If you saw a casually dressed man rummaging through a bin outside a house, would you suspect him of committing a crime or wish him luck in finding his house keys he CLAIMS to have dropped by accident?
Bin raiding is a relatively new crime to Britain but becoming increasingly common. Offenders collect personal and financial information from our discarded correspondence and use it to create an identity to obtain cash, credit and goods for themselves. Not only does this cause large losses for the victims, but trying to put their affairs back in order proves to be a major headache. These crimes not only affect your financial dealings but can have an impact on such items as your driving licence and other legal documents. An independent waste analysis company, with the support of Nottinghamshire Police, recently examined the contents of some 500 domestic bins in the city of Nottingham. The findings will amaze you:

They establish cellular phone service in your name.
They open a bank account in your name and write bad checks on that account.

What Is Identity Theft?
Identity theft occurs when someone wrongfully acquires and uses an individual's personal identification. With just your social security number and a few facts, thieves can appropriate your identity without your knowledge and use it to commit fraud or theft. "In short, an identity thief can fraudulently use personal identifying information to take over a person's identity and open new account; apply for loans, credit cards, and social benefits; rent apartments and establish services with utility companies; and engage in many other types of fraudulent activities, which can result in loss of assets or creditworthiness." (GAO, May, 1998)
How Identity Thieves Use Your Personal Information
They open new credit card accounts under your name using your date of birth, Social Security number and usually use an address that goes to a drop box. The thief then makes charges to your account. They contact your credit card agency, pretending to be you, and request a change of address on your account. The thief then makes charges to your account. They establish telephone or wireless service in your name. In addition, they may also open other accounts with various utilities. They open bank accounts in your name and write bad checks. They purchase automobiles by taking loans out in you name. They file for bankruptcy to avoid paying debts they're incurred under your name. And they obtain drivers licenses in your name for use in cashing counterfeit checks.

Higher Insurance Rates The Canadian Coalition Against Insurance Fraud defines insurance fraud as any act or omission with a view to illegally obtaining an insurance benefit in other words, any action where a claimant walks away with money that he or she is not entitled to. Insurance fraud includes a full range of fraudulent acts. Examples include: completely fabricated claims, inflation or padding of genuine claims, false statements on insurance applications, and internal fraud. Fraudulent claims represent approximately 10 to 15% of claims paid out. General insurance fraud amounts to approximately $1.3 billion per year in Canada. Honest policyholders through increased premiums pay this cost. When the toll on other societal resources is factored in, insurance fraud costs an additional $1 billion per year. Police must investigate crimes in which the details have been altered, making the investigation more costly and time-consuming, or which, in fact, never occurred; firefighters risk their lives and expend valuable resources to extinguish arson fires; fire marshals investigate the cause of the fire; health service providers treat patients injured in arson fires or staged accidents, or who fake injury to make claims.

Officers provide manpower, intelligence data and material support to local police departments and surrounding auto theft task forces in a coordinated effort to reduce vehicle theft in Illinois.
