The ARRL Regulatory Information Branch is responsible for interpretations on Amateur Radio regulatory issues. These include concerns about FCC rules and regulations, application for a new or renewed amateur license, a change of address, vanity call sign applications and operation overseas. Introduction
The Vermont Legislature passed a law in 1998 to regulate the sale and disposal of mercury-added products. Vermont law requires certain categories of mercury-added products to be labeled prior to "sale for use" in the state of Vermont. The law also bans the landfill disposal of labeled mercury-added products.

Overview
This ECS StateNote examines policies dealing with charter school autonomy across the states and answers the following questions: Are the state’s standards and assessments applied to charter schools? Are there any restrictions on a charter school’s budgetary authority? What rules are waived for charter schools?
Summary
Thirty-nine states, the District of Columbia and Puerto Rico apply state standards and assessments to charter schools. Twenty-three states do not place any restrictions on a charter school’s budgetary authority. Eight states, the District of Columbia and Puerto Rico place restrictions on a charter school’s budgetary authority. In six states, restrictions, if any, on a charter school’s budgetary authority are specified in the charter. Restrictions on budgetary authority in two states, Massachusetts and Texas, depend on the type of charter school. It is common to hear animal activists claiming that scientists can do "anything they want" to laboratory animals without justification. Activists also imply that there is an endless supply of research dollars, and that scientists can qualify for funding simply by contriving an animal experiment that has not been tried in the past. Actually, many factors prevent the unnecessary suffering of laboratory animals and the appropriation of money for frivolous research. What follows are some of the major restraints: Federal law safeguards the welfare of laboratory animals The Animal Welfare Act also requires that each institution establish an Institutional Animal Care and Use Committee (IACUC), which is responsible for evaluating the total animal care program, as well as for scrutinizing all proposed animal experiments. The committee must include at least one person who is unaffiliated with the institution and one veterinarian. Researchers proposing a procedure must explain to the committee in writing the number of animals they plan to use, why a certain species is necessary, and what steps will be taken to prevent unnecessary suffering. The committee has the power to reject any research proposal and stop ongoing projects if it believes USDA standards are not being met.

FERPA Policy Statement for Connecticut College
Student Rights under the Family Educational Rights and Privacy Act of 1974 The following is intended to notify all students of their rights with regard to education records under the Family Educational Rights and Privacy Act (FERPA) of 1974 and the federal regulations and college policy adopted pursuant to the Act. A more detailed description of those rights, entitled "Connecticut College Policy Statement on Education Records of Students," which includes the location of most types of student education records, is available from the Office of Records and Registration and on the College's web site. FERPA provides students with a right to review education records and to prevent disclosure of personally identifiable information contained in their education records. "Education records" include records, files, documents, and other materials that contain information directly related to a student and are maintained by the College. Certain types of information are not considered "education records" under FERPA. These include: (i) records made by College personnel, including professors, which are in the sole possession of the person who made the records and are not accessible or revealed to any other person. (ii) records maintained by the Campus Safety for law enforcement purposes. (iii) medical and counseling records that are used solely for treatment.
