Senior Aide Program Adolescent Substance Abuse Program The Adolescent Substance Abuse Program is a collaborative effort between the UAB Department of Psychiatry, Substance Abuse Programs and the Jefferson County Family Court. The purpose of ASAP is to provide substance abuse screening and "triage" for all juveniles placed under the supervision of the Court. A positive drug screen (either upon admission into the program or in the Juvenile Detention Center), a drug related crime and/or admission of recent use will result in program placement. All participants are placed on random urinalysis and then assigned the program component most appropriate for their level of involvement (prevention/education, outpatient treatment, or inpatient treatment). The philosophy of ASAP is that the least intrusive intervention should be employed. Working closely with ASAP are UAB Drug Free (outpatient drug treatment); Drug Court (intensive judicial supervision for drug offenders, and those who are not motivated to complete ASAP) and UAB/SAP Prevention. Additional programs utilized outside the UAB system include the START Program in Jasper (female residential) and The Bridge in Gadsden (male residential). Left-behind children, runaway and street children, and children living in poverty are at the greatest risk. Other specific risk factors are child abuse and family disintegration, low neighborhood attachment, parental attitudes condoning law-violating behavior, academic failure, truancy, school drop-out, and antisocial behaviors early on in life.[6] Some countries, for example, the United States, experienced an increase in youth crime in the early 1990s. The 22-year-old beauty queen from Illinois chose Wake County to discuss her platform on preventing youth violence and bullying. The special event was sponsored by DJJDP-Center for the Prevention of School Violence, The Wake County Juvenile Crime Prevention Council, Wake County Public Schools, and ABC Eyewitness News 11. "In ninth grade, I was the victim of pervasive and severe racial and sexual harassment," Erika Harold told the crowd. "I was incessantly called degrading names, my home was vandalized numerous times, and vulgar songs were sung about me during class. In many instances, teachers and school officials were cognizant of the harassment and took no steps to intervene." What began as bullying and harassment for Erika evolved into classmates hatching a plot to kill her. Recall petitioner's court record long By Jeff Moore THE DAILY IBERIAN The New Iberia man leading a recall effort against 16th Judicial District Attorney Phil Haney has been through the court system before, according to court records. Greg Johnson, 34, has been a defendant in at least 26 civil lawsuits in Iberia Parish since 1990, including a restraining order filed by his wife, Ella, in 2003. Most of the lawsuits are for money owed, either on loans, open accounts or taxes. Johnson is the unofficial leader of a group that filed a recall petition against Haney Tuesday. He cited the alleged unfair treatment of minorities as his motivation, saying his group has investigated several cases in which minority defendants received harsher penalties than others charged with the same offenses. Johnson, who is black, said he experienced the alleged mistreatment first-hand following his arrest on theft charges in 2002. Court records show Johnson was initially charged with eight counts of theft when J.D. Dugas, the owner of the home Johnson was living in, accused him of stealing a tractor, a central air conditioning unit, three window units, a range oven, two boats, an outboard motor and various other items from the home after the men agreed to a reverse credit sale. Prosecutors reduced the charge to one count of theft when Johnson pleaded no contest in December 2003. He was sentenced to probation and ordered to pay restitution, according to court records. Johnson said he is appealing the conviction.

Delaware Teen Court, Inc. in Dover became operational in late 1998 through the efforts of the American Legion Ladies Auxiliary and the Attorney General's office. In Georgetown, the Sussex Teen Court has been operating for nearly one year with the help of the Auxiliary and the Attorney General's office. Both programs are non-profit agencies with local Boards of Directors. In Delaware, the Teen Court programs were formed as a diversion program from Family Court for first-time juvenile offenders charged with misdemeanor, non-violent crimes. Juveniles voluntarily agree to participate in the diversion option and must plead guilty to the charges for which they were arrested. A jury, made up of previous offenders who are "sentenced" to jury duty, and other teenage volunteers from the community, hears the details of the case from victims, other witnesses and teens acting as prosecutor and defense attorney and decides on a sentence for the offender. Referrals to both Teen Court programs are made through the Attorney General's office. The Teen Courts are highly effective. Since its inception in 1998, the Delaware Teen Court in Kent County reports an 11% re-offense rate. In the newer, Sussex Teen Court program, the rate is less than 7%. Attorney General M. Jane Brady commented, "This is a unique educational experience for young people to learn to make better decisions about their lives and to understand there are consequences to each decision they make. I am very pleased with the success of the program and applaud the Auxiliary, the courts, the volunteers and my staff for their effort."
