County commissioners hear new juvenile crime stats
A state juvenile corrections facility may need to be built in south-central Idaho, the Blaine County Commissioners were told Monday. State Department of Juvenile Corrections liaison Mike Kistler, based in Twin Falls and a tie between his department and south-central Idaho counties, reported that 474 juveniles were in full-time treatment programs located both in and out of the state. He said the department has used facilities in Texas, Washington, Utah and Oregon. Kistler said the out-of-state facilities are costly and sometimes less beneficial to patients because of the difficulty in involving family members. A south-central Idaho facility for treatment of juveniles might be the answer, Kistler said. He said the idea is still in it’s "infancy stage" but could be a recommendation of a national consulting firm, Chinn Planning Inc., which is analyzing the area’s needs. "The whole goal is to get all the kids back in Idaho," Kistler said.

1995 vs 1996 I have heard for myself, Steve Hill and John Kilpatrick stand in the pulpit and state that the crime rate has dropped in Pensacola, due in part by the revival at Brownsville. The Pentecostal Evangel reported in their November 10, 1996, edition that "the crime rate has declined. "Different figures are being reported by different people, but the facts do not support these testimonies. Please note: Brownsville Assembly of God is not located in the City limits of Pensacola it is in Escambia County. The two times I heard for myself the crime rates quoted they made no reference to it being "Youth Crime Rate".

On 08/21/1997: I spoke with Ginny Graybiel with the Pensacola News Journal about her Jan. 3, 1997 article entitled "Juvenile Crime Falls For The 1ST Time In 5 years" . She said "it was a long time ago and she didn't really remember all of her stats". She did say that "it was very confusing". She referred me to the State of Florida Department of Juvenile Justice. I also talked with Mike Morris the administrative assistant to the sheriff of Escambia County (Jim Lowman) . He said that he has gotten tons of calls from all over the US about the crime rate. Mr. Morris was very friendly and quite open. He told me that

Two assumptions are behind recent legislation passed in many U.S. states which make it easier to try juvenile offenders as adults.
  • Young offenders will receive sentences in the adult criminal system which are harsher and more proportional to their crimes.
  • The threat of this harsher punishment will result in lowered juvenile crime rates.
Although there has not been extensive research into the deterrent effects of the stricter laws, the evidence that does exist indicates that deterrent effects are minimal or nonexistent, and that, in fact, trying juveniles in criminal court may actually result in higher rates of reoffending.
To date, there's no extensive research comparing the lengths of prison sentences received by juveniles convicted in criminal court with those who remained in the juvenile system. What research exists indicates that juveniles convicted in criminal court, particularly serious and violent offenders, are more likely to be incarcerated and receive longer sentences than juveniles retained in the juvenile system. Despite this, however, they often actually serve only a fraction of the sentences imposed, in many cases less time than they would have served in a juvenile facility. A 1996 Texas study found that juveniles sentenced in adult court did receive longer terms than they would have received in juvenile court. However, for all offenses except rape, the average prison time actually served was only about 27 percent of the sentence imposed, in some cases shorter than the possible sentence length in a juvenile facility.

Brooksville crime stats alarming to some
Sunday, May 16, 2004 Assault and burglary were up in Brooksville in 2003. For years, Brooksville law enforcement has looked to the annual Florida Department of Law Enforcement crime stat report to receive grants and other vital financial incentives. However, some say the just-released report's information may not be accurate. Happy Land Daycare owner Cassandra Clayton set up shop a few years ago in Brooksville. She says, over the years, crime activity has become increasingly common. "I've noticed a lot of juvenile crimes increasing and I've even seen students I taught being arrested, I mean 9-year-olds being arrested," said Clayton. The FDLE's chart says the number of aggravated assaults are on the rise, as well as the number of burglaries. Brooksville Police Chief Ed Tincher helps compile the stats. He says while the report has proven beneficial in recent years for funding the department's numerous crime prevention programs, it does not accurately reflect what's taking place on the streets. "There are a lot of things that drive crime rates up or down," said Tincher. "This is a snapshot in time of events happening here. They are not representative of any crime wave."

In 1995, 372 Juvenile Delinquency cases were presented to the Morgan Superior Court No. 2 for disposition. 190 of these cases were resolved by formal juvenile court proceedings and disposition. 182 of these cases were resolved by informal adjustment by referral of the case to the Morgan County Probation Department for supervision. In comparing adult criminal cases filed in all Morgan Circuit and Superior Courts with the juvenile delinquency cases formally filed in Superior Court No. 2, a few facts are worth noting:
  • 79% of all residential burglary charges filed and 72% of all non-residential burglary charges filed in Morgan County in 1995 involved persons under the age of 18. 33% of all theft charges and 38% of all receiving stolen property charges filed in Morgan County in 1995 involved persons under the age of 18. 33% of C Felony crimes involving drug-dealing involved juveniles under age 18. 44% of all crimes involving the carrying of handguns were committed by juveniles under age 18.

During calendar year 1996, 322 juvenile delinquency cases were presented to the Morgan Superior Court No. 2 for disposition. Of these 322 cases, 167 cases were resolved through formal juvenile court proceedings and disposition, and 155 cases were resolved by informal adjustment through the Morgan County Probation Department. In comparing adult criminal cases filed in all of the Morgan Circuit and Superior Courts with the juvenile delinquency cases formally filed with Superior Court No. 2, we note the following:
  • 9% of all residential burglary charges filed in 1996 were committed by juveniles down from 79% in 1995. 5% of all non-residential burglary charges filed in 1996 were committed by juveniles down from 72% in 1995. 22% of all Theft charges and and 6% of all Receiving Stolen Property charges filed in 1996 were committed by juveniles down from 33% (Theft) and 38% (Receiving) in 1995.
