Bush impatient with Congress on education bill
Bush says Congress needs to get busy because officials such as the ones with him Thursday have "got plans to make for the public school children of America." By Ian Christopher McCaleb CNN Washington Bureau WASHINGTON (CNN) President Bush leaned on the House and Senate Thursday to bridge their differences quickly on his long-prized education reform proposals and get a bill to his desk. Appearing briefly on the South Lawn of the White House after a 30-minute meeting with a handful of governors and local school officials on the status of the stalled legislation, Bush approached a microphone bank and strongly urged the Republican-led House and Democratic-led Senate to get to the negotiating table and finish their work. The House passed its education bill on May 23. The Senate, which had just come under Democratic control, passed its version in mid-June. RESOURCES Message Board Conference committee members from both houses have yet to take up the differences in the bills. Such negotiations are necessary to produce a compromise version agreeable to each chamber that would then go to the president.

Daschle: Congress won't 'rubber-stamp' Bush
WASHINGTON (CNN) Declaring it was not the job of Congress to "rubber-stamp" the president's priorities, Senate Majority Leader Tom Daschle insisted Sunday that the Bush administration must keep Congress better informed of its plans for the war on terrorism. "We need to support our troops," Daschle said on NBC's "Meet the Press" in a joint appearance with Minority Leader Trent Lott. "They've done an outstanding job, but we also have to ask the right questions. "That is the role of Congress. We're a co-equal branch of government, and I don't think we ought to rubber-stamp any president." Similar comments from Daschle last week raised the ire of several Republicans. He was defended Sunday by fellow Democrats and one prominent Republican, Sen. John McCain of Arizona. "I think, with all respect, the Republican reaction was a lot of hyperventilation," Sen. Joseph Lieberman, D-Connecticut, said on CBS' "Face the Nation."

What's up with Watts' move to leave Congress?
(CNN) U.S. Rep. J.C. Watts of Oklahoma, the fourth-ranking Republican in the House and only black GOP member, has said he will not seek re-election to a fifth term. Watts cited family concerns as the reason for vacating his congressional seat. His departure will be a setback to GOP efforts to broaden the party's appeal among African-Americans. "Crossfire" guests Donna Brazile, former manager of Al Gore's 2000 presidential campaign, and Republican consultant Charles Black discuss the reasons behind Watts' decision to step down with hosts James Carville and Robert Novak. CARVILLE: J.C. Watts is obviously a well-reared young man, has some fine parents. And let's see what J.C. Watts' father had to say about Republicans and the Republican Party please. ... "A black man voting for the Republicans makes about as much sense as a chicken voting for Colonel Sanders."

Fla.'s Harris resigns to run for Congress
Katherine Harris From John Mercurio CNN Washington Bureau TALLAHASSEE, Florida (CNN) Republican Katherine Harris ended her controversial term as Florida's secretary of state Thursday, saying she wants to focus more fully on her bid for Congress. Harris was a key player in Florida's 2000 presidential election dispute, certifying George W. Bush had won the close race after she refused to accept a partially completed recount from Palm Beach. In a three-page letter to Gov. Jeb Bush, the president's brother, Harris said she "foresees difficulty in maintaining the delicate balance" between her official role and the campaign. She cited a "burning desire" to continue reforming the state's election system, but said she can no longer do so effectively. Harris made her resignation retroactive to July 15, to comply with a state law that requires candidates to resign public offices they hold under certain circumstances.

Bush: Blackout is 'wake-up' call North American Electric Reliability Council WASHINGTON (Reuters) The Bush administration told Congress on Wednesday it still doesn't know the cause of the massive blackout that left up to 50 million Americans and Canadians in the dark, and cannot say when the investigation will end. The August 14 power outage closed airports, trapped thousands of New Yorkers underground in subway cars, forced Detroit auto plants to shut, and halted after-hours trading on Wall Street.
