General The provisions of Chapter II shall govern the election of Town and State Officers. Except as otherwise provided in this Charter, all Elective Officers and Boards shall have the powers and duties prescribed for such Officers in the General Statutes. The terms of office of all Elective Officers and members of Boards (except the Town Clerk) shall commence on the second Tuesday following the Election and they shall continue to hold office until their successors have been chosen and qualified. Section 6-2. Town Officers At each biennial Town Election, the following officers shall be elected, all for a term of two years:
  • A Board of Selectmen, consisting of a First Selectman and two (2) other Selectmen. The votes for the unsuccessful candidate for First Selectman shall be counted as votes for said candidate as a member of the Board, provided, however, that no elector shall be a candidate for both the office of First Selectman and that of Selectman.

State and Town Elections Nomination and election of State officers, Judge of Probate, Justices of the Peace and Registrars of Voters shall be conducted as prescribed by the General Statutes and this Charter.
    Nomination and election of Town Officers and elected members of Boards and Commissions as set forth in this Charter shall take place at the Regular Town Election on the first Tuesday after the first Monday in November of each odd numbered year. The Registrars of Voters shall prepare lists of electors qualified to vote in the manner prescribed in the Constitution and the General Statutes. Section 2-2.

    State Senator Thomas P. Gaffey was elected to a fifth term in the Connecticut State Senate in November of 2002. He represents the 13th Senatorial District and the residents of Meriden and Middlefield, as well as portions of Middletown and Cheshire. Other 2002 accomplishments include passage of minimum wage and prevailing wage legislation, to protect workers and their families, and the successful legislative effort to help education officials monitor and control bullying behavior in our classrooms and schoolyards. Senator Gaffey worked to preserve education funding levels statewide in the face of increasingly gloomy economic forecasts. Senator Gaffey challenged the de facto monopoly enjoyed by cable television providers so Connecticut consumers could benefit from the lower pricing and better service a competitive marketplace would bring. Senator Gaffey joined Senate President Kevin Sullivan and other colleagues to formally request a DPUC review of cable franchise policies, and in August 2002, the DPUC agreed to revisit its regulations regarding the length of franchise renewals.

    Connecticut Sets Three Goals for School-Family-Community Partnerships Goal 1. Promote a Comprehensive Definition of School-Family-Community Partnerships. A Policy Action Packet for School-Family-Community Partnerships: A Guide to Developing Partnership Programs for Student Success. The publication was designed to help districts develop local policies and build programs consistent with the new state law. A biannual newsletter also promotes the development of partnership programs, calls attention to research and policy developments, and highlights local programs. Goal 2: Train School Teams to Develop and Maintain School-Family-Community Partnerships. A major activity of the Partnership Project is providing two-day training workshops and on-going technical assistance to school-based teams. The action-oriented teams from schools in several districts develop and maintain programs of school, family, and community partnerships focused on student success. The training is based on Epstein’s framework which helps the state and its schools work well with the National Network of Partnership Schools. The Project also conducts a competitive grants program for small cash stipends to support partnerships in schools with high educational and economic needs. "Hot Topic" workshops are conducted twice a year for school teams on subjects such as how partnerships support early literacy, improve student behavior, and reduce violence in schools and communities.

    Agency Functions
    The Department of Higher Education's 50-member staff works on behalf of the Board of Governors to assure academic quality, fiscal efficiency, student access and responsiveness to economic needs. The Department has $14.5 million to support its operations, and an additional $46.5 million for student financial aid programs. The Department also administers $6.5 million in federal dollars to support the GEAR-UP program for at-risk youngsters, national service activities, Eisenhower Teacher Professional Development Grants and veterans program approval. Headed by the Commissioner of Higher Education, the Department of is organized into three offices for academic affairs, finance and administration, and programs and student services.
