Education of Children with Special Needs
The National PTA believes that all children have the right to a quality public education which allows each child the opportunity to reach his or her fullest potential. The National PTA is committed to the belief that all children can learn and that school and family collaboration is essential to successful academic and developmental growth. Given this commitment, the National PTA supports a variety of public education and related support services that benefit the learning of all children. An effective program for children with disabilities should include the following components: Parent and Family Involvement School districts must inform parents of their rights under federal, state and/or local statutes and policies governing special education programs at the beginning of each school year and whenever policy changes occur. Parents of disabled children must have an active role in working with the school to develop an instructional program and/or other related services based on the needs of children with disabilities. Such a program must include the following: Educational services must be based on a complete and individual evaluation and assessment of the specific and unique needs of each child;

Five-year-old Sam, boy on left, attends classes with children who do not have learning disabilities In this story: Costly IDEA Detecting problems early RELATED SITES By Kathy Slobogin CNN (CNN) Five-year-old Sam is having a ball in kindergarten. As the computer in front of him belts out a song, he begins to bounce in his chair, reaches over to the girl next to him and says, "Wanna' dance, Anna?" They both begin to shimmy in their seats. Sam has multiple disabilities, but thanks to the Individuals with Disabilities Education Act (IDEA), he's in a regular classroom in Greenwich, Connecticut. The 25-year-old federal law guarantees the right of disabled children to a public education, but it's also been responsible for a mushrooming population in special education, at a cost that has swallowed school budgets and divided communities. Click Here to Sign an Online Petition We have been successful in getting the words, "school nursing services" inserted into the current draft of the IDEA reauthorization; HOWEVER, these words could be removed if committee members do not support this addition. It is URGENT that members of the Senate Committee are contacted immediately at their state offices. School nurses need to let their Senators know that they are voting residents of the state and that they want the Senator to support the inclusion of "school nursing services" within Related Services of IDEA. NASN has been asking for this inclusion for a number of years. Now that it is in the draft, it is up to all of us to keep it there!! Issue IDEA reauthorization legislation will soon be introduced in both the United States House of Representatives and Senate. It is important for school nurses to act now to assure that the bill that is introduced includes "school nursing services" under Related Services.
