State Senator Thomas P. Gaffey was elected to a fifth term in the Connecticut State Senate in November of 2002. He represents the 13th Senatorial District and the residents of Meriden and Middlefield, as well as portions of Middletown and Cheshire. Other 2002 accomplishments include passage of minimum wage and prevailing wage legislation, to protect workers and their families, and the successful legislative effort to help education officials monitor and control bullying behavior in our classrooms and schoolyards. Senator Gaffey worked to preserve education funding levels statewide in the face of increasingly gloomy economic forecasts. Senator Gaffey challenged the de facto monopoly enjoyed by cable television providers so Connecticut consumers could benefit from the lower pricing and better service a competitive marketplace would bring. Senator Gaffey joined Senate President Kevin Sullivan and other colleagues to formally request a DPUC review of cable franchise policies, and in August 2002, the DPUC agreed to revisit its regulations regarding the length of franchise renewals.

The Still River Greenway Trail has been designed with "passive" environmental education stations which exhibit the environmental restoration demonstrations, along with explanations of key hydrologic wildlife and ecological features of the Still River and its associated flood plains. There are a total of 42 environmental stations which host two different types of sign. A 3 foot high station with a blue plaque has text to explain the environmental features of the site, and a 7 foot high signboard that provides a graphical illustration and more detailed text. These signs provide a self-guided environmental tour of the River and are considered to be "passive." Brochures are also available for some of the Greenway sections. In October 2001, a teacher orientation session was held on the Greenway, sponsored by the Danbury News-Times, the Housatonic Valley Association, the National Geographic Association, the Danbury Public Schools, and the Still River Alliance. At this session, the teachers learned about the flood plain trail and how it can be used to conduct an education class, participated in an invertebrate sampling of the River, and had a demonstration of stormwater loading with the "Environscape Model." The Alliance has a team of tour guides, aviary experts, and horticulturists that are available for customized tours and educational programs. Connecticut Homeschooling Guidelines
Revised October 7, 2000 Connecticut's homeschool regulation is accomplished by a blending of legislation and state guidelines. The Legislation (CGS 10-184) is law, but is very general. The Guidelines (Circular Letter C-14) are more specific, but are only the voluntary implementation of the law as interpreted by the CT Dept. of Education. Two minor updates to the law were added in 1994. The Legislature revised CGS 10-184 in 1998 to lower the age of compulsory public school attendance from SEVEN to FIVE. However, parents may opt out of the attendance requirement until age seven by application to the schools. The Legislature revised CGS 10-184 in 2000 to raise the age of compulsory public school attendance from SIXTEEN to EIGHTEEN (effective July 1, 2001 to my understanding). However, parents may opt out of this attendance requirement by application to the schools, as well. The details of the Enumeration item may be found in the Comments section below. I have a few comments on all this at the end of this page.
