CONNECTICUT
Type of System:
Connecticut has developed a singular system of performance standards and measures requiring the self-evaluation of all secondary and postsecondary programs receiving Perkins funds. Additionally, the state recommends that an eligible recipient assess all their vocational programs whether or not these programs or students receive benefits under the Perkins Act.
Measures and Standards and Special Populations:
The system contains both generic performance measures and standards and program-specific measures. Generic performance measures assess the performance of school-wide vocational programs while program-specific measures are considered to be the core competencies for each program area. The measures are:
  • vocational program awareness,
  • nontraditional enrollment,
  • vocational program access (special populations),
  • placement,
  • relevancy of program to labor market need,
  • basic academic skill

    Is the school promising you a job when you graduate?
    It is against the law for private vocational schools to use any business name, logo or insignia that is designed to be deceptive and mislead potential students about affiliations the school might have. Did you answer an employment agency ad for a job and found you were really calling a school?
    Is a course necessary to get a job?
    Check the newspaper to see who is offering the jobs you want. Call the human resources departments of some of the companies and ask if you really need a course. How are you going to pay for the course?
    Depending on which type of loan you get, you may have to start repaying the loan as soon as you finish school.
    It can take many years to pay back the loan, depending on the cost of the course and how high the interest rate is.
    Unlike many other types of loans or debts, school loans are very difficult to discharge in bankruptcy.

    Vocational Education in the Middle School. ERIC Digest No. 155.
    Middle schools are designed to meet the developmental needs of early adolescents (ages 10-14). They are intended to provide general education focused on the concerns of this age group about themselves and the larger world, rather than specialization and concentration on separate subjects (Beane 1992). Young adolescents are undergoing rapid physical growth, moving from concrete to abstract thinking, forming a self-concept, and developing social skills ("Vocational Education in Middle Schools" 1990). At the same time, "most individuals significantly fashion their attitudes about learning, work and other enduring adult values during early adolescence" (Toepfer 1994, p. 61). Do young adolescents have a realistic view of the world of work and their potential place in it? What role should vocational education play in shaping this view and preparing middle schoolers for high school and for work in the 21st century? These questions are explored in this ERIC Digest.
    EARLY ADOLESCENTS AND THE WORLD OF WORK
    A crucial factor in the formation of vocational identity is self-esteem. McDonald and Jessell (1992) found that those seventh and eighth graders who believed a variety of careers were possible for themselves had high self-esteem, could assess complex career information, and were primarily female, of middle to high socioeconomic status, and from two-parent families. Although boys thought most jobs were appropriate for either sex, 75% were unwilling to make nontraditional choices for themselves (ibid.). Although females appear more open to nontraditional careers at this age, middle school girls begin to feel the effects of gender bias on their aspirations (Silverman and Pritchard 1994).

    Ensuring Arts Experience for Secondary Students:
    Arts Requirements, Secondary Scheduling, and the 8-Period Day
    (Handout #65) Schools that seek to provide students with a quality, balanced education must at least make it possible for all secondary students to elect arts courses, and preferably should ensure that all students participate in arts classes by requiring 1 or 2 credits in the arts for high school graduation. Junior high/middle schools and the high schools must provide at least 8 instructional periods so their students are able to elect a full range of college preparatory courses, including the arts. Arts Courses and College Admission College admissions offices want students who have studied the arts courses in high school. For example, admission officers at Harvard, Yale, and over 70% of the nation’s other major universities have stated that high school credit and achievement in the arts are significant considerations for admission. Not only are the arts important on their own merits, but study of the arts enhances students’ lives in other ways. For example, students who take arts electives are more successful on standardized tests such as the Scholastic Aptitude Test (SAT) and more successful in their future careers. An increasing number of state universities are therefore requiring high school credits in the arts for admission.
