U releases 1998 campus crime stats; data show little overall change

News and Information Services Crime rates on the Ann Arbor campus have remained relatively stable over the past three years, according to statistics released Dec. 1. The University is required by law to report annually on campus crime to the U.S. Department of Education. The data show an increase in weapons possession violations; however, according to Smiley, none of the 1998 violators were affiliated with the U-M. The Ann Arbor campus has seen a sizable and steady decrease in the number of larcenies, from 1,822 in 1996 to 1,348 in 1998. Bess said DPS has focused on preventing these types of crimes through security surveys and evaluation of campus areas, altering the environment where possible to reduce opportunities for thefts. Bess said he plans to expand the Community Oriented Policing Program, assigning a larger number of officers to specific geographic areas. These officers will work in teams with the patrol officers in developing solutions to crime problems that affect each particular area.

CAMPUS CRIME STATISTICS Reporting System Crime Definitions Crime Definitions From the Uniform Crime Reporting Handbook Arson Any willful or malicious burning or attempt to burn, with or without intent to defraud, a dwelling house, public building, motor vehicle or aircraft, personal property of another, etc. Criminal Homicide-Manslaughter by Negligence The killing of another person through gross negligence. Criminal Homicide-Murder and Nonnegligent Manslaughter The willful (nonnegligent) killing of one human being by another. Robbery The taking or attempting to take anything of value from the care, custody, or control of a person or persons by force or threat of force or violence and/or by putting the victim in fear. Aggravated Assault An unlawful attack by one person upon another for the purpose of inflicting severe or aggravated bodily injury. This type of assault usually is accompanied by the use of a weapon or by means likely to produce death or great bodily harm. (It is not necessary that injury result from aggravated assault when a gun, knife, or other weapon is used which could and probably would result in serious personal injury if the crime were successfully completed.)

Crime in the United States, 2000 The Federal Bureau of Investigation announced today that there was virtually no change in the Crime Index in 2000 compared to the 1999 figures. The Crime Index (composed of murder, forcible rape, robbery, aggravated assault, burglary, larceny-theft, and motor vehicle theft) decreased 0.2 percent in 2000, the smallest year-to-year decrease in volume since 1991. Final 2000 data released by the Uniform Crime Reporting (UCR) Program in the annual publication Crime in the United States, 2000 , show that serious crime was 14.0 percent lower than in 1996 and 22.0 percent less than in 1991. Both violent and property crime experienced marginal declines in volume when compared to the 1999 volume. Collectively, violent crime (murder, forcible rape, robbery, and aggravated assault) decreased 0.1 percent from 1999 to 2000. Decreases in violent crime occurred for robbery, 0.4 percent, and for aggravated assault, 0.1 percent. Murder declined by less than one-tenth of 1 percent. Forcible rape increased 0.9 percent, the first volume increase for that offense since 1992. Overall, property crime in 2000 (burglary, larceny-theft, and motor vehicle theft) decreased 0.3 percent when compared to the 1999 data. Increases in larceny-theft, 0.2 percent, and motor vehicle theft, 1.2 percent, were offset by a 2.4-percent decline in volume for burglary.

Uniform Crime Reporting Program Releases Crime Statistics for 2002
Washington, DC Nationally, the volume of crime reported to law enforcement in 2002 (estimated at 11.9 million offenses) increased by less than one-tenth of one percent when compared to the 2001 volume, the Federal Bureau of Investigation reported today. Five- and 10-year trend data showed that the 2002 estimated volume was 4.9 percent lower than the 1998 volume and 16.0 percent lower than the 1993 volume. The FBI's Uniform Crime Reporting (UCR) Program released this information today in its annual publication, Crime in the United States, 2002. In 2002, more than 17,000 city, county, and state law enforcement agencies voluntarily provided data on serious crime: 4 violent crimes (murder and nonnegligent manslaughter, forcible rape, robbery, and aggravated assault) and 3 property crimes (burglary, larceny-theft, and motor vehicle theft) to the UCR Program. Campus Crime Statistics and Other Offenses
The University Police Department at Plattsburgh State submits monthly crime reports to the New York State Division of Criminal Justice Services. This data is then submitted to the United States Department of Justice for the Uniform Crime Report. The following statistics reflect the number of on-campus offenses reported by college officials according to the reporting periods required by the Title II - Crime Awareness and Security Act. The definitions for these offenses can be found in the Uniform Crime Reports, which are printed annually by the Federal Bureau of Investigation, U.S. Department of Justice.
