These elements of crime are usually depicted in a triangle.
As with any triangle, if a single leg is missing, a triangle cannot be formed. This holds true in regard to crime as well. If any one of these is missing, no crime will occur. The main objective of Crime Prevention is to reduce the opportunity for crime, thereby reducing the likelihood that crime will occur. In our " Elements of Crime" Triangle, by removing any one of the legs of the triangle, one removes the crime. One can remove the desire to commit a crime by educating. One can remove the ability to commit a crime by incarcerating, and one can remove the opportunity to commit a crime by target-hardening. Effective Crime Prevention incorporates all of these things. to the Centre for International Crime Prevention OVERVIEW Crime is increasing in scope, intensity and sophistication. It threatens the safety of citizens around the world and hampers countries in their social, economic and cultural development. Globalization has provided the environment for a growing internationalization of criminal activities. Multinational criminal syndicates have significantly broadened the range of their operations from drug and arms trafficking to money laundering. Traffickers move as many as 4 million illegal migrants each year generating gross earnings of between 5 and 7 billion US dollars. The detrimental effects of corruption on economies worldwide have been mounting. A corrupt country is likely to achieve aggregate investment levels of almost 5 percent less than a relatively uncorrupt country and to lose about half a percentage point of gross domestic product growth per year. Member States have recognized that they can only counter international crime successfully, if they cooperate. The Vienna-based UN Centre for International Crime Prevention is collaborating with Member States to strengthen the rule of law, to promote stable and viable criminal justice systems in post-conflict societies, and to combat the growing threat of transnational organized crime.

Increased funding for community crime prevention grants
Under NT Crime Prevention, $400,000 is allocated each year to grants to support community crime prevention activities. Grant are provided for worthwhile, innovative and creative crime prevention programs which address any or all of the key crime prevention themes and contribute to achieving crime prevention goals. Evaluation and reporting requirements help to identify programs that have the potential for application in other areas.

Regional Crime Prevention Councils
Regional Crime Prevention Councils have been established across the Northern Territory to ensure Government remains in touch with crime prevention issues at a community and regional level. The Councils stimulate and sustain community involvement in crime prevention, and provide advice to Government on what's working in crime prevention in each Territory region. Membership of the councils is drawn from all areas of life: all tiers of government (including police) business representatives, community organisations and volunteer groups. Regional Crime Prevention Councils ensure that the Office of Crime Prevention and Government are continually appraised of contemporary crime prevention issues affecting the region and assist Government to ensure proper resource allocation and program coordination. The Office of Crime Prevention provides ongoing advice and support to the Councils and Government.

Overview
The Northern Territory Government formally launched the Office of Crime Prevention and Crime Prevention NT on 25 February 2002. Crime Prevention NT is about building partnerships against crime across the Northern Territory. Protection, punishment and prevention are the three cornerstones of Crime Prevention NT. Effective law enforcement and strong deterrence are the key to the fight against crime and the role of the Northern Territory Police is paramount in preventing crime and responding when it occurs. But to be effective crime prevention needs a broad approach. It must not only attack crime when it happens but also attack its causes. Effective crime prevention must harness all the resources of government and the community. The resources Government is committing to this important activity demonstrate Government's commitment to crime prevention. $6.7 million over four years has been allocated to resourcing Crime Prevention NT and the Office of Crime Prevention.

Our Crime Prevention Officers also provide local businesses with crime prevention seminars, which include Personal Safety, Violence in the Work Place, Drugs in the Work Place, Gun Safety and Homeland Security. As part of their initial training, the Crime Prevention officers receive training in Crime Prevention Through Environmental Design (CPTED). With this training, they are often called upon to review security issues with the smallest and largest businesses in Orlando.
A second hat worn by the Crime Prevention Officers is that of the Community Involvement Officer. In that context, the officers are called upon to make presentations to school children, civic and social clubs, and assist in a variety of events sponsored by the City of Orlando.

CMP Mandate
The Community Mobilization Program (CMP) helps communities develop comprehensive and sustainable approaches to crime prevention and undertake activities that deal with the root causes of crime in their communities. Examples of root causes of crime include poor or inadequate parenting, substance abuse, inappropriate peer association, poor academic achievement, and a lack of training or employment.
