The Campus Police have admitted that they omitted statistical information about crimes in off-campus fraternities, sororities, and independent living groups from their federally-required crime summaries for the past five years. The discovery came after The Tech requested crime statistics from the Boston Police for ILGs in the Boston area from 1990 until the present. "We didn't know that we had the problem"until the Boston Police contacted the Campus Police in connection with the request, said Chief of Campus Police Anne P. Glavin. "We decided to check back and look at the incidents." When the CampusPolice reviewed computer summaries of the incidents provided by the Boston Police department, they discovered that previous faxed summaries from the Boston Police had been falsely reporting that no crimes had occurred, Glavin said. "I was rather upset about it." As a result, statistics for 1996 and 1997 were changed to include off-campus incidents reported to the CPs by Boston Police. The revised statistics were released along with the 1997 Annual Report of the MIT Campus Police Department. Several serious crimes were uncovered, among them two forcible rapes which occurred in off-campus residences over the past two years. No forcible rapes occurred on campus during that time period.

COMSTAT
During the fourth quarter of 1996 the New Orleans Police Department undertook the largest reorganization and philosophy change in the Department's history. All crime fighting responsibilities were placed under the eight District Commanders, and new resources were provided to them to accomplish their mission: reducing crime and violence and enhancing the quality of life for the citizens of their district. The Department was reorganized to include three Bureaus under the Superintendent of Police. The Operations Bureau , the Technical Services and Support Bureau, and the Bureau of Policy and Planning. The Operations Bureau, encompassing over 85% of the Department's manpower, would be the front line in the Department's new crime fighting effort. The former Criminal Investigations Bureau (Detective Bureau) was dissolved, and homicide, robbery, burglary and white collar detectives were transferred to the districts. District Investigation Units (DIU) were formed in each district. Each DIU was now responsible for follow-up investigations into all crimes that occurred in their district, with the exception of rape and child abuse investigations which continued to be centralized. The DIU was also made responsible for narcotics investigations and enforcement. Concurrent with this decentralization of the Department, a crime analysis and management tool used effectively in New York City was introduced to the Department: COMSTAT.

SOUTH BELOIT — Arrests for driving too fast for conditions were up 800 percent in 2003 compared with 2002. Arrests for driving under the influence were up 155 percent and improper lane usage arrests were up 86 percent during the same time. That doesn’t necessarily mean there were more drunks behind the wheel of speeding, swerving vehicles in South Beloit. However, Police Chief Larry Schultz said, it does show that his officers, the majority of whom have been hired since 2001, are “starting to come of age and mature.”

Comprehensive Report Shows Colleges Among Safest Areas in Nation

Hoya Staff Writer American college campuses are among the nation’s safest areas, according to a comprehensive campus crime report released by the U.S. Department of Education last Friday. The report indicates that crime rates on college campuses are lower than the rest of the country. The report, which includes crime statistics for over 6,300 public and private postsecondary schools for the last three years, indicates that while the frequency of some on-campus crimes such as homicide have decreased in recent years, others, including sexual assault, are on the rise. Alcohol-related crimes and liquor law violations were those that occurred most frequently on college campuses. In 1999, there were 25,933 arrests and 108,846 student disciplinary referrals for liquor law violations. Compared to other universities of similar size, Georgetown was below average with 268 on-campus liquor law violations resulting in disciplinary action or judicial referrals in 1999. Eighteen drug abuse violations were reported at Georgetown in 1999. While the report indicates that the total number of campus homicides decreased by 54 percent from 1997 to 1999, the number of several other criminal offenses has increased. Reported hate crimes, for example, jumped from 1,312 cases in 1997 to 2,067 in 1999.
