look at the daily newspaper is proof enough that crimes dealing with or motivated by money make up the majority of current criminal activity in the nation. Tax evasion, public corruption, health care fraud, and even drug trafficking are all examples of the types of crimes that revolve around money. In these cases, a financial investigation often becomes the key to a conviction. Traditional law enforcement relies on investigative tools such as crime scene analysis, physical evidence, fingerprint identification or eyewitness accounts. The limitations of these techniques become obvious to those who are trying to prove wrongdoing in a sophisticated financial crime. With no proof, there is no conviction. When the Internal Revenue Service astounded Public Enemy Number 1, Alphonse Capone by obtaining a conviction for tax evasion and demanding millions of dollars in back taxes, Capone said, "They can't collect legal taxes from illegal money." But it's really pretty simple: No matter what the source of income all income is taxable.

    IRS Criminal Investigation (CI) is comprised of approximately 2,900 Special Agents whose investigative jurisdiction includes tax, money laundering and Bank Secrecy Act laws. While other federal agencies also have investigative jurisdiction for money laundering and some bank secrecy act violations, IRS is the only federal agency that can investigate potential criminal violations of the Internal Revenue Code. Compliance with the tax laws in the United States relies heavily on self-assessments of what tax is owed. This is called voluntary compliance. When individuals and corporations make deliberate decisions to not comply with the law, they face the possibility of a civil audit or criminal investigation which could result in prosecution and possible jail time.

The DCI records section is a component of the High Technology and Support Services Unit and provides intelligence analysis and recordkeeping for DCI. Computer Forensic Analysis
    One of the functions of the High Technology and Support Services Unit is to conduct forensic analysis of computer evidence. When an investigation involves a computer or electronic media, a duplicate image of the media is created and analysis of the image is conducted.     General Investigations Division Violent and Serial Crimes Back to BCI GID main page The Violent Crimes Investigative Unit has special agents assigned to each field office. These agents investigate or assist local law enforcement agencies in the investigation of homicide, sexual assault, abduction/kidnapping, felonious assault and any other violent crime. Criminal investigative analyst special agents are assigned to the Unit and assist our department and other law enforcement agencies with criminal investigative analysis of violent crime. These agents also present training to law enforcement agencies on criminal investigative analysis. The Department also has the Violent Criminal Apprehension Program which is a statewide data information center which collects, collates, and analyzes crimes of violence, specifically murder. Cases submitted to VICAP are compared to all other cases in the database in an attempt to identify similar cases; once a similar case has been identified, the agencies involved are notified of the similar case(s). Virginia VICAP cases are forwarded the Federal Bureau of Investigation’s VICAP center for a nationwide comparison.
