She could walk down several streets and spot dozens of prostitutes, find dirty needles littering the ground. Today, there are just two houses used by drug dealers in the neighborhood surrounding Hayden- McFadden school and the prostitutes are nearly gone evidence of what she believes is an increasingly safer but still not perfect neighborhood. "As long as we still have a revolving door in the courts, we're banging our heads against the wall," said Ms. Michaud, co-chairman of the Hayden-McFadden Neighborhood Association. "We have one guy in the neighborhood who has six offenses on him; he's been in there six times for the same thing, and he still hasn't been put away. He's still out there." While violent crime in the city rose 11 percent last year, according to Police Department figures, Ms. Michaud and others say things might be getting better not worse. The Crime Index (composed of murder, forcible rape, robbery, aggravated assault, burglary, larceny-theft, and motor vehicle theft) decreased 0.2 percent in 2000, the smallest year-to-year decrease in volume since 1991. Final 2000 data released by the Uniform Crime Reporting (UCR) Program in the annual publication Crime in the United States, 2000 , show that serious crime was 14.0 percent lower than in 1996 and 22.0 percent less than in 1991. Both violent and property crime experienced marginal declines in volume when compared to the 1999 volume.
