Home Search for: The Types of Neighborhood Watch Programs Neighborhood Watch is simply a crime prevention concept that calls for citizens to watch out for their neighbors' property. Knowing this, criminals are generally unwilling to risk detection, so they don't commit the crime or go elsewhere. Because neighborhoods are different in terms of geography, population, and the extent and nature of crime, Neighborhood Watch programs must vary from area to area if they are to be successful. Whereas criminals may be dissuaded from committing a crime in one neighborhood using passive observation, they may be willing to take the risk in a more rural community using the same basic strategy. Some of the basic program variations include: Passive Observation : Passive observation is an activity residents must always be involved in. Residents must always be on the lookout for suspicious or unusual activity. Passive observation is not recommended as a patrol substitute except in the smallest and most compact communities. Window Watch : A scheduled activity, window watchers should set a routine to follow. Whether checking every 15 minutes, or more or less often, they should be aware of the responsibility to make an effort to stay to their routine. First of all, if you are interested in starting a Neighborhood Watch group in your neighborhood, or would just like to have some more information about it, give me a call at 924-9574.
Our Program
The Neighborhood Watch Program is designed to organize you and your neighbors to watch out for one another by reporting suspicious activities in your area. Literature and signs are supplied to Neighborhood Watch groups enabling them to be more effective, while advertising to would be burglars the existence of an active Neighborhood Watch group. The reputation of this program is often sufficient to scare away potential thieves and vandals. We are actively recruiting for new Watch areas and Block Captains.
Report Suspicious Activities
All too often a citizen will see suspicious persons or possible criminal activities and fail to report it to their police Department. As a result, many crimes occur that might otherwise have been prevented. Citizens must learn to be wary of their surroundings and perceptive of what seems out of place or out of the ordinary. It may be something as simple as a suspicious door-to-door salesman, a moving van loading your neighbor's furniture, or a strange vehicle or person in your neighborhood. What you report may very well be harmless or it may be someone casing a neighborhood to commit a crime. Regardless of what it turns out to be, the presence of a patrol car in response to your call will demonstrate that your neighborhood is no easy mark for criminals.

NEIGHBORHOOD WATCH The cornerstone program of the Kern County Sheriff's Department Crime Prevention Unit promotes the important partnership between law enforcement and the community. Working together to reduce crime and enhance the quality of life in our neighborhoods, we can make a difference. Residents act as "eyes and ears" for law enforcement, learning how to make their homes more secure, watching out for each other and reporting suspicious activity to the Sheriff's Department. Topics discussed at a Neighborhood Watch meeting include home security, neighborhood awareness, making a call for service, Operation ID (marking of property with California driver's license or California ID number), and the importance of signing the neighborhood with Neighborhood Watch signs. Participants are encouraged to ask questions and voice their concerns regarding problems within their neighborhood. BUSINESS WATCH The companion program to Neighborhood Watch is Business Watch. This program has been developed for commercial property owners throughout Kern County. A healthy community begins with a healthy business community and this program is designed to help business owners avoid becoming the victims of burglaries and thefts from the public and internal losses due to employee theft. Business security, loss prevention, bad checks/credit card fraud and ways to coordinate communications with other business owners are discussed in this program. Business owners are also encouraged to participate in the Owner Applied Number system, which is a nationwide method of marking commercial property in an effort to retrieve that property should it be recovered after a theft.

What is Neighborhood Watch?
Neighborhood Watch is a crime prevention program operated by Fullerton residents, with the support of the police department. Its purpose is to create an alert citizenry by teaching residents simple crime prevention measures, and by providing both general and specific information concerning crime in each neighborhood. Neighborhood Watch encourages residents to familiarize themselves with the activities of their neighborhood by, for example, knowing who works during the day, which automobiles belong where, recognizing people who belong in the area, and noting those who do not. This basic knowledge, together with a few precautions, will prevent many crimes in our city. Additional crimes will be prevented if residents will take time to properly secure their homes, record serial numbers through the "Operation Identification" program, jot down license numbers of strange cars cruising around a neighborhood, and report all suspicious persons to the police.

How does a Neighborhood Watch work? It works by showing residents they are not powerless against crime.
SafetyWatch is a series of programs designed to promote neighborhood safety in response to the growth of residential areas and the crime rate increase that results from such growth. The main focus of SafetyWatch is crime prevention at the neighborhood level. However, traffic problems, street/yard cleanup, noise control and unwanted solicitation, are other issues dealt with through SafetyWatch. In conjunction with these programs, the police are relying on you to do your part in the protection of yourself, your family, and your property. Ultimately, it is your responsibility to establish adequate home security in addition to practicing good safety habits. A Neighborhood Watch Program can provide:
  • Crime Prevention Training: For example, a Watch group can invite law enforcement and security experts to speak about safety measures.
  • Victim Assistance: Watch groups can provide support by helping crime victims contact the police or sheriff and local victim-assistance programs.

Officer W.E. Osmanski, is the new Crime Prevention Officer for the Centerville Police Department. Officer Osmanski replaces Officer Matt Dunn after many years in this position has returned to Road Patrol. Officer Osmanski will continue with the many programs implimented by Officer Dunn and is in the process of developing new programs. Officer Osmanski has been with the Centerville Police Department for three years and five years with another department. Officer Osmanski has experience as a Road Patrol Officer, Field Training Officer, and Bicycle Patrol Officer. Officer Osmanski will continue to strive to reduce crime by removing the "opportunities" which residents and members of the business community unknowingly present for criminals. Fostering a spirit of cooperation between the Police Department, residents, and our business community combined with public education on a variety of topics has served to reduce crime in Centerville. Join Neighborhood Watch in Cerritos
Neighborhood Watch in Cerritos is a joint effort by community members and the Cerritos Sheriff's Station/Community Safety Center to fight crime, protect property and ensure safe neighborhoods. Because of this cooperative effort, Neighborhood Watch has proven instrumental in the prevention and control of residential related crimes. What's involved?
Contact the crime prevention deputy at (562) 860-0044 to see if a Neighborhood Watch group has been formed in your neighborhood. If so, you will be provided with the name and phone number of the Watch Captain and invited to the next meeting. If there is not an active group in your neighborhood, the crime prevention deputy will work with you and your neighbors to start one. Starting a group is simple. Pick a time and place for your neighbors to gather, either in the neighborhood or by scheduling with the crime prevention deputy. The deputy will talk about Neighborhood Watch, crime prevention tips and crime trends. Ideal Neighborhood Watch groups are typically small, usually 15 to 20 households, to simplify communication and enforcement among participants. The meeting room in the Cerritos Sheriff's Station/Community Safety Center is available for meetings.

Many new single family homes, condominiums, and townhouses have gone up around the City, and people are moving in. Now more than ever, the Fremont Police Department is striving to develop partnerships with members of the community to make Fremont a safer place to live. If you don't have a Neighborhood Crime Watch group on your street, you are failing to take advantage of one of the most effective ways to reduce crime. People who have organized to protect their neighborhood enjoy the benefits of having others watching out for them. By establishing a telephone roster and a map of the area, Neighborhood Crime Watch members can and do communicate with each other. Why do they call their neighbors?

Crime Prevention Tips Property Crime Prevention The Washtenaw County Sheriff's Department has had tremendous success in recovering property in cases where citizens have been able to furnish a sufficient description of their stolen articles, complete with serial numbers. Therefore, to ensure that your stolen property is retrieved and returned to its rightful owner, the Sheriff's Department offers these simple suggestions on property identification:
  • Take the time to record the serial numbers of all your property and valuables. Some of the most repeatedly stolen items include: radios, televisions, stereos, microwave ovens, computers, guns, lawn mowers, snow blowers, etc. Serial numbers are usually recorded on a sales invoice at the time of purchase, or can typically be found on the back of the property. This is good information to jot down and maintain on file in a safe place. Engrave a personal identification number on each unit or item. A driver's license number would be one of the most readily identified numbers to use. Be certain to include the name of your state before the number.

Neighborhood Watch groups, the foundation of community crime prevention, were created to encourage citizen involvement in preventing residential crime. Involved neighbors report suspicious activities to the Lane County Sheriff's Office; members watch out for their neighbors either through observing from their homes or through patrols. Patrols may be foot patrols or vehicle patrols. Patrol guidelines are covered in the Neighborhood Watch Handbook.
