Bureau of Educator Preparation and Certification Overview
The Bureau of Educator Preparation and Certification issued approximately 18,000 certificates in the year 2000 and handles an estimated 100,000 telephone calls and 12, 000 e-mail inquiries annually.
  • Certification specialists evaluate credentials and determine the eligibility of individuals who wish to teach under the employ of Connecticut boards of education.
    The bureau recommends changes in certification regulations as they affect the academic preparation, ongoing professional development, and expectations of appropriate professional practice of teachers. As part of this responsibility, the bureau works closely with curriculum, teacher assessment and higher education specialists.
    Technical assistance is provided to individual applicants, school districts, and teacher preparation programs regarding the interpretation of regulations.
    The bureau is structured (internally) in three units to monitor the functions of certification analysis, professional preparation and professional practice.

    Connecticut Homeschooling Guidelines
    Revised October 7, 2000 Connecticut's homeschool regulation is accomplished by a blending of legislation and state guidelines. The Legislation (CGS 10-184) is law, but is very general. The Guidelines (Circular Letter C-14) are more specific, but are only the voluntary implementation of the law as interpreted by the CT Dept. of Education. Two minor updates to the law were added in 1994. The Legislature revised CGS 10-184 in 1998 to lower the age of compulsory public school attendance from SEVEN to FIVE. However, parents may opt out of the attendance requirement until age seven by application to the schools. The Legislature revised CGS 10-184 in 2000 to raise the age of compulsory public school attendance from SIXTEEN to EIGHTEEN (effective July 1, 2001 to my understanding). However, parents may opt out of this attendance requirement by application to the schools, as well. The details of the Enumeration item may be found in the Comments section below. I have a few comments on all this at the end of this page.

    Recordkeeping/Reports Private schools must file student attendance reports and "such reports and returns concerning the school . . . as are required from boards of education concerning the public schools. . . ." No report concerning finances is required. Conn. Gen. Stat. § 10-188. Instruction in English: Teacher Certification: Curriculum: Connecticut parents have the duty to instruct their children or cause them to be instructed in reading, writing, spelling, English grammar, geography, arithmetic, and United States history and in citizenship. Instruction may occur outside the public school if "the child is elsewhere receiving equivalent instruction in the studies taught in the public schools." Conn. Gen. Stat. § 10-184. Special Education: Health: Children enrolled in nonpublic schools must be protected by adequate immunizations against diphtheria, pertussis, tetanus, polioneyelitis, measles, mumps, rubella, and hemophilus influenza.     Connecticut Home Educators Association Compulsory attendance between the ages of 7 and under 16
    Teacher certification required - No State required subjects or courses - Instruction equivalent to public schools Required number of hours per day per year - At least 180 days a year Connecticut Regulations
    In 1990 the state revised the "Guidelines" that govern the oversight of homeschools. In simple terms you fill in a Notice of Intent Form (submitted to the local school department) which just commits you to teach the required subjects, however you please, using whatever curriculum you desire. You are required to do a portfolio review in the spring to demonstrate that you have been teaching. That's all. The practice of this system has been pretty fair as well. While some towns have made extra requests in connection with the portfolio review, these are not necessary and need not be honored.
