Juvenile Crime Prevention Advisory Committee
The Criminal Justice Commission's largest program involves juvenile crime prevention. To prevent creation of additional victims of crime and to limit future increases in the use and expense of incarceration in Oregon, the 1999 Legislative Assembly approved new juvenile crime prevention grants aimed at preventing high-risk juveniles from committing or repeating crimes. The agency budget for the 2003-05 biennium includes $5.4 million in juvenile crime prevention grants to counties and tribal governments and $800,000 for administration and evaluation of those grants. Each Oregon county and tribal government is allocated an amount based on their proportion of the 0-17 age population. The counties or tribes receive a minimum of $50,000 for the biennium.

About the JCPC
In 1998, as a result of much hard work and planning, the Juvenile Justice Reform Act was passed. The Act mandated that the Juvenile Service Division of the Administrative Office of the Courts and the Division of Youth Services and Division of Human Services be merged to form a single office that would be directly administrated by the Governor. The "new" office of Juvenile Justice is more responsive and comprehensive in policy and planning. The intent of the General Assembly was to prevent juveniles who are at risk from becoming delinquent. The primary intent of this part is to develop community-based alternatives to training schools and to provide community-based delinquency and substance abuse prevention strategies and programs. Also, it was the intent of the General Assembly to provide noninstructional alternatives that will protect the community and the juveniles. Additionally, the Juvenile Justice Reform Act required county commissioners to appoint a new Juvenile Crime Prevention Council to enhance and replace all existing Youth Services Advisory Councils (CBA Boards).

How can we make them pay for what they have done? And then at the policy-making level, the secondary but more productive response of perplexity sets in: How did these children become settled in lives of unthinkingly vicious, violent crime? Working to Protect and Serve Wisconsin's Finest Main Page Counties Need More Help With Juvenile Crime Prevention By Attorney General Jim Doyle Though our crime rates have dropped dramatically, we still have a serious problem with young offenders in Wisconsin. The cost of juvenile delinquency services has skyrocketed in our state during recent years to respond to the challenge posed by youth crime. Local government has been forced to shoulder much of the increased expense. In many counties, locking up violent juveniles in secure facilities has consumed most, if not all, of the available resources. The result is that juvenile crime prevention programs are often poorly supported. A recent state audit of the Community Youth and Family Aids Program (Youth Aids) reveals how grim the situation has become. Although the Youth Aids program is the state’s primary means of providing counties with direct assistance to fund their juvenile delinquency services, the audit showed that the amount of funding available for services other than secure placements has declined sharply. In 1992, state Youth Aids funding covered 67.7 percent of all county juvenile delinquency expenditures. By 1997, the proportion of juvenile delinquency service costs covered by Youth Aids had fallen to 45.4 percent of the $181.4 million that counties reported spending on these services. I hear the same message all over the state. Law enforcement officers, social service professionals and judges all tell me that they don’t have the resources they need to keep troubled kids from becoming hardcore offenders.

    by Sandy Wilber We are constantly reminded that the United States has a problem with juvenile violence. Nightly we hear of shootings in communities and even in our schools. People are concerned and rightly so. Thus far it seems, however, that the concern has focused disproportionately on punishment and very little on prevention or intervention. The United States is now the world leader in its rate of incarceration. Yet polls tell us that Americans feel no safer now than 10 years ago. We are increasingly focused on treating juveniles as adults, despite concern that current incarceration has not stemmed the tide of adult violence, and recidivism continues largely unchecked. Perhaps it's time to look at what we do know. First, these are children, not miniature adults. Second, they have basic needs we all share: food, shelter, clothing, safety, and caring. Third, they are individuals who commit violence for an array of reasons. There is no single cause of violence but we certainly know factors, which increase the chance of its occurrence. The Office of Juvenile Justice and Delinquency Prevention lists specific risk factors in the development of delinquent behavior. These include child abuse and family disintegration, economic and social deprivation, low neighborhood attachment, parental attitudes condoning law violating behavior, academic failure, truancy, school drop-out, lack of bonding with society, fighting with peers and antisocial behaviors early on in life.

    CLAJ Current Projects Panel on Juvenile Crime: Prevention, Treatment, and Control Connection to project scope, roster, and meetings (CPS system) Although juvenile crime rates have dropped since the mid-nineties, there is concern that growing numbers of youths in the population over the next several years may mean more youth crime. The development of effective response to juvenile crime one of the most pressing policy concerns facing the nation. With these considerations in mind, the Committee on Law and Justice and the Board on Children, Youth, and Families convened a Panel on Juvenile Crime: Prevention, Treatment, and Control. Over the course of 24-months, the panel has been examining the causes and pathways to juvenile crime and violence; the literature and data on the strengths and weaknesses of the juvenile justice system as an intervention and control process; and the nature of the youth population within the juvenile justice system. It also is looking at the literature on the short- and long-term effects of waiving juvenile cases to adult court, focusing on what is known about the deterrent effects of harsher dispositions on youthful criminality. The study is looking at both juvenile offending patterns and intervention options from a developmental perspective, meeting six times, holding workshops, and visiting facilities and programs for juvenile offenders.
