  • Introduction Course Description Course Objectives Required Text Course Outline Introduction: Both the adult and juvenile justice systems require enlightened social workers as to how policies are born, developed, implemented, reviewed, and revised. In turn, effective social workers will not only need to be familiar with the policies and procedures of the justice systems, but also how they come about, how they are impacted and reformed. Course Description: This course will orient the student to the myriad of local, state, and federal processes that create and change criminal and juvenile justice policies. The student will gain specific knowledge of how such policies are developed through a general and diverse coordinating entity called the Utah Commission on Criminal and Juvenile Justice (CCJJ). Key decision-makers such as department heads, legislative experts, and judges will be guest lecturers.

(3/13/99) The Youth Activities Committee in Arlington, Texas recently decided not to enact a curfew after reviewing police statistics that did not show an increase in juvenile crime. Every six months, the local police chief presents the statistics, which track the number of crimes committed by teenagers and against teenagers after midnight.
Arlington seems to be blessed with rational politicians who are resisting the curfew fad despite curfews in neighboring Dallas, Fort Worth, and many other North Texas cities. Many cities enact curfews even without a statistical increase in juvenile crime.
If your town does not currently have a curfew, perhaps you could start a campaign to prove that juvenile crime is not increasing. First, start a one-person organization (if it's only you) with a "crime" name such as, "Citizen Crime Watch." Then get crime statistics from your local police and present your analysis of the statistics to the press with a press release from your organization. The press may then print a story based on the findings of Citizen Crime Watch.
Every six months you could send out a press release that would hopefully trigger a series of radio, TV, and newspaper stories about the "lack of juvenile crime" in your area. You would need statistics to back up your claims but there are many ways to make statistics say what you want. Even if juvenile crime increased during one period, which happened recently in Arlington, Texas, your press release could say, "Juvenile Crime increase not statistically significant."

Ari Nathan Stern Is Hard-Core Punishment The Answer To Juvenile Delinquency? The United States has been plagued over the past two decades by an increase in juvenile delinquency. According to the US Department of Juvenile Justice and Delinquency Prevention (OJJDP), the number of juveniles who committed murders tripled between 1984 and 1994. The OJJDP also reported that juvenile gang killings nearly quadrupled between 1980 and 1992. Moreover, in cities with populations above 250,000, larceny occurs 1,477 times per 100,000 residents. There are also 1,389 simple assault arrests per 100,000 people. Much of the trend is attributed to the 1978 Willy Boscott law which provided for youth as young as 13 to be tried as adults. Jeffrey Fagan, a researcher, conducted the first of these two major studies at Columbia University. He compared 15 and 16 year olds charged with robbery and burglary in four similar communities in New York and New Jersey. Both states had similar statutes for first- and second-degree robbery and first-degree burglary. The only cases originated in criminal court, while in New Jersey they were adjudicated in juvenile

JUVENILE STATISTICS
Introduction The Montana Board of Crime Control (MBCC) started the Juvenile Probation Information System (JPIS) in the early 1970's. The primary purpose of the JPIS system was to serve as a central collection point for statistical data relating to juveniles in the juvenile justice system. Over the years juvenile crime data reporting improved with time and in the early 1990’s the MBCC was collecting data from 90% of the Juvenile Probation Offices around the state of Montana.

The Crime Research Centre at the University of WA today released its annual statistical report Crime and Justice Statistics for Western Australia: 1995. The Report draws together available statistics on crimes reported to police, police arrests and juvenile cautions, Higher Court and Children's Court activity, imprisonment and community corrections for the period of 1 January - 31 December 1995. Highlights of the report are: - A total of 281,049 offences were reported to police in 1995, an increase of 8.1% over 1994 figures. There was an increase of 9.8% in the rate of violent offences reported to police and an increase of 6.1% in the rate of reported property offences. Rates of reported crime increased for almost all offence types. Since 1991, the rate of robbery (armed and unarmed) reported to police has almost doubled, increasing from 46.8 to 78.3 per 100,000 residents. - Based on National Crime Statistics compiled by the ABS, Western Australia continued to record the highest rates of reported burglary and motor vehicle theft in Australia, however, the WA robbery rate was lower than the national average. About ten in every 1,000 Western Australians reported a vehicle stolen in 1995 and about 35 in every 1,000 WA homes were reported targets of burglary or attempted burglary. The homicide rate was slightly lower in 1995 (4.1 per 100,000 persons) than in 1994 (4.5 per 100,000), with no signs of an increasing trend when viewed in the long term.

Embargoed until Thursday, 3 December 1998 Crime and Justice Statistics for Western Australia, 1997 There is no evidence to support the notion that Western Australia has been in the grip of a "crime epidemic", according to the latest statistics on crime and criminal justice in WA. The findings are contained in the eighth edition of Crime and Justice Statistics for Western Australia - a regular series produced by researchers at the Crime Research Centre, University of Western Australia. Authors of the 1997 report are Ms Anna Ferrante, Ms Nini Loh and Mr John Fernandez. Senior author of the report, Ms Anna Ferrante said that there was little change in the overall recorded crime rate between 1996 and 1997. The total number of reported offences rose by 3%, however, once population growth had been taken into account, the rate had remained fairly stable at 15,702 offences per 100,000 persons. For against person (violent) offences, the rate was constant at about 1,100 per 100,000 persons, that is, about 11 persons in every 1,000 reported being a victim of violence in 1997. "The trend in the robbery rate is disturbing. However, the WA rate is still on a par with the national average, and still well below the robbery rate of New South Wales." Ms Ferrante said. MURDER . Every day four women die in this country as a result of domestic violence, the euphemism for murders and assaults by husbands and boyfriends. That's approximately 1,400 women a year, according to the FBI. The number of women who have been murdered by their intimate partners is greater than the number of soldiers killed in the Vietnam War. BATTERING . Although only 572,000 reports of assault by intimates are officially reported to federal officials each year, the most conservative estimates indicate two to four million women of all races and classes are battered each year. At least 170,000 of those violent incidents are serious enough to require hospitalization, emergency room care or a doctor's attention. SEXUAL ASSAULT . Every year approximately 132,000 women report that they have been victims of rape or attempted rape, and more than half of them knew their attackers. It's estimated that two to six times that many women are raped, but do not report it. Every year 1.2 million women are forcibly raped by their current or former male partners, some more than once. THE TARGETS . Women are 10 times more likely than men to be victimized by an intimate. Young women, women who are separated, divorced or single, low- income women and African-American women are disproportionately victims of assault and rape. Domestic violence rates are five times higher among families below poverty levels, and severe spouse abuse is twice as likely to be committed by unemployed men as by those working full time. Violent attacks on lesbians and gay men have become two to three times more common than they were prior to 1988.

FREEHOLD TOWNSHIP — Monmouth County’s top law enforcement official isn’t exactly sure if the good guys are winning the battle against crime. "Are we winning the war on crime? That’s a very good question," said 17-year veteran Monmouth County Prosecutor John A. Kaye, who recently was appointed to a new five-year term by Gov. Christie Whitman. At a meeting of the Western Monmouth Chamber of Commerce, Kaye told members, "The crime rate figures are manipulated almost as much as Madonna’s love life." He explained that in New Jersey, crime statistics are reported annually in the Uniform Crime Report (UCR) produced by the New Jersey State Police. "The crime reports come from the local police, through the county prosecutor’s office. Then they’re sent to the state attorney general and the FBI (where) it’s put in some computer and it all becomes statistics ... and you know what statistics are," the prosecutor said.

UNLV gets crime stats center

LAS VEGAS SUN The University of Nevada, Las Vegas, will house the state's first clearinghouse for crime statistics, a function that some believe will play a vital role in understanding crime trends in the state. "Nevada becomes the last state in the union to have one of these centers," said Richard McCorkle, a UNLV associate professor of criminal justice who will head the new center. "It will provide a really comprehensive picture of crime and justice in Nevada." Gov. Kenny Guinn signed the bill last week that created the Center for Analysis of Crime Statistics at UNLV. Officials hope to have the center up and running by Jan. 1. "It sounds to me like the university is an appropriate place to house and store this kind of data." said Greg Bortolin, Guinn's spokesman. "This is probably one of the many things that a university can provide for the community." UNLV's new center will pull together data from local law enforcement agencies, the state prison system and other sources to create a central database with the ability to analyze information for trends and problem areas. "These statistical analysis centers really play a critical role for the states," said Joan Weiss, executive director of the Justice Research and Statistics Association, a nonprofit organization that serves as a liaison between statistical centers and the U.S. Department of Justice.
