DNA Typing: A Unique Weapon Against Crime Author: JOHN W. HICKS
Date: January 23, 1989 Just as the swirls and patterns of fingerprints are unique markers of specific individuals, DNA typing produces unique patterns that are also individual-specific. And today, the application of DNA typing technology to criminal investigations is perhaps the most significant forensic breakthrough of the century. When properly used, it has the potential for identifying the violent criminal sooner than previously possible and for clearing innocent persons who may have been regarded as suspects in a particular crime. The Federal Bureau of Investigation's Crime Laboratory in Washington, D.C., will soon begin to use DNA testing methods regularly. Scientists at the FBI's Forensic Science Research and Training Center in Quantico, Va., have recently completed a comprehensive program in which various DNA testing methods were identified, evaluated for forensic applications, and subjected to a series of studies to establish their reliability for use on physical evidence collected during criminal investigations. The FBI laboratory will perform DNA testing on a selective basis on physical evidence submitted by state and local law enforcement agencies, as well as on material submitted in connection with FBI investigations. The test will be used to extract and type the DNA from dried bloodstains and other body fluid stains collected at the scene of violent crimes such as homicide, rape, and aggravated assault. The police agencies must submit known blood standards from the suspect and victim in the case along with the crime scene material so that the DNA types can be effectively compared.

    Forensic Friday: CCSI Classroom Crime Scene Investigation (Grades 9-12)
    May 6 An examiner is conducting DNA analysis using a special computer program called CODIS (Combined DNA Index System). State and local laboratories can use CODIS to exchange and compare DNA profiles electronically. The FBI provides the software and the training to use it. The end of the school year was fast approaching, and as a first-year AP chemistry teacher I wondered, what should I do during the last two weeks of school? By then, the AP exam would be done and we would've covered all of the content we needed to! Plus we worked hard all year, and it just didn't seem right to end our time together with meaningless "fillers." So I thought and thought and then it came to mewhy not stage a crime scene and have the students use their chemistry knowledge to investigate? We could tour the local police DNA laboratory and meet real-life criminologists. We could watch episodes from The New Detectives and learn how to character-sketch. We could analyze hair and fingerprint samples and simulate blood-typing. And maybe other teachers could be on the suspect list! I had a plan, but would it work? Armed with some microscopes, a box of rubber gloves, and a few chemicals from the lab, I was ready to find out.

    The Federal Bureau of Investigation today introduced a new tool for fighting violent crime: the National DNA Index System (NDIS). NDIS enables public forensic laboratories throughout the United States to exchange and compare DNA profiles electronically, thereby linking unsolved serial violent crimes to each other and to known sex offenders. A DNA profile is a set of genetic characteristics that results from forensic DNA analysis. FBI Director Louis J. Freeh said "The National DNA Index System will be of great value to city, county, state, and Federal law enforcement agencies as they work together to apprehend violent criminals. There also should be a significant crime prevention benefit as this new DNA, program identifies serial offenders who might otherwise escape detection for their repeat crimes." Dr. Donald M. Kerr, the director of the FBI Laboratory, said "DNA technology revolutionized forensic science 10 years ago. Today, NDIS allows this exciting technology to reach its full potential in solving violent crimes through nation-wide information sharing among the 94 public crime laboratories conducting DNA examinations." NDIS will be a collaborative effort among federal, state, and local law enforcement agencies. As of June, 1998, all fifty states have passed legislation requiring convicted offenders to provide samples for DNA databasing. These states have collected approximately 600,000 DNA samples and analyzed more than 250,000. All fifty states have been invited to participate in NDIS and it is expected that all states will contribute their convicted offender DNA profiles to NDIS.

    CRIME LABORATORY
    Accredited by the American Society of Crime Laboratory Directors-Lab Accreditation Board (ASCLD-LAB) The North Carolina State Bureau of Investigation maintains a full-service laboratory in Raleigh, North Carolina and a limited-service laboratory in Asheville, North Carolina for the purpose of examining all types of evidence related to criminal investigations. Specially trained personnel staff both laboratories providing laboratory services free of charge to any public law enforcement agency in North Carolina, including local, state, federal, military, and railroad police organizations. The laboratory provides the following: consultation on the value, use, collection, and preservation of evidence; analysis of evidence; and expert testimony in court proceedings. Additionally, assistance is available by request for collecting evidence and processing crime scenes. Both laboratories are normally open from 8:00 a.m. until 5:00 p.m., Monday through Friday. Services are available twenty-four hours a day for emergency situations. The Crime Laboratory is a participant in The Crime Laboratory Accreditation Program, established by the American Society of Crime Laboratory Directors (ASCLD). Accreditation is part of the Crime Laboratory's quality assurance program in maintaining standards in management, operations, personnel, procedures, equipment, physical plant, security and health/safety procedures. The SBI Crime Laboratory initially met the accreditation criteria in 1988 and is reaccredited every five years with a full review of the laboratory including an on site inspection of the forensic disciplines.

    Crime Laboratory Division
    The Lab Division is supervised by Assistant Director Jerry Richardson. AD Richardson joined the North Carolina State Bureau of Investigation in March of 1987 and was initially assigned to the Identification Section of the Division of Criminal Information. In January of 1989 he was promoted to the Latent Evidence Section of the Crime Laboratory and graduated from the 21st Session of the Special Agent Academy in December 1989. During his tenure in the Latent Evidence Section, he served as a Forensic Impressions Analyst, Assistant Supervisor, and Special Agent in Charge of the Section and was responsible for the forensic analysis of numerous criminal cases throughout the state of North Carolina.
    In July 2002, he was promoted Deputy Assistant Director of Crime Laboratory Services and appointed to Assistant Director of Crime Laboratory Services in September of 2002. The NC State Bureau of Investigation Crime Laboratory Division maintains a full service laboratory in Raleigh, North Carolina and a limited service laboratory in Asheville, North Carolina for the purpose of examining all types of evidence related to criminal investigations. The Raleigh Laboratory comprises seven sections which are overseen by Deputy Assistant Director Bill Weis.

    Crime Scene Investigation (CSI) with Powdery Mildew Fungi
    PURPOSE AND BACKGROUND INFORMATION
    Purpose:
    This exercise can be used to stimulate the investigative nature of your students as they use forensic plant pathology techniques with powdery mildew cleistothecia (the sexual stage of powdery mildew fungi) to prove their innocence in a mock murder investigation. In order for students to truly understand the nature of science and technology, they must model the process of scientific investigation through inquiries. This lesson is suitable for grades 7 -12 and does not require the purchase or maintenance of special cultures, since cleistothecia produced by powdery mildew fungi are easy to find on plants in nature. Teachers will use leaves infected with powdery mildew fungi that they have previously collected. Note: This lab works best in regions that experience cold weather for part of the year, since colder temperatures at the end of the plant's growing season encourages the production of cleistothecia (sexual stage of the powdery mildew fungi) on leaves. This lab may not work as well in areas where warm weather prevails year-round, since this type of weather promotes primarily the conidial (asexual) stage of powdery mildew fungi, with sparce to no cleistothecia production.

    CRIME SCENARIO:
    An eyewitness thought he saw you and two others running from a wooded park where a murder took place. The police have brought you all in for questioning and during their investigation they notice that the leaf pieces stuck to all of your shoelaces have the same powdery-like appearance as the leaf pieces that were found on the murder victim's clothes.
