The Kansas City, Mo., Police Department Crime Laboratory often receives inquiries about employment opportunities in forensic fields. If you have such an interest, here is some introductory information about the field as well as some pointers to locations with further information.
“Forensic science” is a broad term referring to nearly any application of scientific techniques to resolving a issue which might result in litigation (either criminal or civil). “Scientific techniques” refers to the scientific method of observation, formation of a hypothesis, testing of the hypothesis, and refinement of the hypothesis by processes that can be independently reproduced and verified. Several terms are used to refer to “forensic scientists”, “examiners”, or “forensic specialists”; in our laboratory, the normal term is “criminalist”. Crime Laboratory Service Overview Objective Personnel Programs ... DrugFire Overview: From a one-chemist operation established in 1937 at Camp Mabry in Austin, the Crime Laboratory Service has developed into a staff of more than 160 in 13 locations today. The Crime Laboratory provides a myriad of services to law enforcement agencies in the investigation of crimes and is nationally known for its abilities in forensic science (the evaluation and examination of evidence collected at the scene of a crime) and criminalistics (the science of recognizing, identifying, individualizing and evaluating physical evidence by the application of natural science to law-science matters). What We Do
The Utah Bureau of Forensic Services Criminalistics Laboratory System is designed to assist law enforcement and prosecutors in analyzing evidence taken from crime scenes across the State of Utah. Our primary focus areas are homicides, sexual assaults, drug identification, photography, fingerprints, trace evidence, firearms and tool marks. The Laboratory System uses state-of-the-art technology and equipment in the analysis of evidence. For example DNA testing has become an integral part of laboratory services. Several high priority cases have been solved using DNA technology. The Criminalistics Laboratory System in the state of Utah is comprised of the Central Crime Laboratory in Salt Lake City, and satellite laboratories in Ogden, Cedar City, and Price, Utah. The satellite laboratories primarily focus on drug identification and will branch out into other areas of evidence analysis as the need arises. Two criminalists staff the northern lab, one criminalist the southern lab, one criminalist the eastern lab, and 17 criminalists at the central laboratory. The staff also provides extensive training to law enforcement officers and prosecutors from across the state in crime scene investigation, evidence collection and preservation. They also teach classes in the various science disciplines used at the lab.

Asplen Upon reading about the use of DNA technology to exonerate an indi- vidual wrongfully convicted of rape and homicide, United States Attorney General Janet Reno raised concerns about the extent to which similar cases existed. In April of 1997, representatives from the broad spectrum of the criminal justice system met to discuss issues related to the future of forensic DNA technology. After they identified the significant breadth and scope of those issues, the Attorney General requested that the National Institute of Justice establish a national commission to examine the future of DNA evidence and how the Department of Justice could best encourage its effective use. Since its creation the Commission has examined issues that reach beyond the Attorney General's original questions about postconviction DNA application to ensuring a more effective integration of the technology into the criminal justice system. The Commission is chaired by Shirley S. Abrahamson, Chief Justice of the Wisconsin Supreme Court. The other commissioners represent the judiciary, prosecutors, the defense bar, law enforcement, the scientific community, laboratory directors, academia, the medical examiner community and victim's rights advocates. DNA Database Situation of DNA – Analysis in Germany
Dr. Hermann Schmitter, Bundeskriminalamt, Wiesbaden, Germany Institutions involved The predominant part of the work on the different fields of forensic examinations of evidential materials collected in crime cases in Germany is done by the Forensic Science Institutes that are connected with crime investigation agencies. In the area of forensic DNA analysis in addition to Forensic Science Institutes many University Institutes of Legal Medicine as well as several private laboratories provide respective services. While Forensic Science Institutes only can be active in crime cases Institutes of Legal Medicine also are performing analyses in civil cases like paternity testings. Private laboratories nearly exclusively are working on paternity cases but, since the DNA database was established they also offer analyses of the samples for database purposes. As pointed out above, far most of the analytical work performed in crime cases is done in the laboratories of the Forensic Science Institutes. That also applies to DNA analysis. Thus, the description of the situation in the Forensic Science Institutes can be assumed as representative for the situation of DNA analysis in crime cases all over Germany.

Investigation of serious sexual assaults: the Forensic Science Service
This second article about the Forensic Science Service (FSS) looks at forensic medical and scientific examinations and how they can help police investigate serious sexual assaults. (See also December 2000, page 1144) Facts and figures about the FSS
The FSS is the world's foremost provider of forensic science, and is by far the largest supplier in the UK It principally provides scientific support in the investigation of crime and expert evidence to courts. Scientists work for both the defence and the prosecution. The FSS pioneered the use of DNA profiling and in April 1995 set up the world's first national criminal intelligence database - the National DNA Database (NDNAD) - which it runs on behalf of the police. There are now more than one million samples from individuals on the NDNAD, together with more than 95,000 samples from unsolved crimes. Matches between suspects and scenes of crime, and linking one crime to another, provide invaluable intelligence to the police.

W ith the addition of DNA profiling to the forensic scientist's toolkit, the ability to analyze clues at the molecular level has enabled the lab to be even more definitive about results. However, the intro duction of DNA analyses into the courtroom has sparked corresponding questions from the defense about the manner in which the evidence has been handled. Not only is the chain of custody scrutinized, but the techniques and procedures that were performed also come under examination. THE EVIDENCE TRAIL
Criminal evidence needs to be tracked from collection through disposition. Chain of custody is often pivotal to the outcome of a prosecution and must be legally and properly processed. This process involves not only carefully handling evidence, but thoroughly documenting its movement from one pair of hands to the next. It is made more dif ficult when the number of people involved in a crime investigation increases. In addition, sometimes the forensic specialist is not the person who collects the evidence, and not all evidence is sent to the lab. Finally, the detailed tracking of individual case information becomes ever more difficult as overall caseloads continue to increase, with little or no corresponding increase in the number of forensic lab workers.

It's enough to make you think to yourself; "This guy would make a great witness. Even I can't tell he's lying". Well, not so fast! There is an ever increasing possibility that your client really is telling you the truth and what you're confronted with is an error that occurred somewhere between the collection of the evidence and the writing of a report of the laboratory's findings. Few areas of examination at trial can seem as daunting as the prospect of taking on the prosecution's forensic experts. Crime lab reports seem to have this aura of invincibility about them that lead few trial lawyers to confront their conclusions head on in front of a jury. Maybe it's because some part of us believes that the reported results are based upon "science", and science, in turn, can be empirically tested. Hence, we reason, if the stuff can be checked, no lab technician would put things in their report that could easily be shown to be incorrect...Or maybe it's because we tremble at how excruciating high school chemistry was and would rather set ourselves on fire than delve back into that pit from hell...Or maybe, just maybe, it's because we simply don't realize how extremely vulnerable to challenge the crime lab work product really is.

Insp. Dr. Andrzej Filewicz Andrzej Filewicz
(born in 1951) ia a graduate from Department of Precision Mechanics at Warsaw Institute of Technology, Department of Law at the Academy of Internal Affairs, Post-graduate Course in Warsaw Institute of Technology, Post-graduate Course at the Academy of Internal Affairs, and holds the title of Ph.D. in Legal Sciences in the area of forensic science, as well as M.Sc. and engineer’s degree. In 1978-1990, Filewicz was an expert in Toolmark Examination Department, and in 1990-2000 – expert in the Chemistry Department of the Central Forensic Laboratory of the Police (CFLP) in Warsaw. Since February 1, 2001 till July 15, 2002 – Head of the Warsaw Metropolitan Police Forensic Laboratory; appointed the Director of the CFLP on July 16, 2002. Filewicz is the Author of twenty six publications in the field of forensic examination methods, including “Forensic examination of coin counterfeits” and manuals “Application of scanning electron microscope in toolmark examinations” and “Forensic analysis of gunshot residues (GSR)”.
