Program Goals and Objectives

The Advanced Education in General Dentistry residency prepares individuals to enter the field of general dentistry with confidence and expertise. The goals of the program are to:
  • Provide advanced training beyond the predoctoral level; Expand the scope and depth of knowledge and clinical skills so residents can provide comprehensive care to a variety of patient groups; Expand the scope and depth of knowledge leading to the oral health management of compromised patients; Develop in-depth knowledge of the ability to apply modern practice management theory; Provide residents with the analytical skills necessary for evaluation of professional literature to insure the capacity for continued, self-directed growth; Provide training in community based, primary care setting addressing the needs of underserved populations.

    Donald W. Downes, Chairman Donald W. Downes, a Republican, was appointed a Commissioner of the Connecticut Department of Public Utility Control by Governor John G. Rowland and confirmed by both houses of the Connecticut General Assembly on July 1, 1997. In 2001, he was re-appointed to a second four-year term, which expires June 30, 2005. Downes is presently serving his sixth annual term as Chairman of the DPUC, elected by his fellow Commissioners. An attorney, Chairman Downes has an extensive background in public service administration. Prior to his appointment to the DPUC, Downes held a variety of positions in both state and federal government. He served as Deputy Secretary for the Office of Policy and Management (OPM), the Governor’s Budget Office, from 1995-1997. He was also Under Secretary of Intergovernmental Policy and Under Secretary for Management and Performance Evaluation at OPM. From 1987-1995, Downes was Chief of Staff of the House Republican Caucus.     What Are School-Based Health Centers?
    Definition

    School-based health centers (SBHCs) are comprehensive primary health care facilities located within or on school grounds. They are staffed by multi-disciplinary teams of pediatric and adolescent health specialists, including nurse practitioners, physician assistants, social workers, doctors, and in some cases, dentists and dental hygienists.
    SBHC services are aimed at, but not limited to, students who do not have access to a family doctor, or whose families have little or no health insurance. SBHCs are licensed as outpatient clinics or as hospital satellites, as outlined in the Public Health Code (Sections 19-12-D45 through 19-13-D53 or a hospital satellite license as outlined in CT General Statutes, Section 19a493.
    A SBHC is not the same as the school nurse's office. School nurses and SBHCs work together and school nurses often refer students to SBHCs because they are able to treat and resolve student health problems.     State Senator Martin M. Looney was reelected to a sixth term in the Connecticut State Senate in 2002 from the 11th Senatorial District, to represent parts of New Haven and Hamden. Prior to being elected to the Senate, he represented New Haven for twelve years as the State Representative from the 96th House District. Senator Looney has been elected Senate Majority Leader for the 2003-2005 term of the General Assembly. He will also be the Ranking Member of the Regulations Review Committee. For the previous six years he served as Senate Chair of the Finance, Revenue and Bonding Committee. Since being elected to the State Senate in 1993, Senator Looney has served as the Chairman of the Banks Committee, Vice-Chair of the Bonding Subcommittee, and Ranking Member of the Judiciary Committee. During his tenure as State Representative, Looney was appointed an Assistant Majority Leader and served as Chairman of the Planning and Development Committee, the Government Administration and Elections Committee and the Appropriations Judicial Subcommittee, and as Vice-chairman of the Judiciary Committee.

    The following regulations are promulgated under the authority established by Section 10a-22x of the general statutes.
    Section 10a-22x-2. Definitions
    (a) "Commissioner" means the commissioner of higher education. (b) "Deduction," for the purpose of determining a school’s net income for calculating payment to the account, means the exclusion of amounts paid to a school by or on behalf of a student from the total amount received by a school for such student or on behalf of such student. Such "deduction" includes, but is not limited to: (1) Amounts paid for expendable materials or equipment which becomes the property of the student. (2) Amounts paid for services other than instructional services, such as nonrefundable application and registration fees which are not applied to tuition. (3) Money refunded by a school to students who do not complete their instruction or training as provided by Section 10a-22x of the General Statutes. Specific amounts, in addition to the above, to be excluded must be identified by the school and must receive advanced approval from the commissioner or his designee. (c) "Direct Expenses" means all necessary expenditures incurred by the state treasurer and state comptroller for keeping records for the account, all necessary expenditures for brokerage commissions and other investment expenses for maintenance of said account, and direct expenses of the commissioner for the determination of insolvency and processing of applications for payments from said account and state department of higher education direct expenses which are in excess of its normal expenditure for accounting, auditing and clerical services required to administer and monitor the account.

    A Community Collaboration Directions The Burgdorf/Fleet Health Center provides a bright, convenient home for medical services operated by Saint Francis Hospital and Medical Center and the University of Connecticut Schools of Medicine and Dentistry, as well as the City of Hartford Department of Public Health. The center, at 131 Coventry St. on the Mount Sinai Campus of Saint Francis Hospital and Medical Center, represents the success of a unique community collaboration.     Connecticut Homeschooling Guidelines
    Revised October 7, 2000 Connecticut's homeschool regulation is accomplished by a blending of legislation and state guidelines. The Legislation (CGS 10-184) is law, but is very general. The Guidelines (Circular Letter C-14) are more specific, but are only the voluntary implementation of the law as interpreted by the CT Dept. of Education. Two minor updates to the law were added in 1994. The Legislature revised CGS 10-184 in 1998 to lower the age of compulsory public school attendance from SEVEN to FIVE. However, parents may opt out of the attendance requirement until age seven by application to the schools. The Legislature revised CGS 10-184 in 2000 to raise the age of compulsory public school attendance from SIXTEEN to EIGHTEEN (effective July 1, 2001 to my understanding). However, parents may opt out of this attendance requirement by application to the schools, as well. The details of the Enumeration item may be found in the Comments section below. I have a few comments on all this at the end of this page.

    The Connecticut Training School for Nurses, 1873 These two early brochures describe the organization of the school, the benefits to society of training nurses, and the need for donations. "Young women wishing to qualify themselves for the honourable position of professional nurses, and willing to devote themselves seriously to a year's preparation of study and hard work" were invited to apply for admission. Historical Library, Cushing/Whitney Medical Library Pin of the Connecticut Training School for Nurses Loaned by the Yale School of Nursing The New Haven Dispensary, chartered 1872 From the late 18th century on, cities in the U.S. established dispensaries, or free-standing clinics, in which the poor could obtain free medical advice and medicines. The physicians associated with the dispensaries provided their time gratis and, in turn, obtained valuable experience with a wide variety of cases. Most medicines at this time were still compounded by pharmacists according to the physicians' prescriptions and were not expensive. A meeting of interested persons was held in November, 1871, officers were elected and a constitution adopted. The New Haven Dispensary was opened in December in quarters on Crown Street. A charter was obtained in 1872. Shown here is the annual report for 1873. From November 1872 to November 1873, the Dispensary treated 1073 patients. The bill for medicines for 1873 was $213.40 and other expenses amounted to $491.22.
