School-Based Health Care Assembly Breaks New Ground
M ore than 500 people from around the country gathered June 23-25 to establish a national movement to support improved health services for children through school-based health care. The conferenceappropriately titled Breaking New Ground! brought together school-based health care providers, researchers, and advocates for three days of activities in Washington, DC. "This is clearly a historic occasion," said Joy Dryfoos, a long-time leader of school-based health care. "For the first time, the entire school-based health care movement is building a strong organization with the capacity for advocacy, networking, and sharing resources." If the crowd's size and enthusiasm were any indication, the effort promises to be a major success. Conference organizers expected a turnout of 350 people, but they significantly underestimated the desire for this meeting. More than 500 attendees from 42 states and the District of Columbia flocked to Washington for the occasion. Half of the participants were people who work on the front lines of school-based health care250 health center staff and community organizers. The other half reflected interest from all quarters, including educators; health care institutions; private funders; community organizations; and local, state, and federal governments.

Send a Letter to the Editor Since the publication of "A Nation at Risk" in 1983, Americans have become increasingly alarmed about the dismal results and soaring costs of their public schools. No group of citizens has a closer view of these problems or a more immediate stake in addressing them than the parents of the country's 48 million schoolchildren. Here and there, parents have won minor battles to influence curricula or oust mediocre school-board members. But as individuals, parents are no match for the forces that favor the status quo. The mission of the PTA has always been to "work on behalf of the best interests of all children on issues that affect their health, education, and welfare" and "to encourage parent involvement." With almost seven million members, the PTA offers great potential for promoting parental involvement in the educational welfare of children. But in the 1990s, that mission requires of the PTA something it has been unwilling to do: demand accountability for performance and spending at every level of the educational system. Local Control Decades ago, parents had significant influence over their neighborhood schools. Over the years, however, school districts consolidated, teachers and administrators came to see themselves as credentialed professionals, and state laws standardized educational practices and curricula. Today, many parents are less likely to get involved in their children's educational environment. Nevertheless, the impetus for reform will have to come from parents active at the grass roots.

Illinois Superintendent of Schools Dr. Glenn McGee remembered a day earlier in his career when he made the "mistake" of referring to parent groups as "PTOs." Almost on cue, the crowd of 1,500 or so PTAers roared their disapproval. Loud boos echoed through the cavernous meeting hall. He may as well have said that he hated the Cubs, the White Sox, the Bulls, and the Bears. For some groups the PTO vs. PTA debate is simply a matter of dollars and cents (either "we don't want to send any money out of our school" or "are we getting enough service for the money we send out of our school?"). For others, though, the debate takes on a significantly increased importance. "If we don't speak for all children, then who will?" the PTA's most loyal defenders often ask. POLITICS Americans’ Ties Bind
Everett Carll Ladd, The Ladd Report . Free Press, 1230 Avenue of the Americas, New York, New York 10020. In a celebrated 1995 essay, Harvard political scientist Robert Putnam warned that Americans were far less likely to join groups than in the past. Citing declines in many major organizations—labor unions, the League of Women Voters, PTAs, and bowling leagues—Putnam concluded that Americans had become far less civic-minded, a trend that would inevitably lead to a fractured and balkanized America. Ladd, professor emeritus at the University of Connecticut, disagrees. A great deal of evidence, he contends, shows Americans are now more likely to join associations and aid charities. We are less likely to bowl than in the past—but more likely to join soccer leagues. Women have shifted their allegiance from the League of Women Voters to less political groups, such as the Soroptimists and local businesswomens’ associations. And while PTA membership is declining, parents aren’t abandoning the schools; they’re more likely to create independent, locally controlled parent-teacher organizations (PTOs), which don’t have to pay hefty dues to the PTA national headquarters or follow its political lead. Americans are also increasingly donating time to worthy causes. Polls show steady rises in the percentage of Americans who say they volunteer to help others. In 1977, for instance, 26 percent of Americans surveyed said they donated time to help the poor, the sick, and the elderly. By 1995, the percentage had more than doubled to 54 percent. Charitable donations are also rising, from $349 per person in 1970 to $524 in 1996 (measured in constant 1993 dollars).

As a member of the U.S. Department of Education's Partnership for Family Involvement in Education , McDonald's restaurants in the New York tri-state area support the initiative's mission to increase opportunities for families to be more involved in their children's learning at school and at home and to use family, school, and community partnerships to strengthen schools and improve student achievement. Through the McDonald's Together In Education grant program, McDonald's restaurant owners in the tri-state region are making $50,000 in grants available to fund programs or activities such as Family Science Nights and Family Book Sharing Clubs that "tie" parents back to the schools and help increase family participation in education. Teachers throughout the New York tri-state area (New York, New Jersey, and Connecticut) are eligible to apply. Expanding on the success of last year's program, members of Parent Teacher Associations (PTAs) or Parent Teacher Organizations (PTOs) are also eligible to apply for matching grants to fund their own parent involvement activities. The project must be designed to include the families/parents of one class, grade, or school. Grant request amounts can range from $500 to $2,500.     Deadline: May 15, 2002 The Office of Justice Programs (OJP) has issued a solicitation for the Serious and Violent Offender Reentry Initiative "Going Home." The goal of this initiative is to build on innovative ideas that reduce the recidivism of offenders returning to their communities from correctional facilities. The initiative encourages citizens, government agencies, social service organizations, and community-based organizations, to use existing resources to collaborate on programs that will protect their communities by providing for the successful reentry of offenders. Applicants are encouraged to focus on juveniles and young adults because of the criminal propensities of these particular offender populations. The main eligible age range in the juvenile category is 14 to 17 years. Eligible applicants are State and local units of government that represent a partnership between institutional and community corrections agencies. For juveniles, the partnership must include the State juvenile department of corrections and a local agency involved in the provision of services and/or supervision of juveniles returning from correctional facilities.

    Traditional parent involvement organizations, including PTAs, PTOs, and PTSAs, continue to play important roles in schools. At South Laurel High School, the PTSA organizes school open houses and parent-teacher conferences, and also runs the elections for the school council. Marcum believes that the PTSA's primary mission is to help parents become involved in school-based decision making. At first, he says, some parents resisted his efforts to encourage them to join the council and committees, because they were used to being in supportive roles, such as helping a teacher as an aide or performing clerical work in the school office. Marcum says, "Parents would think, 'You're the educator, you should know more about teaching my child than I.'" But Marcum's persistence has paid off: Three years later, most parent PTSA members also belong to a committee. Creating relationships based on equality between parents and teachers can challenge assumptions and allow faculty members and parents to realize they share common goals for their children's education, those with experience say. Townsend says the most surprising thing to her about becoming involved with the council and committees was meeting "so many dedicated, caring, and sharp teachers." She observed that the teachers, in turn, were surprised that parents took the time to come to the school and become involved, and that they could contribute intelligently to discussions about education. Once parents and teachers realized they were all committed to improving student achievement, she says, making real progress became possible.

    How many times have you heard people, your own friends and acquaintances, lament the demise of our moral fabric? Yet when that rare group fights to preserve traditional values we mostly sit idly by as the culture unleashes its vengeance against it.
    Ever since the Dale case, the homosexual lobby has redoubled its efforts to cripple this fine organization through sheer bullying tactics and intimidation. When will those who appreciate the work of the Scouts begin to speak up on their behalf and denounce and perhaps even boycott those organizations conspiring to hasten their capitulation to the culture?
    In keeping with their character, the Scouts said they would nevertheless help with the event, even without the donation. But such graciousness will not take them out of the line of fire. This is a war, and the homosexual lobby seems to have plenty of allies.
