    FUNDING FINDINGS A unique feature of the Connecticut vocational-technical (v-t) school system is its status as a state entity APPLICANTS AND ENROLLMENT FINDINGS The proportion of secondary students statewide who attend v-t schools has remained between 7 and 8 percent since 1980. The number of applicants to each v-t school differs considerably. Since there is no systemwide minimum score an applicant must attain to be admitted to a v-t school, the scores of those who enroll vary among the individual schools. The Department of Education never finished the admissions study it began in 1989. RECOMMENDATION The program review committee recommends the state Department of Education (SDE) conduct a study of the relationship between admissions scores and performance within the vocational-technical school system, using the groups of ninth-grade students entering the system as the Classes of 2003, 2004, and 2005. The department shall provide periodic, written updates to the legislative committee of cognizance for education and the program review and investigations committee regarding elements of the study. Specifically:
  • on September 15, 2001, the department shall describe: (1) the number and distribution of students by school by class; (2) the format and contents of the initial data base created to carry out the study (3) the measures (e.g., Connecticut Academic Performance Test (CAPT) scores, grade point average, class rank, dropout and "leaver" rates, trade-specific assessment tests, etc.) selected to assess the ability of the individual components of the admissions score to predict success on future measures; and (4) any other factors relevant to conducting the study or understanding the final results;

State Senator Thomas P. Gaffey was elected to a fifth term in the Connecticut State Senate in November of 2002. He represents the 13th Senatorial District and the residents of Meriden and Middlefield, as well as portions of Middletown and Cheshire. Other 2002 accomplishments include passage of minimum wage and prevailing wage legislation, to protect workers and their families, and the successful legislative effort to help education officials monitor and control bullying behavior in our classrooms and schoolyards. Senator Gaffey worked to preserve education funding levels statewide in the face of increasingly gloomy economic forecasts. Senator Gaffey challenged the de facto monopoly enjoyed by cable television providers so Connecticut consumers could benefit from the lower pricing and better service a competitive marketplace would bring. Senator Gaffey joined Senate President Kevin Sullivan and other colleagues to formally request a DPUC review of cable franchise policies, and in August 2002, the DPUC agreed to revisit its regulations regarding the length of franchise renewals.

She attended Oak Hill School for the Blind until her senior year when she was transferred to public school. Upon graduation from high school, Esther attended the University of Bridgeport, earning an Associates Degree in Medical Secretarial. After college, Esther, with assistance from her BESB Counselor decided that she should open her own transcription service. She was successful with only a typewriter and a dictaphone that BESB provided. When area hospitals began hiring staff to do medical transcription on site, she decided that she had to be flexible and go with the current trend. She was hired at Waterbury Hospital as a Medical Transcriptionist. She has remained a valuable employee since the 1970s. Through the years, Esther always was seeking new methods to be productive. In 1979 BESB provided Esther with the Optacon, a device that allows blind people to read print materials. It was a revolutionary device that required weeks of training. Esther not only mastered the Optacon, but continues to be a proficient user. As the requirements of Esther’s job have changed, she has been able to remain successful by learning new skills and acquiring new equipment. BESB has been a very active participant in this process by providing both the hardware and the necessary instruction for her to succeed. Esther now uses a computer with speech output and a scanner to remain successfully employed.
