Connecticut study disputes effectiveness of alternative programs for juveniles
Two years ago lawmakers in the state of Connecticut commissioned a study to evaluate the practical effect of alternative programs for juvenile delinquents, which have been championed for the last decade as a way to reform rather than punish juveniles for delinquent behavior. The results of that study were released last month and to the surprise and disappointment of many, the vast majority of alternative programs in Connecticut did not reduce recidivism, and in fact, those that participated in alternative programs had a higher recidivism rate. The study, which was conducted by the Connecticut Policy and Economic Council, compared the recidivism rates of 600 juveniles adjudicated in the years 1994 and 1999. It determined that delinquents in 1999 who completed the alternative programs were more likely to commit crimes after being released than delinquents who were in the juvenile justice system in 1994, before the alternative programs began. Michael Meotti, a former state senator and now president of the Connecticut Policy and Economic Council, said the state needs to learn from the successes and failure of alternative incarceration programs. According to Melissa Farley, a Judicial Branch spokeswoman, they agree with many of the recommendations suggested by the report and has already begun implementing changes such as the "probation risk reduction program," which includes better planning of juvenile's treatment needs by state probation officers, better classification and supervision standards for juveniles and more community-based programs to help juveniles once they leave the system. With a clinical staff of psychiatrists, psychologists, social workers, and marriage and family therapists, the Child Guidance Center provides services to over 1,900 children and teenagers annually in Stamford, Darien, New Canaan, and Greenwich. Preventive services are also provided through public education and consultation programs for approximately 1,000 youth, parents, and professionals. Programs Include: Child, Adolescent, and Family Therapy Program - provides a broad range of mental health assessment and treatment services for children and families referred under non-emergency circumstances. After a $1.23 billion deficit in FY 02, the State has an estimated budget deficit of $2.0 billion for the 18 months comprising the remainder of FY 03 plus FY 04.
- At the end of February, the Governor signed a bill addressing the remaining FY 03 deficit, calling for $169 million in immediate cuts, along with another $99 million in cuts that will spill over into FY 04.
- These spending reductions are in addition to $900 million in cuts made earlier for FY 02 and FY 03.

The University of Connecticut School of Medicine and its affiliated hospitals provide the educational and clinical resources for an extensive residency training system. The residency and fellowship programs are part of a multi-hospital network. Assessing the New Federalism
Assessing the New Federalism is a multi-year Urban Institute project designed to analyze the devolution of responsibility for social programs from the federal government to the states, focusing primarily on health care, income security, employment and training programs, and social services. Researchers monitor program changes and fiscal developments. In collaboration with Child Trends, Inc., the project studies changes in family well-being. The project aims to provide timely, nonpartisan information to inform public debate and to help state and local decisionmakers carry out their new responsibilities more effectively. Key components of the project include a household survey, studies of policies in 13 states, and a database with information on all states and the District of Columbia, available at the Urban Institute's Web site. This paper is one in a series of occasional papers analyzing information from these and other sources.

The federal welfare reform legislation that became law in the summer of 1996 will return portions of the federal safety net to the states, highlighting the importance of sources of assistance for low-income individuals and families that are administered and funded at the state or local level. Among the most important of these is the group of programs known collectively as General Assistance (GA). GA encompasses a widely varying set of assistance programs that share two defining characteristics. They are funded and administered entirely by the state, county, and/or locality in which the particular program operates. And they provide benefits to low-income persons who are not eligible for federal assistance. As such they are the last resort for government assistance for many in need. This brief provides an overview of the nation's GA programs as they existed in the summer of 1996 with three purposes in mind: to gauge the extent to which persons no longer eligible for federally funded programs under the new legislation might be assisted through existing state and local programs; to provide a baseline against which to measure changes states may make to their GA programs in light of the new policy environment; and to trace how the GA landscape has already changed since the last comprehensive survey conducted in 1992.

During January, 731 new accounts were opened, surpassing the previous record of 548, which was just set the previous month, in December 2000. The increasing participation in the CHET college savings program comes as the program approaches the first anniversary of its re-launch, after substantial changes were made under the leadership of State Treasurer Denise Nappier.
