Connecticut Family Support Legislation Sec. 17a-219a. Family support services: Definitions. For the purposes of this section and sections 17a-219b and 17a-219c:
(a) "Children with disabilities " means any child with a physical, emotional or mental impairment under the age of eighteen years who (1) if under the age of five, has a severe disability and substantial developmental delay, or a specific diagnosed condition with a high probability of resulting in a developmental delay, or (2) has a moderate, severe or profound educational disability, or (3) otherwise meets the definition of developmental disabilities in the federal Developmental Disabilities Act, Section 102(5) as codified in 24 USC Section 6001(5).
(b) "Family" means a child with a disability and (1) one or more biological or adoptive parents, or (2) one or more persons to whom legal custody has been given and in whose home the child resides, or (3) other adult family members who reside with and have a primary responsibility for providing continuous care to a child with a disability.
(c) "Family support services"

contact: Sherry Gray MPH, RD EFNEP, a federal program, has been established for over 25 years. In EFNEP, Homeless shelters, Head Start, WIC, Foodshare (food distribution agency), Hispanic Health Council, Connecticut Children's Medical Center,schools, and neighborhood centers are collaborated with in order to educate limited resource families with young children on food shopping, nutrition, planning, preparation, storage, etc. The success of the program is measured by the dietary changes of clients, the length of clients' involvement in the program, the amount of referral of clients to other agencies and CES programs, and by individual case study monitoring. Approximately 500 clients have been served in Connecticut through the EFNEP.

Medical Assistance The department provides medical assistance to low income persons and people who could otherwise support themselves if not for the fact that they have excessive health care costs. Assistance is provided through a variety of programs and administrative functions. The Medicaid for the Employed Disabled program was authorized by The Ticket to Work and Work Incentives Improvement Act of 1999 . Its implementation in Connecticut is mandated under Public Act 00-213 Work Incentives for Persons with Disabilities. The program allows persons with a disability to engage in employment without risking eligibility for needed medical services through the Medicaid program. The program also allows certain individuals to keep other necessary services needed to remain employed. In general an eligible person with a disabling condition who is employed, can qualify for Medicaid without the use of spenddown while earning income in excess of traditional income limits. Medicaid The Medicaid program provides for remedial, preventive, and long term medical care for income eligible aged, blind or disabled individuals, and families with children. Payment is made directly to health care providers, by the department, for services delivered to eligible individuals. The program complies with federal Medicaid law (Title XIX of the Social Security Act) and regulations in order to receive 50% reimbursement from the federal government.

The February 4-May 11 legislative session saw major victories for the mental health community. We worked with strong coalitions to roll back onerous changes to Medicaid (including co-pays), restored funding to the Community Mental Health Strategy Board and passed significant new funding for housing. We were not successful in restoring the COLA to recipients of SSI. BUDGET HIGHLIGHTS sustained modest cuts, but received significant new funding aimed at ending gridlock. Funds from the sale of Fairfield Hills Hospital were earmarked to DMHAS and the Community Mental Health Strategy Board, approximately $3.8 million. Next year, we should advocate the "earmarking" from the sale of Norwich Hospital. OVERVIEW OF PROGRAMS The Connecticut Department of Social Services (DSS) is responsible for the administration of the Connecticut Medical Assistance Program and the S-CHIP program.  As such, DSS is responsible for policy, procedures and payment methodology. Regional offices of DSS are responsibility for eligibility determinations.  A list of these offices, phone and fax numbers can be found in Chapter 1 of the Provider Manual, located at http://www.ctmedicalprogram.com/publications.html The S-CHIP program in Connecticut is called Healthcare for UninSured Kids and Youths (HUSKY).   It is administered by DSS and is a combination Medicaid expansion (HUSKY A) and separate program (HUSKY B).  All children enrolled in HUSKY (either the Medicaid expansion or separate program) receive services through managed care plans.  HUSKY A benefits are the same as Medicaid.  HUSKY B benefits are similar but have premiums and copays. There is also a program called HUSKY Plus that provides supplemental coverage for children in HUSKY B with special physical and/or behavioral health care needs (does not apply to children in HUSKY A – these children must access these services through the Title V program).  There are two separate programs within HUSKY Plus – HUSKY Plus Physical and HUSKY Plus Behavioral.
