Holder Jr. told the Gannett National Conference for Reporters and Editors. Much news coverage of crime nationwide focuses on drops in the murder rate and juvenile crime, but statistics cannot measure the effects of crime, its impact on victims' families and on those arrested, Holder said in a luncheon keynote speech. Clinton administration anti-crime initiatives and increased community involvement in crime prevention have been catalysts for change, but new and troubling crime trends are emerging, Holder said. Crime in rural areas increased by 1 percent this year, due in part to a thriving methamphetamine market that spurred drug-related violence. Rape numbers have not decreased, even though other violent crimes have. "We must not be complacent as a result of our recent downturns,'' he said.

Place an ad Crime Stats Numbers reflect progress; prison situation doesn't August 29, 2000 New statistics showing a 10.4-percent drop in violent crime last year the biggest in the 26 years such records have been kept are good news and sure to generate plenty of theories, postulating and political grandstanding. What they won't generate is much of an increased sense of personal security. That pervasive insecurity is behind some of the decline. People are doing more to avoid being targets. They drive tanks, keep cell phones at the ready, dangle tear gas from their key chains and invest in elaborate home safety systems. They fear strangers and won't shop where they don't see blazing lights and an army of uniformed guards. Video cameras peer from everywhere. Another factor you won't hear much bragging about is the swelling prison population now almost 2 million. The land of the free also has the world's highest rate of people behind bars or supervised by the corrections system, one in every 147 according to the latest study. Sentences are longer and the costs are staggering, but no one sees that trend reversing, and it's become acceptable. So while the numbers show a safer nation, we haven't solved the violence problem so much as denied it opportunity by bulwarking society and by locking away those who would disrupt it.

Both Republican Sue Anne Gilroy and Democrat Bart Peterson have been articulating their positions on crime in the past few weeks, bringing a new definition to the race for mayor. In a speech to the Old North Side Neighborhood Association on June 14, Gilroy said, "The news from the front lines continues to improve. Despite some attempts to convince you otherwise, crime is going down across the board, not only in the townships, where it has been trending downward for several years on Sheriff Cottey's watch, but in the IPD district as well. In the first quarter of this year, crime in IPD's district is down 13 percent overall from a year ago, with even more significant reductions in violent crimes. Rape is down 43 percent, homicide 21 percent and robbery 16 percent." Gilroy is right. There is no doubt that the crime numbers are receding as the city's crack cocaine crisis ebbs. But comparing numbers from this year to 1998 when the city set its fourth record homicide rate in five years can be misleading. Health Care Costs of Violence in Pennsylvania Violence captures our attention like few other human events. Accounts of murder, assault, and rape are a regular staple of newspaper and television reports; often the lead story. Violence is also a common element of mass entertainment via television or the cinema. As one result, a common perception is that the issue of violence is a growing problem in the United States. Statistics on the frequency of crime in the early 1990s found that this was true, particularly amongst juveniles. More recently, though, data indicate a decline in crime-related violence (1). Still, the impact of violence is sizeable. Over 2 million Americans are victims of violent injury each year from crime (2), and the United States ranks first in the developed world in violent death rates (3). Many professionals now believe that violence is preventable, and is no longer an inevitable experience . Several national objectives have been established in an effort to reduce the frequency and impact of violence. The objective of this report is to systematically identify the relative frequency of violence in Pennsylvania, and to estimate the health care costs related to it. This information serves two purposes; (a) it identifies the impact of violence on the h ealth care system in Pennsylvania, and (b) it provides information of relevance to the evaluation of violence prevention programs.
