Giving Title II of Public Law 101-542 The Student Right-To-Know and Campus Security Act of 1990, also known as the "Clery Bill" in memory of Jeanne Clery, was enacted by the 101st United States Congress and signed into law by President George H. W. Bush on November 8, 1990. This law amended Section 485 of the Higher Education Act of 1965 by adding campus crime statistic and security reporting provisions for colleges and universities. The security provisions were amended in 1992 by the Campus Sexual Assault Victims' Bill of Rights to require that schools develop policies to deal with sexual assault on campus and provide certain assurance to victims. Under the Act all prospective students and employees are entitled to a copy of a school's crime statistics for the three most recent calendar years and security policies. Current students and employees are to be provided this information automatically. The Act was once again amended in 1998 to include "hate crimes" and "public police log". The Department of Education is charged with enforcing the provisions of this statute. Failure to comply with the Act can result in the loss of Federal funding.

    Only 23.9 % of the Nations Car Washes reported no crimes in 1998. 99 Figures were worse. Of all the Carwashes 50.3% had experienced employee theft. 41.9% had vandalism. 18.1 % experiienced non-employee theft. 20% of all car washes were robbed. Hmmm? 2% of the carwashes in the country experienced VIOLENT Crimes against carwash staff or customers in 1998. 1999 figures were significantly higher with regards to Violent crimes. There were 1.3% other crimes unclassifiable such as sexual misconducct by employees and perverted acts by owners of carwashes onto clinets of the carwashes. We expect an upward trend in 2000. Unfortunately, the carwash Industry has not been able to curb the problems created by their blight and low income labor to save money and achieve higher profits. We wish them the best of luck 2001 on controlin ghteir fixed site car wash industry. Over 60% of carwashes now have extensive alarm systems and include Video cameras, etc. 10% carry guns and 4-5% carry other weapons, and 2% have armed security. And 8.3% have other weapons and security measures. In 1998. 53% donot recycle water at all, despite what they would have you to believe when they tell you to come to their car washes to conserve drought water. The Industry is well aware of this yet persists in a PR campaign to get car wash owners to come to their washes.

    Eastfield College Police Services
    The Eastfield College Police Department is charged with the personal safety of students, employees, and visitors. The Police Department is staffed by seventeen licensed and certified Texas peace officers, one dispatcher. The department is staffed 24 hours a day, seven days a week. Patrol of the campus is performed by foot, and automobile. The Eastfield College police officers have full arrest and enforcement authority and possess all the powers and privileges and immunities accorded police officers in and by the state of Texas. Sworn personnel are empowered by applicable provisions of the Texas Code of Criminal Procedures, and Texas Education Code, and the rules and regulations promulgated by the Board of Trustees of the Dallas County Community College District. The city of Mesquite Police Department and the Eastfield College Police Department maintain a concurrent jurisdiction agreement to provide the faculty, staff, students, and visitors with the best possible protection for those on campus.     The gun fearing wussies never give up. The re-authorization of the Clinton Gun Ban is still floating around out there, the gun grabbers are hoping to ban .50 caliber rifles, and there is always talk about the "gun show loophole". But what is the real scoop? Well if you look at national crime statistics, they show that none of these proposals would do any good. Here are some tidbits from the U.S. Department of Justice web site.
  • Firearm-related crime has plummeted since 1993.
  • Nonfatal firearm crime rates have declined since 1994, reaching the lowest level ever recorded in 2002.
  • Incidents involving a firearm represented 7% of the 4.9 million violent crime of rape and sexual assault, robbery, and aggravated and simple assault.
  • The number of gunshot wounds from assaults treated in hospital emergency departments fell from 64,100 in 1993 to 39,400 in 1997, a 39% decline. So not only has crime fallen, but "gun crime" has also fallen. And we haven't even gotten to the most telling statistics. Keep in mind that the gun grabber crowd is constantly shrieking about sales from "unlicensed dealers" at gun shows, and the use of "assault weapons" on our streets. Both issues are a top priority among the gun ban crowd, and both were used as gun control amendments to torpedo the gunmaker liability bill.
