A movement has taken hold nationally to undermine the juvenile justice system, and erase any distinction between young offenders and adult criminals. In the past two years, almost all 50 states have overhauled their juvenile justice laws, allowing more youths to be tried as adults and scrapping long-time protections to help rehabilitate delinquent kids and prevent future crimes. On the federal level, members of Congress have proposed legislation designed to gut crime prevention programs and use the expiration of the Juvenile Justice and Delinquency Prevention Act of 1974 this September as an opportunity to dismantle the preventive and rehabilitative goals of the nation's juvenile justice system. The juvenile justice system has its roots in the beginning of the century, when the mistreatment of juveniles became a focus of the Progressive Movement. By 1925, nearly every state had adopted laws providing for separate juvenile proceedings that centered on prevention and rehabilitation, rather than retribution and punishment. Now federal and state lawmakers are rushing to turn the juvenile justice system completely upside down. If this backward trend isn't halted, the consequences will be disastrous not only for an entire generation of our nation's youth who will be condemned to prison, but for all of us who will be left with a more violent society.

MARCH 1998 Does the State of Florida have a coordinated effort to achieve outcomes of importance to Florida citizens? People think of issues, not in terms of government agencies, but in terms of jobs, air quality, racial harmony, literacy or safety. The Commission on Government Accountability to the People, whose legislative mandate is to track the impact of state agency activities on the well-being of Florida citizens, selected an outcome of importance to all of us juvenile crime rate and examined state government's contribution to reducing juvenile crime.

Preventing Juvenile Crime The Commission found a fragmented array of nearly 200 activities spread across 23 state entities. In other words, juvenile crime reduction has become everybody's business but no one's responsibility. No one agency, no one governor's policy unit, no one legislative committee oversees the state's juvenile crime-fighting operations. While agencies do cooperate on individual programs, the overall effort is diffuse. Therefore, accountability for results faces obstacles of dispersed authority, lack of shared goals and a failure to measure common outcomes. Decisions about service design, resource allocation and priority setting cannot be soundly made without comparable outcome information. State government is making progress to adopt outcome measures in order to demonstrate the impact or public benefit of a program. The Commission expects that, increasingly, programs which receive funding from taxpayer dollars will provide evidence that they have had an impact on the target population which they serve.

July 11, 2001
Mr. KOHL. Mr. President, I rise today with Senator Biden to introduce the Juvenile Crime Prevention and Control Act of 2001.
This bill is an important step forward in the debate on juvenile justice. It is a comprehensive approach that recognizes prevention and enforcement are indispensable partners in combating juvenile crime. This bill addresses the issues most important to our communities, to the police, to the teachers, to the social workers, and most importantly, to the at-risk children whom we need to help. The legislation does this by giving crime prevention programs the priority, attention, and funding they deserve while recognizing that enforcement programs are indispensable to safer communities.
Let me focus on one part of the legislation. The Juvenile Crime Prevention and Control Act increases the authorization of Title V, the Community Prevention Grant program, to $250 million. I worked closely with Senator Hank Brown to create the Title V program in 1992 because we listened to local law enforcement experts who told us that prevention works. Almost a decade later, they still say the same thing: a crime bill without adequate prevention is only a half-measure. That's just common sense.
Congress has slowly realized the merits of crime prevention funding. Since 1992, funding for Title V has increased from $20 million to $95 million. Unfortunately, almost two-thirds of that money has been consistently earmarked for purposes other than crime and delinquency prevention. The bill remedies this problem by ensuring that at least 75 percent of all Title V Community Prevention Grants be spent on pure prevention and not set aside for other purposes.

During the last decade, public fear towards young people has been channelled towards increasingly repressive policies. From curfews to so-called gang sweeps to court injunctions which strip individuals of basic civil liberties, young people are under more surveillance than any previous generation. WHAT WILL THE JUVENILE JUSTICE INITIATIVE DO?
The Initiative criminalizes youths of color, changes the focus of the juvenile justice system from rehabilitation to punishment, and increases the chances that young offenders might become hardened criminals. This anti-youth initiative contains the worst of many crime bills that were rejected by the state legislature in the past. In particular, provisions in the Initiative will:
  • Make it easier to try youths in adult courts.

Practicing Crime Prevention: Contributing to the Safety and Vitality of Your Community This curriculum will provide the concepts, strategies and benefits of crime prevention activities and facilitate participants to implement a local crime prevention plan. Through full participation in this training program, participants will be able to:
  • Articulate the benefits of prevention and explain the advantages of participating in the crime prevention efforts; Identify the characteristics and principles of effective research-based prevention practices; Acquire skills to develop partnerships that lead to safer communities; Recognize changing roles and responsibilities of community supervision practitioners as crime prevention practices are implemented; and Identify a local crime problem and develop an action plan for local implementation of a crime prevention initiative.

Organised crime: crime prevention in the European Union
1) OBJECTIVE
To contribute to the debate on the European crime prevention policy launched at the Tampere European Council in October 1999, then at the High-Level Conference held in Praia da Falésia on 4 and 5 May 2000; to propose an overall crime prevention strategy covering so-called ordinary crime and organised crime.
2) UNION MEASURE
Communication from the Commission to the Council and the European Parliament. The prevention of crime in the European Union. Reflection on common guidelines and proposals for Community financial support.
3) CONTENTS
The Commission has approached crime prevention under specific headings: sexual exploitation of children, trafficking in human beings and fraud against the Community budget. Following the Treaty of Amsterdam and the Tampere European Council, the Commission proposes to put the experience acquired at European and international levels to work as part of an overall strategy to fight crime. The communication defines crime as "punishable conduct by individuals and by spontaneous associations of persons". However, this concept covers a number of aspects:
