Welcome to my site. Originally I built ths site as a single place that people could go for information about Andover. With the launch of the town's own web site, I no longer feel the need to provide municipal information here. I will now focus this site on providing historical information.
Introduction to Andover
Andover was incorporated as the 146th town in Connecticut in May, 1848. It's lands were taken from the towns of Hebron and Coventry. It is the southern most town in Tolland County.
The Climate is typical of all southern New England. Low temperatures during winter can easily reach -10 degrees F, while temperatures of 100+ degrees in the summer time are all to common.
Settlement of the area began in the early 1700's. By 1747 there were enough homesteads in the area to support an ecclesiastical society. The ecclesiastical society boarders were the ones used 101 year later for the town. At the time of Andover's incorporation as a town, it's population was about 500. Today (2001) the population is 3,081 people, with a median age of 36. The town has 1,159 housing units with 93% of them being single family dwellings.

Indoor Air Quality in Connecticut Schools EXECUTIVE SUMMARY Statement of Inquiry Summary of Response FINDINGS Exposure to outdoor air pollution and its effects on human health have been of significant concern to the citizens of the United States since the early part of the 20 th Century. On the other hand, concern about indoor air quality (IAQ) has developed only over the past 30 years. This is surprising since people in this country spend most of their time indoors. Furthermore, concentrations of certain important pollutants may be significantly higher indoors than outdoors as a result of the many sources of these pollutants indoors. When serious IAQ problems develop in a school, parents want immediate action to solve the problem. Under this pressure, school officials and the consultants they hire may not be able to identify correctly the fundamental reasons for the problem, resulting in inappropriate advice on solutions. School districts often have limited funds for proper preventive maintenance in the mistaken belief that this will reduce their operating and maintenance costs. Unfortunately, when IAQ problems arise, as they will from improper operation and maintenance, the costs for remediation (through consultants’ fees, emergency corrective action and litigation) will be many times the money the school districts thought they were "saving" in their misguided cost cutting efforts. Many activities in schools emit air pollutants, e.g., laboratories, machine and wood working shops, kitchens, copy and printing shops, art studios and the like. One of the most frequent problems affecting IAQ in schools, however, is moisture intrusion from such routes as leaking roofs, penetration through the slabs on which many schools are built, or improper moisture control by heating, ventilating and air conditioning (HVAC) equipment. Such moisture on and in indoor surfaces encourages microbiological growth such as mold spores and bacteria. These biologically active agents may cause a number of serious allergic reactions including asthma attacks.

Public Act 03-220
HB 6426, An Act Concerning Air Quality in Schools , was signed by the governor on July 9 2003 to become PA 03-220. Below is a summary of the public act. The bill requires school boards to provide for a uniform inspection and evaluation program before January 1 2008 and every five years thereafter for all school buildings constructed, extended, renovated, or replaced after January 1 2003. It does not require the inspection or evaluation of existing buildings. It includes in the items that must be inspected and evaluated leaks, the facilities' overall cleanliness and maintenance training for building staff. The bill also requires school boards to report annually to the commissioner on their indoor air quality program and to make the results of their inspections and evaluations available to the public. Introduction
The idea of public education has come to mean various things to many people. What is your concept of it? What images do your students have when “public education” is mentioned? Public schools in England have little in common with their name-sakes in America; more like our private schools, they are exclusive schools which serve to prepare students for important jobs in the government or military, “public” service. Yet the present American idea of publicly supported schools which would teach basic knowledge to future citizens did not exist in our state most of our early history. This unit is concerned with how education developed throughout the state’s history. The overall goal of the unit is to Provide students with insight into how education has responded to changing conditions. Your students should learn how education affects, and in turn is affected by, the attitudes of the society in which it exists. The unit is divided into three sections: the colonial era, the 19th century, and the 2Oth century. The sections may be taught together as a two-week unit, or separately in connection with each period as it is covered in traditional American history courses. It may be used for grades eight through ten. However, depending on your desires and the class ability, the unit may be used for a more intense study of Connecticut public education. I have prefaced each section with a general objective which the students should recognize. Following each section are some activities which you nay find useful. Of course, each of us will use this material in the way we feel will be most informative and interesting to the students.
