"The police at all times should maintain a relationship with the public that gives reality to the historic tradition that the police are the public and that the public are the police; the police are the only members of the public who are paid to give full-time attention to duties which are incumbent on every citizen in the interest of the community welfare." Sir Robert Peel, 1829 T he Program began in February 1996, attempts to expand/enhance Community Oriented Policing efforts around the State of Missouri. This is accomplished by providing materials through the Missouri Crime Prevention Information Center. The Program also provides training at reduced cost or free to agencies across Missouri. In 1997, the Program sponsored three two-day training seminars in Kansas City, Columbia and St. Louis. The training covered Community Oriented Policing: Thinking Outside the Box and training on the Internet, World Wide Web. In addition the Program has under-written Basic Crime Prevention and CPTED (Crime Prevention Through Environmental Design) Training through a partnership with the Missouri Crime Prevention Association. Through the Program funding the instructor’s fee the weeklong training may be offered to participants at a fraction of the usual cost. There are myths about Community Policing; the biggest misconception is that it is soft on crime and that it is not "real police work." This notion is ridiculous. Community Policing looks at what causes a problem and finds ways to solve the problem and not just treat the symptoms. By forming partnerships with the community, citizens take more ownership of their neighborhoods and thus accept more responsibility for the "policing" of the community.

T he Missouri Crime Prevention Information Center was established within the Department of Public Safety by Senate Bill 763 enacted by the 87th Missouri General Assembly and signed into law by Governor Mel Carnahan on June 29, 1994, and as amended by CCS SS SCS HB 174, HCS HB 325 and HCS HB 326 in 1995 by the 88th General Assembly. The Center's purpose is to develop and implement a comprehensive, long-range, integrated program which will mobilize all Missouri residents, including the youth of this state, in a year-round preventive effort to reduce crime, violence, drug abuse and delinquency. As an information clearinghouse for crime prevention efforts, the Center will provide a means by which law enforcement and prevention related agencies, civilian personnel, and the education community may acquire the resource materials, technical assistance, knowledge, and skills necessary to develop, implement, and evaluate crime prevention and intervention programs. Mandate
Canada's approach to crime prevention can be strengthened by supporting and encouraging the involvement of regional, national and international non-governmental organizations in community crime prevention efforts. These organizations have extensive networks that can help communities prevent crime, share information and encourage community mobilization. In addition, by developing crime prevention tools needed by many communities, significant savings can be realized in terms of both human and financial costs. The Crime Prevention Partnership Program (CPPP) aims to support the involvement of organizations that can contribute to community crime prevention activities through the development and dissemination of information, tools, and resources that facilitate community participation in all phases of crime prevention. These tools and resources can consist of needs assessments, development of plans, implementation and evaluation that can be used across the country.
