Homicides, rapes are up, burglaries, theft robberies down By Kathleen L'Ecluse FAIRFIELD More people were killed, raped and assaulted in Fairfield in 2003 than any other year since 1998, although fewer people were robbed or burglarized, or had their cars stolen, according to crime statistics just released by the Fairfield Police Department. The number of Part 1 offenses - the most serious - stayed virtually the same in 2003 when compared to 2002. But violent crimes, where people attacked people, increased significantly in the year, rising 21 percent from 365 in 2002 to 442 in 2003. "It's the crimes of violence that are up," Councilwoman Marilyn Farley said, adding that joblessness and population growth contribute to the problem. "There's a whole raft of things going on. With this budget situation, if we get into a situation where the people most impacted are those least able to take care of themselves, I think you're going to see worse figures." Other crimes dropped, according to the statistics released Friday. The number of robberies in the city returned to pre-2002 levels, decreasing from 214 to 177. The number of arsons in Fairfield was the lowest in five years - 39 cases, a 27.8 percent drop compared to 2002.

    The Riverside Police Department's Crime Analysis Unit is now providing monthly crime statistics. The database from which the information used for these reports is continuously being updated. The data provided within these pages represents a particular point in time and does not reflect the current status of the database. The statistics are released after the end of the month. Therefore, statistics for the month of June would not be available until sometime in July. The accuracy of these reports is limited to the validity and accuracy of the available data. The City of Riverside and the Riverside Police Department cannot assume any liability for any decision made or action taken or not taken by the recipient in reliance upon information or data provided. The information provided is divided into two sections. The first, referred to as "Part I" crimes, includes murder, rape, robbery, and aggravated assault.     Some of the data has not been updated recently and thus understates conditions. In certain areas, such as anomalous deaths, we have used an extremely conservative count. It is important in considering these fatal incidents to bear in mind the following: (1) The fact that anomalies need to be investigated further carries no presumption of how a death actually occurred, only that there remain serious questions that require answers. (2) The possibility of foul play must be taken seriously in a major criminal conspiracy in which over two score individuals and firms have been convicted and over 100 witnesses have pled the Fifth Amendment or fled the country. (3) If foul play did occur in any of these cases, that fact by itself does not carry the presumption that the White House was involved. Given the footprints of organized crime, drug trade, foreign espionage, and intelligence agencies on the trail of the Clinton story, such a assumption would not be warranted.     Total incidents decreased 6.5% in 2003 (57,240) as compared to 2002 (61,243). Of the total incidents, 9,144 were crime related while 48,096 were service related. Schaumburg Police effected 2,921 arrests. The animal control officer responded to 483 animal-related calls, while the police department handled 336 customer service requests. These numbers are extracted from the Infotrak LRMS Decision Support System and are subject to change due to later entries into the system. While we are making adjustments to the new system, it may be necessary to update data until all reporting system issues are resolved. The Index Crime Categories listed below are those crimes which are reported to state and federal law enforcement agencies for statistical analysis. Index Crime Categories consist of Murder/Manslaughter, Criminal Sexual Assault, Aggravated Assault/Battery, Burglary, Theft, Motor Vehicle Theft, and Arson.
    Part 1 offenses (crimes) are serious and amenable to common definition; these crimes include homicide, criminal sexual assault, robbery, aggravated battery, aggravated assault, burglary, theft, motor vehicle theft, and arson. Up Nature of Event/Incident: 2000 DOJ/FBI Crime Statistics Description: On October 22, 2001, the Uniform Crime Reports for the year 2000 were released by the United States Department of Justice, Federal Bureau of Investigation. Included among the various crime measurement statistics found in the publication "Crime in the United States" are the crime index figures for the 262 Metropolitan Statistical Areas (MSAs). The Department of Justice defines a MSA as including a central core or urbanized area of at least 50,000 people. According to the FBI, the Uniform Crime Reporting Program is a nationwide, cooperative statistical effort of nearly 17,000 city, county, and state law enforcement agencies voluntarily reporting data on crimes brought to their attention. News Releases 2004 > March 2004 Releases > Year End Crime Stats 2003 Serious Crimes Down Across The County In 2003 Crime Numbers at the Lowest Point in a Generation Baltimore County, MD (March 19, 2004) - Serious crime dropped in every precinct in Baltimore County during 2003, with serious crimes down 7.1% overall. Violent crimes, including homicide, rape, robbery and assault, dropped 5.5% and property crimes - burglary, theft, motor vehicle theft and arson - were down 7.5%. The only crime showing an increase was homicide. The number of homicides in the county increased by two last year, from 29 to 31. Crime in the county has been on a general decline since 1995, when there were 46,336 serious crimes. The 2003 numbers are lower than even 1980, when the county experienced 44,600 crimes, with a much smaller population. County Executive James T. Smith, Jr. said that these reductions in crime are an essential part of his plans for Renaissance in the County, "Public safety is an essential government service. No one wants to live where they do not feel safe. These reductions in crime demonstrate that the members of the Baltimore County Police Department do an outstanding job in protecting us all and securing a brighter future for the county." According to Police Chief Terrence B. Sheridan, "The reduction in crime reflects the high degree of professionalism and commitment by the men and women of the police department. But it is also the result of the community's commitment to crime prevention. The citizens of the county have worked steadily with the police department to make Baltimore County a safe place in which to live and work."

    For Quality Of Life Crimes Baltimore County, MD (April 28, 2004) - Aggressive and effective police work led to an increase in arrests for what are known as Part II crimes in Baltimore County last year. Arrests in this category increased 16.6% compared to 2002, while the number of these offenses went up by 1.1%. Part II crimes are less serious crimes such as disorderly conduct and possession of marijuana. However, the category also includes felonies such as counterfeiting and check fraud. Part II is a category created by the Federal Bureau of Investigation as part of its Uniform Crime Reporting system. It is distinguished from Part I crimes which are crimes generally regarded as the most serious offenses such as murder, rape, robbery and burglary. There was also progress fighting those crimes last year. As reported by the department last month, those offenses dropped 7.1% overall, with violent crimes decreasing 5.5% and property crimes dropping 7.5%. Much of the progress in Part II crimes stem from the work of police officers concentrating on quality of life crimes in county neighborhoods. Marijuana possession, crack possession, and destruction of property all showed slight increases. This reflects focused police work, as officers targeted and arrested individuals or groups whose behavior disrupts local communities. Much of this activity resulted from cooperation with local community groups, whose members helped police identify problem areas and frequent offenders.
