General Assembly Watch Home Events CGA Watch Issues Affiliates House Bill 5037 , titled "An Act Implementing the Governor's Education Initiatives" authorizes the payment of the Equal Opportunities Scholarship Program to qualified students. Subdivision (3) of Subsection (d) of Section 3 of that bill rightfully limits payment to students attending schools which are "free from sectarian control or influence". However, Subsection (e) of Section 3 essentially says that Subdivision (3) of Subsection (d) is to have no effect. In other words, a show was made of avoiding the subsidy of religious teaching, but no such avoidance is actually in the bill. The "Equal Opportunities" scholarships therefore become a form of unequal opportunity, providing a much greater benefit for believers than for nonbelievers. The fair thing to do would be to remove Subsection (e) of Section 3, and provide Equal Opportunities Scholarships in a way in which the opportunities really are equal. Sometimes people do the right thing without having to be prodded. I recently came across an article in the New Haven Register about a bill before the General Assembly which would prevent the placement of powerlines within a certain distance of "a school, playground, preschool or day care or religious facility". I was going to complain about the gratuitous privilege being handed out to religious organizations when I checked the actual text of the bill at the General Assembly's website, and saw that it said "private or public school, licensed child day care facility, licensed youth camp or public playground" with no mention of religious facilities. I guess someone realized what was wrong with the original proposal even before I had a chance to complain about it.

Even before Commodore Perry steamed into Japan on his fabled black ships, Yankee clippers made in such Connecticut ports as Mystic and New London were engaged in commerce and whaling in the waters of Japan. As early as the spring of 1850, one Nathaniel Saxton Morgan, a 16-year-old crewman on the Hannibal of New London, writing in the ship's journal, recorded exchanges with Japanese. Perry's arrival in Japan three years later marked the beginning of commercial relations with the United States. Among the earliest merchants to do business with Japan was Silas Enoch Burrows, a native of Mystic, who departed in mid-1854 to become one of the first to trade with the island nation under the treaty that Perry had concluded. A few years later, the Iwakura Mission brought with it a young Japanese, Sutematsu Oyama, who became the first Japanese woman to graduate from an American university (Vassar). While she was in the United States, Oyama became a close friend of Alice Bacon of New Haven. The letters between the two were preserved in New Haven and were used recently as the basis for a book about Oyama's life. The spirit of exchange explored by these two women so long ago is still alive today through the Japanese College Women's Association, which promotes exchange and education for women on both sides of the Pacific Around the turn of the century, New Haven continued to serve as a center for exchange when Kanichi Asakawa joined the faculty of the Yale history department in 1906. Writing several years earlier, Asakawa had affirmed his desire to "introduce my country in a better light than before to the wide intellectual world and to bring closer in understanding and sympathy the East and the West." Following the Great Kanto Earthquake of 1923, it was Asakawa who spearheaded efforts to collect and sends books to help rebuild Tokyo's devastated library collections.

PROGRAM DESCRIPTION
The University of Connecticut (UConn) is a Research 1 University that has been rated as the leading public university in New England. The School of Pharmacy is an upper division school and one of 10 schools and colleges located on the main campus in Storrs, a very beautiful and picturesque area of the state. The School is designated as a regional New England School. Applications are welcomed from non-New England students. The School strives for an applicant pool and a student body that is diverse in terms of ethnicity, gender, age and geographic background. The 2002 enrollment statistics reflect the diversity of the student body: 57% female, 43% male, 65% caucasian, 20% asian, 5% hispanic, 5% african american, 64% Connecticut residents, 21% New England residents and 15% out-of-state residents. Towns will also look for increased state assistance to pay for special education. Among the most prominent ECS issues is eliminating the 6% cap on annual increases in ECS grants, which is reducing grants to 96 towns this year. Although the cap is in the second year of a four-year phase-out and is scheduled to expire in FY 04, many towns believe it should be removed immediately, at a cost of $120 million in FY 01. Another option is to alter the cap phase-out to equalize its fiscal impact over its remaining years. The current phase-out is projected to increase ECS funding by approximately $30 million a year in FY 02 and FY 03, and $80 million in FY 04. The "balloon" in the final year makes towns fear the state will reduce FY 04 allocations.

The at the University of Connecticut is a six-year residency approved by the American Dental Association and sponsored by the School of Dental Medicine. The trainee obtains education leading to an MD degree, an Accreditation Council on Graduate Medical Education approved postgraduate year of surgical residency, and education in oral and maxillofacial surgery leading to a certificate and eligibility for examination by the American Board of Oral and Maxillofacial Surgery. The entire full-time Oral and Maxillofacial Surgery faculty are Diplomates of the American Board of Oral and Maxillofacial Surgeons. Faculty from other departments within the Schools of Dental Medicine and Medicine, as well as staff members of the affiliated hospitals, participate fully in the residency program.
