Honorable Henry Sherer Department of Housing 1179 Main Street Hartford, CT 06103-1089 Dear Commissioner Sherer: By letter dated February 20, 1990, your predecessor in office, Commissioner Papandrea, requested our opinion on whether the Department of Housing (DOH) is a public housing agency within the purview of the United States Housing Act of 1937. The request was prompted by letters from William H. Hernandez, Jr., Manager of the Hartford Office of the United States Department of Housing and Urban Development ("HUD"). In our opinion, the DOH does meet the federal definition of a public housing agency under the Housing Act. The term "public housing agency" is defined in 42 U.S.C> §1437a(b)(6) as "any State, county, municipality or other governmental entity or public body (or agency or instrumentality thereof) which is authorized to engage in or assist in the development of operation of lower income housing." According to 42 U.S.C. §1437a(b)(1), "'lower income housing' means decent, safe and sanitary dwellings assisted under this chapter." The chapter in question, Eight, states throughout that HUD may enter into contracts with a public housing agency, which in turn can use the Federal financial assistance to assist in development of decent, sage and sanitary dwellings in accordance with the provisions of the chapter. A Family whose Annual Income does not exceed 80 percent of the median income for the area, as determined by HUD with adjustments for smaller and larger families. HUD may establish income limits higher or lower than 80 percent of the median income for the area on the basis of its finding that such variations are necessary because of the prevailing levels of construction costs or unusually high or low family incomes.

Rating of Review Team Regarding Substantial Conformity Rating Not in Substantial Conformity Substantial Conformity 3 X D STATUS OF SERVICE ARRAY Connecticut is in substantial conformity with the factor of Service Array. Findings relevant to the specific items assessed for this factor are presented below. Item 35. The State has in place an array of services that assess the strengths and needs of children and families and determine other service needs, address the needs of families in addition to individual children in order to create a safe home environment, enable children to remain safely with their parents when reasonable, and help children in foster and adoptive placements achieve permanency. Item 35 is rated as a Strength because the State has in place an array of services to meet the needs of children and families. According to the Statewide Assessment, Connecticut has a broad and rich array of services that have evolved from an annual needs assessment, program evaluation, and service development process known as the PARA Plan (Program Assessment and Resource Allocation Plan). A major feature of the Juan F. Consent Decree, the PARA Plan involves the participation of DCF staff, consumers, providers, and the Court Monitor and Juan F Consent Decree Next Friends. The Plan is designed to ensure equal, relevant and accessible services to all consumers statewide. The development of new programs and the continuation or expansion of existing services is based on caseload calculations and utilization review. Services fall into four major categories: Support Services for Families, Outpatient Services, Out of Home Placement (Family Model), and Out of Home Placements (Congregate Models). Unique service needs that do not fall into these categories can be met through flexible funding.

    Connecticut Renaissance's Adolescent and Family Substance Abuse Programs are located in Bridgeport, Norwalk and Stamford. These programs provide services to adolescent boys and girls ages 11-17 with mental health, behavioral and substance abuse problems. The program serves clients referred through families, school systems, social services, therapists in private practice, other agencies and juvenile court. The length of the program is dependent on the adolescent's needs and progress. The program also encourages the participation of family in treatment when appropriate.     THE CONNECTICUT NATIONAL GUARD AND U.S. POSTAL SERVICE TO CELEBRATE WOMEN’S HISTORY

    NIANTIC, Conn. – The Connecticut National Guard Family Program will host “Breakfast with the Easter Bunny,” on Saturday, April 10, 2004, at 9:00 a.m. at Camp Rowland in Niantic.
    The day will consist of Guard members and their children meeting the Easter bunny, an Easter egg hunt, Easter baskets and a breakfast.
    The focus of the fifth annual event are the children of Guard members and the children of Guard members who have been deployed, who are currently involved in Operation Iraqi Freedom, Operation Enduring Freedom and Operation Noble Eagle.
    Maj. Gen. William A. Cugno, the Adjutant General and Commander of the Connecticut National Guard, has made the Family Support Program a top priority.
    “This event is just one of many that we have done with the families over that past year,” said Cugno.

    For Grandparents and Special Others Raising Children Connecticut Grandparents and Other Relatives Raising Children A State Fact Sheet August 2002 Across the country, more than six million children approximately 1 in 12 children are living in households headed by grandparents or other relatives. Connecticut has more than 113,000 children living in households headed by grandparents or other relatives. In many of these households, grandparents and other relatives are the primary caregivers (“kinship caregivers”) for children whose parents cannot or will not care for them due to substance abuse, illness and death, abuse and neglect, economic hardship, incarceration, divorce, domestic violence, and other family and community crises. In response to the growing numbers of these kinship care families, state legislatures, public and private agencies, and grassroots coalitions in Connecticut and across the country have begun to expand services and supports for children living with kin inside and outside of the foster care system.
    A Look at the Numbers: Kinship Care in Connecticut The data below show the numbers of grandparents who are living in households with at least one grandchild under the age of 18, as well as the numbers of grandparents who are the primary caregivers for these grandchildren.
