EDT THE PRESIDENT: Mr. Speaker, Mr. President Pro Tempore, members of Congress, and fellow Americans: In the normal course of events, Presidents come to this chamber to report on the state of the Union. Tonight, no such report is needed. It has already been delivered by the American people. We have seen it in the courage of passengers, who rushed terrorists to save others on the ground passengers like an exceptional man named Todd Beamer. And would you please help me to welcome his wife, Lisa Beamer, here tonight. (Applause.) We have seen the state of our Union in the endurance of rescuers, working past exhaustion. We have seen the unfurling of flags, the lighting of candles, the giving of blood, the saying of prayers in English, Hebrew, and Arabic. We have seen the decency of a loving and giving people who have made the grief of strangers their own.

Introduction
The aims of the 2nd International Congress on Psychology Applied to Sport are to transmit and to share the present potential of Psychology within the sphere of Sport from an applied perspective.
For this purpose, experts from several countries with broad experience in this field have confirmed their participation, as well as coaches and athletes of international renown.
Similarly, a large number of worldwide professional sport psychologists, coaches, managers and sport professionals is expected to attend.
The Congress will be restricted to 400 people who will represent approximately twenty countries from the five Continents. Purpose and Addressees of the Congress
Psychology is a science that helps to understand, assess and modify athletes' behaviour in and out of their sport activity. Psychological aspects such as motivation, stress management, self-confidence, concentration and team's cohesion are closely related to sport performance, athletes' sense of fulfilment and progress development as a formative experience. The use of psychological strategies can help athletes to optimise their performance and to take full advantage of their sport life. Sport coaches (including physical trainers and other experts) who include psychological strategies in their regular working methods are more effective in goal setting and attainment since they exert stronger influence on the performance of the athletes they coach, be it elite professionals or youth sport levels. Therefore, nowadays it is as important for a coach to develop optimal skills at psychological strategies that allow them to wield influence on trainees as to be skilled at the subjects specifically related to their sport. At times this is even more important since it would be of no value to be knowledgeable about one particular sport if later they are not able to assist their trainees in taking knowledge on board. To a large extent this congress aims at helping coaches to broaden their knowledge in Psychology giving them ideas that can be applied to the athletes they coach.

    Most of the problems facing this country today can be traced back to the point at which our lawmakers started abandoning the Constitution and other principles which guided our Founding Fathers. Since 1913, the Constitutional Republic our Founders blessed us with, has gradually been transformed into a democratic socialist society incapable of securing for us the "Blessings of Liberty" for which so many fought and died. Today the majority of our lawmakers in Congress do not understand the vast differences between a Republic and a Democracy, the free enterprise system and socialism , or the difference between Christian principles and secular humanism . They also, don't understand the proper function of government or why our government came into existence in the first place. (For more click the links above.) And yet, we continue sending these ignorant, arrogant, people to Congress to uphold a Constitution that they don't understand or respect. In 1803, George Tucker made the same complaint with these words:
    "If an acquaintance with the Constitution and laws of our country be requisite to preserve the blessing of freedom to the people, it necessarily follows that those who are to frame laws or administer the government should possess a thorough knowledge of these subjects. For what can be more absurd than that person wholly ignorant of the Constitution should presume to make laws pursuant thereto? Or that one who neither understands the Constitution nor the law, should boldly adventure to administer the government!" George Tucker, 1803.

    How the City Came Back to Life
    Rome now is one of the grandest cities in the world. Millions of pilgrims and tourists come every year to admire, and be awed by, its treasures of architecture, art, and history. But it was not always this way. By the fourteenth century, the great ancient city had dwindled to a miserable village. Perhaps 20,000 people clung to the ruins despite the ravages of disease and robber barons. Popes and cardinals had fled to Avignon in southern France. Rome was dwarfed in wealth and power by the great commercial cities and territorial states farther north, from Florence to Venice. In the Renaissance, however, the popes returned to the See of Saint Peter. Popes and cardinals straightened streets, raised bridges across the Tiber, provided hospitals, fountains, and new churches for the public and splendid palaces and gardens for themselves. They drew on all the riches of Renaissance art and architecture to adorn the urban fabric, which they saw as a tangible proof of the power and glory of the church. And they attracted pilgrims from all of Christian Europe, whose alms and living expenses made the city rich once more. The papal curia the central administration of the church became one of the most efficient governments in Europe. Michelangelo and Raphael, Castiglione and Cellini, Giuliano da Sangallo and Domenico Fontana lived and worked in Rome. Architecture, painting, music, and literature flourished. Papal efforts to make Rome the center of a normal Renaissance state, one which could wield military as well as spiritual power, eventually failed, but Rome remained a center of creativity in art and thought until deep into the seventeenth century.
