E-Mail This Article Published on Tuesday, April 10, 2001 in the Cape Cod Times Crime in the 'Liberal' Media by Sean Gonsalves I hate to disappoint readers of this column who see a conspiracy behind every news story, but in my stint as a journalist I have yet to come across, or even hear rumors, of a smoke-filled room where a group of old white guys gather to plot against the masses and dream up ways to scapegoat blacks for every social ill in America.
But then again, I suppose if these conspiracy meetings were being held in some mysterious back room, I'm sure I wouldn't be invited.
It's not that conspiracies don't happen. For sure, they do. And while the uncovering of a conspiracy is much more fascinating, what brings real insight into the nature of power and social relations is institutional analysis.
Whether we are examining a bank, a prison, or the Pentagon, analyzing institutions helps us see the social roles we play, allowing us to determine if these various institutions conform to our values and are governed by a spirit of fundamental fairness.
You probably won't be surprised to find out, as the study shows, public perception of crime is heavily influenced by the news. In fact, 76 percent of Americans say they form their opinions about crime based on what they see or read in the news. Only 22 percent claim to get their primary information on crime from personal experience.

Crime Stats In 1990, the federal government, through the U.S. Department of Education, passed the Student Right-to-Know and Campus Security Act. This Act requires colleges and universities to provide information to students and employees regarding campus crime statistics. These statistics are to be compiled per the calendar year (Jan. 1 - Dec. 31). This information is provided so that students, prospective students and employees can be well-informed. Below are the statistics regarding occurrences of campus crime as reported to the Department of Public Safety:

Since February 1999, the public has had access to crime statistics in Houston via HPD's website. The data has in the past been distributed at local Positive Interaction Program (PIP) Meetings. Now, anyone with access to the Internet is able to search the database for current statistics affecting their neighborhood. The information is broken down by police beat and uses a table format to show occurrences of the following types of crimes:
  • Murder Rape Robbery Aggravated assault Burglary Burglary to a motor vehicle Auto theft Narcotic drug law violations Driving while intoxicated
In order to obtain the information, you will need to determine which area of the city you wish to research. Criminal Homicide-Murder and Nonnegligent Manslaughter The willful (nonnegligent) killing of one human being by another. Robbery The taking or attempting to take anything of value from the care, custody, or control of a person or persons by force or threat of force or violence and/or by putting the victim in fear. "The Florida Model" The following information concerning carrying concealed firearms (CCW) statistics may be of interest to listeners of "Tom Gresham's Gun Talk." These facts debunk the distortions and outright lies fostered by the gun-grabbers. It should be noted, that almost without exception, the media is equally as guilty in disseminating these distortions and falsehoods. These figures are compiled from the FBI's annual report on crime (Uniform Crime Reports), and from other law enforcement agencies. "Violent crime rates are highest overall in states with laws severely limiting or prohibiting the carrying of concealed firearms for self-defense". (FBI Uniform Crime Reports, 1992) The total Violent Crime Rate is 26% higher in the restrictive states (798.3 per 100,000 pop.) than in the less restrictive states (631.6 per 100,000). The Homicide Rate is 49% higher in the restrictive states (10.1 per 100,000) than in the states with less restrictive CCW laws (6.8 per 100,000).

  • The chart at the right illustrates the homicide rate in the United States from 1900 to 1998. It is important to note that each of the most violent episodes in this century coincide with the prohibition on alcohol and the escalation of the modern-day war on drugs. In 1933 the homicide rate peaked at 9.7 per 100,000 people, which was the year that alcohol prohibition was finally repealed. In 1980, the homicide rate peaked again at 10 per 100,000. US Census Data and FBI Uniform Crime Reports. "The data are quite consistent with the view that Prohibition at the state level inhibited alcohol consumption, and an attempt to explain correlated residuals by including omitted variables revealed that enforcement of Prohibitionist legislation had a significant inhibiting effect as well. Moreover, both hypotheses about the effects of alcohol and Prohibition are supported by the analysis. Despite the fact that alcohol consumption is a positive correlate of homicide (as expected), Prohibition and its enforcement increased the homicide rate."     Crime stats can tell different stories

    The Capital-Journal Raw numbers can tell any story someone wants them to tell. It's no different with crime statistics. Statistics on crime per resident show Topekans are more likely to be victimized if they're in the downtown area rather than in the southwest part of the city. But that's largely because fewer people live in the downtown area. Police records show more than five and one-half times the number of crimes per resident are committed in police patrol territory 441, which includes downtown Topeka, than in territory 448, which is situated south and west of S.W. 21st and Gage Boulevard. Yet police received reports of nearly 70 percent more crimes in territory 448 last year than in 441. The latter area is bounded on the north by the Kansas River, on the south by S. 17th Street, on the east by S.E. Branner Trafficway and on the west by S.W. Topeka Boulevard. Police say territory 441 has a higher crime rate per resident because nearly seven times as many people live in 448 than in 441.
