NU: Crime stats may be misleading
By Brendan Reilly Published: Wednesday, April 23, 2003 Statistics released by the Division of Public Safety at Northeastern have shown a sharp increase in crime and liquor law/drug violations on campus, but university officials say these statistics have been misinterpreted. Some officials say that the university has actually become stricter in enforcing policies than it has been in the past.
James Ferrier, associate director of Public Safety at NU, said the "drastic" increase the statistics seem to reveal are in fact, not so drastic.
"There are several factors that go into play and make it seem like crime has dramatically increased at Northeastern," Ferrier said.
One of the factors Ferrier cites as a prime reason for the apparent increase is a change in the way these statistics are reported. Every college and university in the United States is required to report crime statistics according to the definitions and parameters set by the Federal Bureau of Investigation. Four years ago, the government changed the parameters for reporting these statistics.
Before 1999, the university was only required to report the number of incidents handled by the NUPD. Since then, the federal government has required the inclusion of all cases of violations handled by residential staff members as well. Cases that did not result in an arrest, but perhaps a referral to the Office of Student Conduct and Conflict Resolution, would now be tallied as well.

  • As of December 31, 2001, there were an estimated 5.6 million adults who had ever served time in State or Federal prison, including 4.3 million former prisoners and 1.3 million adults in prison.
    Nearly a third of former prisoners were still under correctional supervision, including 731,000 on parole, 437,000 on probation, and 166,000 in local jails.
    In 2001, an estimated 2.7% of adults in the U.S. had served time in prison, up from 1.8% in 1991 and 1.3% in 1974.

The first three provide arrests for Part I offenses (murder, rape, robbery, assault, burglary, larceny, auto theft, and arson) and for Part II offenses (forgery, fraud, embezzlement, vandalism, weapons violations, sex offenses, drug and alcohol abuse violations, gambling, vagrancy, curfew violations, and runaways). Updated 7/25/03 Since the 1930's, the Department of Justice has published the Uniform Crime Reports in an effort to provide a reliable set of statistics for comparable studies among regions, states, counties and cities. The data is a culmination of monthly law enforcement reports and individual crime incident records that are voluntarily submitted to the FBI's Uniform Crime Reporting Program. The SPD provides monthly and accrued information for the UCR Part 1 Crimes (Murder, Rape, Robbery, Aggravated Assault, Burglary, Larceny/Theft, and Vehicle Theft), as well as geographical comparisons of UCR Solvability Rates for Selected Crimes (Murder, Robbery, Aggravated Assault) and Population Crime Rates.

CAMPUS CRIME STATISTICS Reporting System Crime Definitions Crime Definitions From the Uniform Crime Reporting Handbook Arson Any willful or malicious burning or attempt to burn, with or without intent to defraud, a dwelling house, public building, motor vehicle or aircraft, personal property of another, etc. Criminal Homicide-Manslaughter by Negligence The killing of another person through gross negligence. Crime in the United States, 2000 The Federal Bureau of Investigation announced today that there was virtually no change in the Crime Index in 2000 compared to the 1999 figures. The Crime Index (composed of murder, forcible rape, robbery, aggravated assault, burglary, larceny-theft, and motor vehicle theft) decreased 0.2 percent in 2000, the smallest year-to-year decrease in volume since 1991. Final 2000 data released by the Uniform Crime Reporting (UCR) Program in the annual publication Crime in the United States, 2000 , show that serious crime was 14.0 percent lower than in 1996 and 22.0 percent less than in 1991. Both violent and property crime experienced marginal declines in volume when compared to the 1999 volume. Collectively, violent crime (murder, forcible rape, robbery, and aggravated assault) decreased 0.1 percent from 1999 to 2000. Decreases in violent crime occurred for robbery, 0.4 percent, and for aggravated assault, 0.1 percent. Murder declined by less than one-tenth of 1 percent. Forcible rape increased 0.9 percent, the first volume increase for that offense since 1992. Overall, property crime in 2000 (burglary, larceny-theft, and motor vehicle theft) decreased 0.3 percent when compared to the 1999 data. Increases in larceny-theft, 0.2 percent, and motor vehicle theft, 1.2 percent, were offset by a 2.4-percent decline in volume for burglary.

Five- and 10-year trend data showed that the 2002 estimated volume was 4.9 percent lower than the 1998 volume and 16.0 percent lower than the 1993 volume. The FBI's Uniform Crime Reporting (UCR) Program released this information today in its annual publication, Crime in the United States, 2002. In 2002, more than 17,000 city, county, and state law enforcement agencies voluntarily provided data on serious crime: 4 violent crimes (murder and nonnegligent manslaughter, forcible rape, robbery, and aggravated assault) and 3 property crimes (burglary, larceny-theft, and motor vehicle theft) to the UCR Program.
